About this file

Addendum 1 for the Briscoe School Floor Replacement Phase 2 project (Project 2019-27c) is issued by the City of Ashland, providing critical updates and clarifications for the flooring renovation contract. The addendum specifies flooring selections for Phase 2, including Mannington Commercial-Terrene in aluminum for kitchen/restrooms, Armstrong VCT in pewter for hallways/classrooms, walk-off carpet tile for entry, and Tarkett silver grey cove base. The document clarifies scope details, such as wall removal and re-installation near the elevator and the requirement to apply two coats of commercial floor polish. The project is scheduled for completion between June 30 and August 29, 2025, with working hours limited to 7 am to 7 pm on weekdays and 8 am to 6 pm on weekends and holidays.

The addendum addresses several bidder questions, confirming temporary storage will be in the gymnasium and that no specific moisture testing is required, though manufacturers' best practices must be followed. The City reserves the right to inspect the work site at any time, and contractors must obtain necessary permits. Workers will be limited to designated work areas where children are not present, and additional background checks beyond standard requirements are not anticipated. The contract requires the contractor to submit proof of insurance, and bids will be evaluated based on quantities in the bid schedule. The drawing in Exhibit N is a reduced scan with an approximate building wing width of 63 feet, and bidders are advised that the scale may not be accurate.

This scope of work shall also include 2 coats of commercial floor polish.

Part 3: Questions and Answers from Bidders

Q1: The contract specifies that major work must occur between June 30 and August 29, 2025.

Are there any restrictions on working hours, weekend work, or night shifts to facilitate faster completion?

A1: Working hours are limited by municipal code to 7 am to 7 pm weekdays and 8 am to 6 pm on weekends and holidays. Work requests for weekends and holidays will be reviewed on a case-by-case basis after discussion with OCDC and approval will not be unreasonably withheld.

Q2: Temporary storage space is mentioned for removed materials. Can you confirm the exact location of the storage area and any restrictions on space, access, or security requirements?

A2: Temporary storage will be in the gymnasium, as shown in the drawing in Exhibit N

Q3: Will moisture testing or additional subfloor preparation be required before installation?

A3: No specific testing is required however all general best practices for the installation of this type of material (as well as manufacturer requirements) shall be adhered to.

Q4: What city inspections will be required throughout the project, and at what phases?

A4: We are not aware of any specific inspection requirements, however the City (or their designate) will have access to the work site anytime they desire to review the quality of the work. That said, it is the responsibility of the contractor to obtain all necessary permits (and subsequent inspections) as required by municipal code (which is available online at the city website).

Q5. Since the school is occupied year-round, are background checks required for all workers or only those working in certain areas?

A5: Workers will be limited to the work area where children will not be present. As such, additional background checks beyond those required by the contract and state law are not envisioned.

Q6: The bid packet lists specific insurance requirements for the general contractor. Are subcontractors required to provide separate insurance certificates, or can they be covered under the general contractor’s policy?

A6: The contract requires that the Contractor submit proof of insurance.

Q7: What is the scale of the drawing contained within Exhibit N.

A7: The drawing in exhibit N is a reduced scan of a larger drawing, as such, the scale shown on the drawing is not accurate. For rough purposes (as this is a unit rate contract) in determining scale, the width of the building wing included in Phase 2 as measured from South to North (drawing specified compass) is approximately 63 feet. Please note that bids will be evaluated based on the quantities shown in the bid schedule.
