About this file
This Addendum 1 and Meeting Minutes document pertains to Bedford County Public Schools' wastewater system improvements project at Otter River Elementary School and Stewartsville Elementary School in Virginia. The project encompasses comprehensive upgrades including sitework, dosing tanks, sand filters, nitrification tanks (Otter River), recirculation tanks (Stewartsville), and chlorine contact tanks at both facilities. A mandatory site visit was conducted on Thursday, May 7, 2026, at 10:00 am at Stewartsville Elementary (1138 Wildcat Rd., Goodview, VA 24095) and 12:00 pm at Otter River Elementary (1044 Otter River Dr., Goode, VA 24556). Electronic bid submissions are due by 2:00 pm on Thursday, May 21, 2026, directed to taylor.bell@bedford.k12.va.us. Work must commence on June 1, 2026, and be ready for operation by August 1, 2026, with a two-month completion timeline. The project will be awarded to a single contractor responsible for all work at both school locations.
Key contractual requirements include the contractor's responsibility for pumping septic tanks at project initiation and as needed throughout construction to prevent tank discharge, with specified capacities of 4,500 gallons each at Otter River and 14,000 gallons at Stewartsville. Sand media for filters must meet specifications of 0.3-0.75 mm effective size with a uniformity coefficient as detailed in procurement documents. No performance or payment bonds are required. Questions regarding the project should be directed to Chris Fewster, PE at 540-392-4144 or Taylor Bell at 540-875-9776. Pricing should be submitted separately for each school location as well as a total bid price, with payment due within 30 days of invoice receipt and subcontractors required to receive payment within seven days of contractor receipt.

CLARIFICATIONS:
1. The contractor shall be responsible for pumping out the septic tanks at each school. During
June and July, there will only be minimal use of water in the school for administrative and custodial staff.
Otter River: 2 – 4,500 gallon septic tanks
Stewartsville: 14,000 gallon septic tank
Contractor is responsible for pumping out the septic tanks at the start of construction and if required, contractor shall pump out septic tanks as needed during construction to maintain levels so no discharge from the septic tanks occur.
If contractor schedule is delayed and work continues into the school year, the contractor will be responsible for pumping out the septic tanks as needed to maintain no discharge from the tanks.
Water use for both schools for May through September are attached for Contractor’s reference.
2. Sand media for the filters shall have an effective size of 0.3 – 0.75 mm and a uniformity coefficient <4.0. The Puddledock sand by Vulcan Industries in Prince George has been reviewed and used for previous projects.
As noted, sand sources for the filter beds are limited. If contractor locates an alternative source of sand, a sieve analysis shall be submitted for review.
The sand quantity listed for each filter is based on adding an additional 9-12” of sand which would equate to approximately 625 cf/bed or 30 tons per bed (dry sand). Otter River has 4 filter beds and will need approximately 2,500 cf or 120 tons. Stewartsville has 3 filter beds and will need approximately 1,875 cf or 90 tons.
Beds shall be cleaned and raked level prior to adding any sand. A 4-6” freeboard shall be provided on all beds. The depth of sand added to each bed will vary depending on the current level of sand. Any unused sand will be stockpiled on site for later use by the school system.
3. Electrical service at both schools will be 208/120v 3 phase, 4 wire.
Electrical service at Otter River is 208/120 3 phase 4 wire. Electrical service at Stewartsville is either 208/120v 3 phase 4 wire or 120/240 v 1 phase.
4. Dosing pumps shall be 208v, 1 phase. Recirculation pumps shall be 115v, 1 phase. Dosing pumps shall be 230v 1 phase. Recirculation pumps shall be 230v, 1 phase. Models listed below
Dosing Pumps: Goulds 3886 WS0512B – ½ HP, 230v, 1 phase (4 installed, 1 spare)
Recirc Pump: Franklin Electric Submersible Effluent Pump 20JE05P4-2W230 – ½ HP, 230v, 1 phase (2 installed, 1 spare)
406 Wild Cherry Rd.
Pilot, VA 24138 (540)392-4144
5. Control Panels shall be SJE Rhombus Installer Friendly Series (IFS). Panel models are listed below:
Simplex Panel (Recirc) part # IFN21W104C6A8AC10E (2 panels)
Duplex Panel (Dosing) part # IFN41W114C6A8AC10E (2 panels)
Transducer C-Level CL100 w/ 50’ cable (2 installed, 1 spare)
6. Bedford Regional Water Authority (BRWA) operates the wastewater systems for Bedford County
Public Schools (BCPS). Contractor shall notify BRWA of their anticipated work schedule.
7. Contractor shall place fill material around the existing dosing tank to create a more uniform ground surface and facilitate placement of fencing.
8. Approximate lengths of pipe and conduit have been provided on the drawings. It is the contractor’s responsibility to confirm all lengths of pipe and provide and install the necessary material.
9. Retaining wall at Stewartsville elementary is anticipated to be located inside the existing fence area and be no more than 40 LF long by 48” high. Wall to be placed around the edge of the tank.

The Next Generation IFS duplex control panel utilizes an innovative circuit board design enclosed in a touch-safe housing to control two 120/208/240 VAC single phase pump in water and sewage applications. These newly redesigned IFS panels feature an easy-to use color LCD interface located on the inner door for programming and system monitoring. The panel configuration can be easily converted in the field to either a timed dose or demand dose through the LCD interface.
The panel can easily be changed in the field to utilize floats, Sub-X™ LT Transmitter or the C-Level™ Sensor for continuous level monitoring. The Sub-X™ LT Transmitter and the C-Level™ Sensor sense the level in the tank and sends a signal to the panel. Pump activation levels can be adjusted by using the LCD interface.
