About this file
This Addendum No. 1 document is issued by the City of Holly Hill, Florida, regarding Bid No. 25-BG-14 for the Ross Point Park Playground project. The addendum was released on October 24, 2025, following a pre-bid meeting held on October 14, 2025, and clarifies key project requirements and specifications. The project involves the provision and installation of a new playground system designed for school-age children ages 5-12 years, complete with safety surfacing, playground equipment, surrounding border, and a perimeter fence with ADA-compliant access ramp connectivity. The existing playground footings will be removed by the City, and vendors are strongly encouraged to conduct site visits to verify measurements and existing conditions prior to submission, as the usable space is approximately 68 feet by 39 feet, though actual dimensions within the existing fenced area measure 45 feet by 34 feet.
Key clarifications provided in the addendum establish that proposers may reuse the existing fence if the playground footprint matches the current fenced area dimensions, with the fence requirement included in the total project budget of $102,966. The fence must maintain a minimum height of 3 feet and contain spacing between rails for visibility; if the playground opening faces Riverside Drive, a latched gate is mandatory, otherwise the opening must face away from Riverside Drive. All metal components must be stainless steel or hot-dipped galvanized due to proximity to the Halifax Intracoastal Waterway. The project is not subject to Davis-Bacon Act requirements, and while two permits will be required—one for the fence and one for the playground—the City will cover all permitting costs. Bid evaluation will be based on equipment quality and quantity, materials used, and warranties provided.

City of Holly Hill Ross Point Park Playground Bid No. 25-BG-14 Addendum # 1
Date: October 24, 2025 This Addendum provides information, clarifications, and revisions related to the above-referenced solicitation. It reflects discussions and questions from the Pre-Bid Meeting held on October 14, 2025, as well as updates to the solicitation documents.
The contents of this Addendum are considered part of the solicitation and any resulting contract.
Questions & Answers:
Q1. Is the new set going in the existing area that is fenced in? Will that fence be staying or replaced? The dimensions provided (68 x 39) are not adding up to the measurements we're pulling from google earth. We're getting 45x34 within the fenced play area. Can you clarify for us please?
A1. We will allow proposers to use the existing fence IF their playground uses the same footprint that is within the fenced-in area (45' x 34'). In this scenario, the City will connect the sidewalk to the ADA ramp.
If the playground is larger, the vendor will need to provide a new fence and connect the ADA ramp to the sidewalk on the northeast side of the playground. The amount of usable space is approximately 68' x 39'
The dimensions provided in the solicitation are for general guidance; while they are believed to be accurate, vendors are strongly encouraged to visit the site to verify all measurements and existing conditions prior to submitting a proposal.
Q2. Can the proposal reuse the existing fence on site at the current Ross Point playground?
A2. If the footprint of the playground being proposed is the same, the fence can be reused. There needs to be space between the rails in the fence in order for people to be able to see through it.
Q3. Does this project fall under Davis-Bacon Act requirements?
A3. No, this project is not subject to Davis-Bacon Act requirements.
Q4. Is the fence included in the $102,966.00 budget, or will the City pay for it separately?
A4 The fence is included in the total project budget of $102,966.00.
Q5. Is there a height requirement for the playground?
A5. No, there is no specific height requirement for the playground.
Q6. Is there a height requirement for the fence or gate?
A6. Yes, the fence must have a minimum height of 3 feet. A gate is not required, but if the playground opening faces Riverside Drive, a latched gate is mandatory. If no gate is used, the opening must face away from Riverside Drive.
Q7. Does the Fence require a separate permit from the playground?
A7. Yes, the fence will require a separate permit from the playground. Two permits will be issued for the project; however, the City will cover the cost of both permits.
Q8. Will the existing footings be removed?
A8. Yes, the existing footings will be removed as part of the project.
