About this file
This is an Addendum containing Questions and Responses for Solicitation #DQ 2026*445 issued by the Colorado Department of Public Health and Environment (CDPHE) for a Chemistry Instrument Service Plan. The solicitation requires vendors to provide service coverage for multiple chemistry instrument systems, including Agilent GC/MS systems and Thermo IC systems. A vendor inquired whether it could submit a proposal covering only the Agilent systems, citing superior local expertise and parts inventory for those instruments while lacking equivalent support capabilities for the Thermo IC systems. CDPHE responded that coverage of all listed systems is mandatory, requiring vendors to address the complete instrument portfolio in their proposals.
In response to the requirement for comprehensive coverage, the vendor proposed an alternative PM+ model for Thermo IC systems that would include annual preventative maintenance and discounted labor rates for repair work, positioning this approach as a cost-controlled option to maintain instrument performance while reducing total expenditure. CDPHE accepted this PM+ model as an acceptable approach, thereby providing vendors flexibility in structuring their service offerings while ensuring that all required instruments receive appropriate service coverage under the contract.

SOLICITATION QUESTIONS AND ANSWERS
Solicitation #: DQ 2026*445 Solicitation Name: Chemistry Instrument Service Plan
Vendor Question #1: Scope / Bidding Approach: Can we bid on the Agilent system ONLY?
● Our preference would be to submit a proposal focused on the Agilent GC/MS systems, where we believe we can deliver best-in-class service, uptime, and value to CDPHE.
● Although we have some internal expertise for the Thermo IC systems, our local team does not support them, and we do not maintain the same depth of parts inventory. As a result, we would prefer not to submit a full-service bid on those systems.
CDPHE Answer #1: CDPHE is requiring coverage of all listed systems
Vendor Question #2: Alternative Option for Thermo IC: If CDPHE requires coverage across all instruments, we could offer is a PM+ model for the Thermo ICs:
● Annual preventative maintenance included
● Discounted labor rates for any repair work
● Flexible, cost-controlled approach that could reduce total spend while still maintaining instrument performance Would this be acceptable?
CDPHE Answer #2: Yes, the proposed PM+ model would be acceptable
