RFP PW-26-698: Naval Architecture & Marine Engineering Services

This is Addendum No. 1 (Q&A) issued by the City of Long Beach Department of Financial Management for RFP PW-26-698 regarding Naval Architecture & Marine Engineering Services. The addendum addresses 28 questions and answers clarifying requirements for an on-call professional services contract. The City seeks to engage Naval Architects and Marine Engineers to supplement waterfront projects, with the majority of anticipated workload supporting the Queen Mary and Scorpion Submarine. Services will include vessel inspections addressing both structural and equipment elements, assistance with developing maintenance plans, and periodic vessel inspection requirements. The contract is performed on an as-needed basis through individual work orders authorized by the City. Proposers must acknowledge receipt of this addendum by signing and submitting it with their proposals; failure to do so may result in disqualification. The RFP references Section 5.2.27, requiring all official communications to occur through the specified process and confirmed in writing by the City Contact.

The City intends to seek approval for a total aggregate contract value of $15 million over a five-year term, with the option to increase this amount if needed. Final aggregate value and each firm's allocation will be determined at the City's discretion based on the number of selected firms. No guaranteed minimum payment or retainer fee is provided; payment is based on work orders issued and completed by consultants. A California Professional Engineering License is required for key personnel on the engineering portion of the scope. While California-licensed engineers may be provided through subconsultants, it is preferable that the prime consultant retain qualified, licensed professionals with Naval Architecture and Marine Engineering expertise. The consultant need not maintain a physical office in Long Beach or California but must provide staff qualified to work in California, be available to come to Long Beach within reasonable time and cost constraints, and obtain a Long Beach Business License. Reasonable revisions to the Pro Forma Agreement may be negotiated following selection if submitted with the proposal. Contractor's License (CSLB) is not required. Marine General Liability and Ship Repairers Liability insurance apply only to tasks with potential marine liability. No limitation of liability clauses or security clearances are required.
