The solicitation seeks GPS monitoring devices (currently 695 active units), radio frequency monitoring, and transdermal alcohol monitoring devices (currently 1 active unit) to be deployed statewide across all 55 counties in West Virginia. The vendor must demonstrate at least two years of experience delivering GPS and alcohol monitoring services, with equipment installed on an aggregate of at least 500 offenders through government contracts. The original bid opening date was moved to October 21, 2026, with a contract start date of January 1, 2027. Initial training is required for approximately 30 staff members, with both virtual and in-person options requested. The pricing sheet references capacity for up to 1,500 GPS devices and 100 alcohol monitoring devices.

Key specifications include electronic monitoring bracelets with dual SIM cards (including AT&T), WIFI and cellular functionality, pre-cut tamper-resistant straps in half-inch increments, and wireless portable charging capable of full charge in two hours maximum. The alcohol monitoring system must include dual SIM capability and be accessible on a single web-based platform alongside GPS monitoring. The vendor must provide 24-hour toll-free support staffed by live agents in the United States, technical support for officer and installation inquiries, and detailed product specification sheets. All pre-cut straps must be provided at no cost to the agency. The addendum includes responses to 22 vendor questions clarifying that the agency will not accept alternative solutions to the dual SIM requirement, will consider devices with both wired and wireless charging options, and requires a single integrated platform for both GPS and alcohol monitoring systems.

8. Section 3, Vendor Requirements, 3.2 states, “This experience must include at least six (6) months of active monitoring for the model offered in response to this RFQ. The vendor’s experience shall have been met with the vendor acting as the prime contractor in providing all of the above services. Identify these agencies, volumes, and devices in your solicitation response.”

a. Question: Would the Agency consider allowing vendors to propose newly released or next-generation devices that have been commercially available for less than six (6) months, provided the vendor can demonstrate substantial experience as the prime contractor providing the required monitoring services using the same or predecessor technology?

Answer: No

9. Section 4, General Requirements, 4.1.1.3 states, “Electronic Monitoring Bracelets must be fully functional with WIFI and cellular networks. Agency must utilize dual SIM cards with a minimum of two (2) cellular providers included (with AT&T being one of them).

e) please list the locations where the Ankle Alcohol Monitoring Devices will be deployed.

Answer: Statewide – all 55 in West Virginia.

20. The Statement of Work states “the proposed monitoring device must have been installed and in use on an aggregate of at least 500 offenders through one or more contracts with State, Federal, or local government agencies. Question: We respectfully request this be changed to include international government references, as many technologies are developed and released in the international market and later introduced into the United States Electronic Monitoring Market is quite common after going through the process of becoming Certified by the Federal Communication Commission (FCC) and becoming Certified by various US Cellular Communication Network Providers. Making this modification does not jeopardize the state of use agencies as the most important factor is the providers’ overall number of years and experience in the electronic monitoring industry. Also, newly advanced products are released on a frequent basis and the requirement for the proposed “monitoring device must have been installed and in use on an aggregate of at least 500 offenders through one or more contracts with State, Federal, or local government agencies,” is potentially limiting the state’s ability to procure newly advanced products based on industry standards.

Answer: This is an RFQ and we are not open to change in our bid requirements at this time.

21. Please provide the total number of devices by type being used that have been lost over the past months.

Answer: Approximately 20 have been lost.

22. 4.1.7.1 Vendor shall provide a twenty-four (24) hour support hot line. Vendor will provide

Agency with a toll-free number. This shall be available twenty-four (24) hours a day, seven (7) days a week, three hundred sixty-five (365) days a year including all holidays. This hot line must be answered by a live agent. Question: Please confirm all aspects of the required support hot line and help-desk support must reside in the United States twenty-four (24) hours a day, seven (7) days a week, three hundred sixty-five (365) days a year including all holidays. This hot line must be answered by a live agent, residing in the United States.

Answer: Technical support, officer questions, assistance with installations and deactivations.
