About this file

This is an addendum to a Request for Qualifications (RFQ) issued by the City of Kissimmee, Florida for professional design services on the Columbia Avenue Complete Street project (Bid No. RFQ2026-004). The addendum provides clarifications and revisions to the original RFQ, most significantly extending the bid opening deadline to January 20, 2026 at 2:00 PM to allow consultants additional time for proposal development. The revised procurement schedule establishes a Non-Mandatory Pre-Qualification Meeting on December 10, 2025, a question cutoff date of December 19, 2025 at 5:00 PM, Qualifications Opening on January 20, 2026 at 2:00 PM, Evaluation & Selection Committee Meetings on January 30, 2026, Short Listed Presentations on February 15, 2026, Board Authorization of Contract Negotiation on February 30, 2026, and Notice to Proceed on March 10, 2026. The RFQ seeks one FDOT pre-qualified consulting engineering firm to design a 2.3-mile corridor project with potential extensions up to 500 feet on adjacent roadways, addressing ADA deficiencies and improving pedestrian and bicycle infrastructure within the Vine Street District.

The addendum clarifies that no specific page limitations are prescribed for proposal submittals, though consultants are encouraged to exercise discretion and prepare concise, responsive proposals. Proposers must acknowledge receipt of this addendum by completing the applicable acknowledgment section in the RFQ and submitting it with their proposal. The estimated design cost is $2.9 million with a total construction budget of $50 million, funded through a combination of sources including a $500,000 state appropriation grant administered through the FDOT Local Agency Program (LAP) Office, with funding allocated at 30 percent toward design and 70 percent toward construction, supplemented by an Interlocal Agreement with TOHO Water Authority. The selected consultant must be a multidisciplinary firm with at least two Florida-registered professional engineers possessing civil engineering proficiency and minimum two years post-registration experience, capable of managing stakeholder coordination with Osceola County, Kissimmee Utility Authority, LYNX transit, and state agencies including FDOT, South Florida Water Management District, and Florida Department of Environmental Protection.

December 9, 2025 Addendum No.1

Project: Columbia Avenue Complete Street Bid No: RFQ2026-004

TO ALL PROPOSERS:

The following items are clarifications, corrections, additions, deletions and / or revisions, which shall take precedence over the original documents.

Question 1: When is the question deadline? Page 6 says the deadline is “7 days prior to opening date”, but page 12 of the RFP says it’s on December 12th at 5pm.

Answer: The deadline for submitting questions is as stated in the procurement schedule on page 12 of the RFP. The procurement schedule has been revised. See the answer to question #3 for the new dates.

Question 2: What are the page limitations? Page 10 of the RFP explains the need for page limits and what counts as one page, but there are not any specified limits per section or for the submittals as a whole.

Answer: No, specific page limitations are prescribed for the submittal. However, the RFQ encourages consultants to exercise discretion and prepare proposals that are concise and responsive to the content requirements, avoiding unnecessary length.

Question 3: We respectfully request an extension until the 2nd week of January to allow us to complete the work with the appropriate expertise and attention to detail. This additional time will help us provide a comprehensive and compliant proposal that aligns with your objectives.

Answer: The bid opening deadline has been extended to the third week of January to provide consultants additional time to develop a thorough and comprehensive bid package. Please refer to the revised procurement schedule below with the new dates:
