About this file

This Addendum 1 document modifies the flooring materials and services bid solicitation (ITB 26190-MST) issued by Hillsborough County Public Schools (HCPS), the seventh-largest school system in the nation serving approximately 225,000 students across 235 schools in Florida. The solicitation seeks bids for comprehensive flooring materials and installation services encompassing seven product categories: carpet tile (22,300 square yards standard moisture content and 1,000 square yards high moisture content), vinyl flooring (306,000 square feet Armstrong vinyl), vinyl tile installation (250,000 square feet), miscellaneous carpet and vinyl items including cove base and moisture mitigation materials, epoxy decorative quartz resinous flooring, luxury vinyl tile (LVT) products and installation, and dance flooring components. Bids are due August 6, 2026 at 5:00 PM ET, with technical questions required by July 23, 2026 at 5:00 PM ET. Bidders must submit electronically through www.myvendorlink.com using the provided spreadsheet format without handwritten entries. Bidders may not withdraw bids for 120 days following the submission deadline, and all pricing must include complete labor, materials, surface preparation, furniture movement, inside delivery, and setup quoted FOB Destination.

All vendors must provide three business references from the previous three years, with preference for school districts and government agencies, and submit product specifications for departmental review if bidding on epoxy or LVT categories. Payment terms are Net 45 days from delivery or invoice receipt, whichever is later, with alternative "pay upon approval" terms available to certified Small Business Enterprise (SBE) vendors. Installation pricing must be inclusive of adhesives, fasteners, sealants, and patching compounds per manufacturer and HCPS specifications. The contract includes a one-year minimum warranty on all products and labor. HCPS encourages participation from certified SBEs, minority-owned, women-owned, and service-disabled veteran-owned businesses, with SBE certification through the HCPS Office of Supplier Development potentially providing competitive advantage. Preference in tie-bid situations is awarded to bidders demonstrating drug-free workplace programs. This contract replaces predecessor contract 21085A-MST-VT.
