About this file

This Addendum No. 1, issued by the City of Raleigh on July 22, 2026, provides clarifications and modifications to Request for Bids #274-ERPRCAMERAS-2026 for the East Raleigh Park and Ride Camera Installation project. The City seeks installation of nine exterior multi-sensor 360-degree surveillance cameras at the East Raleigh Park and Ride facility located at 1426 Wilders Grove Lane. Bid proposals are due Wednesday, July 29, 2026, at 5 p.m. The project scope includes camera installation, cabling, network integration with the existing Milestone XProtect Professional+ Video Management System, and configuration of the video recording server. All nine cameras must be Hanwha multi-sensor models (PNM-9002VQ or approved equivalent from Axis or Bosch), mounted at approximately 15 feet above finished grade on light poles or freestanding poles provided by the electrical contractor. The cameras will utilize PoE connectivity via Cat6 cabling and integrate into the City's Transit division's existing Milestone environment. Expected installation is summer 2027, prior to substantial completion of the Park and Ride facility, with the selected contractor contracted directly by the City and subject to the general contractor's site schedule and safety requirements.

The addendum clarifies that no Vykon access control integration or Niagara platform integration is required for this project. The contractor must provide nine Milestone XProtect Professional+ device licenses and one-year Care Plus support, patch panels, patch cables, and final network terminations. The City will provide the Network Video Recorder (NVR) through a five-year lease arrangement, PoE switch ports with sufficient budget, IP addresses, network settings, and IT coordination. The project is federally funded and subject to Buy America requirements; all materials and equipment must be manufactured in the United States with U.S.-origin components. Davis-Bacon certified payrolls are required for all onsite labor. Sales tax must be excluded from the bid price as a reimbursable expense. A bid bond equal to 5% of the bid amount is required if the bid exceeds $100,000, and performance/payment bonds are required for contracts valued at $300,000 and above. All work must comply with industry best practices, applicable electrical codes, and manufacturer recommendations for grounding, bonding, and surge protection in outdoor environments.

Question #1: See below answer in red:

Vykon Integration: Can you confirm whether full integration with the Vykon access control system is required for this project, or if it is dependent on owner direction during final design?

There will be no access control measures here at this site, so no Vykon integration will be needed.

Question #2: See below answer in red:

Niagara Platform: Is integration with the Niagara platform required as part of the base scope, or should it be considered optional unless otherwise directed?

No Niagara required.

Question #3: See below answer in red:

Prequalification: The specification references contract prequalification with the City, can you please confirm if this is required prior to bid submission or only for the awarded contractor?

The awarded contractor will have to fill out a Vendor Security Questionnaire if not already a City approved contractor. Please reach out to Sara Tromba for the questionnaire if not already done so. Any contractor can preemptively fill out and submit with bid submission to quicken the contract routing process and would encourage any interested bidder to complete it if they are interested in doing work for the City of Raleigh.

Question #4: See below answer in red:

Can the City provide or confirm the drawing sheet showing the exact locations of the nine camera symbols?

Please see the Parking Lot Security Plan (E1.2) (pg. 69 of the full bid advertisement) symbol “c” for the locations of the cameras.

Question #5: See below answer in red:

For cameras not shown on poles, what are the intended mounting locations and mounting surfaces?

The cameras are mounted to light poles or freestanding poles at approximately 15’ AFG which will be provided by the general contractor.

Question #6: See below answer in red:

Are new camera poles, pole foundations, pole arms, grounding, or pole-mounted enclosures included in this scope, or provided by others?

Please see the Keyed Notes on the “Parking Lot Electrical Plan” (E1.1) page or page 68 of the full bid advertisement for clarification. Also, check the Pole Mounted Camera Detail on page E4.1 or page 70 of the full bid advertisement. The poles and conduit will be provided by others while the camera vendor will need to provide the cameras, mounts, grounding, and any pole-mounted enclosures needed for the camera equipment.

Question #7: See below answer in red:

Are we responsible for conduit/raceway from each camera location back to the serving network location, or will conduit/pathway be provided by the GC/electrical contractor?

Please see Keyed Notes on the “Parking Lot Electrical Plan” (E1.1) page or page 69 of the full bid advertisement for clarification. Electrical contractor shall provide conduits shown with pull string.

Question #8: See below answer in red:

Please clarify cabling responsibility. One section indicates CAT6 cabling is by the camera contractor, while another references the structured cabling contractor providing Category 6 cabling to each camera. Which requirement governs?

Cabling responsibility is to be done by the camera contractor; however, there will be pull strings installed to help by the electrical contractor.

Question #9: See below answer in red:

Can the City confirm the head-end/Milestone recording server for this location for this site, including rack space, UPS, power, network switches, and available PoE ports?

Per Engineering Services Video Surveillance Specification, the Server NVR will be leased through the City of Raleigh for five years. The NVR shall be purpose built for surveillance, video optimized storage, and management. The NVR shall have a dedicated SSD drive for the operating system and software and an additional spinning drive(s) for video recording. The failure of a recording drive shall not affect the operating system drive. The NVR shall have an integrated DVD-RW drive and digital video output to connect to a KVM. Each NVR shall synchronize to the City’s Active Directory system for user management. The Contractor shall connect this unit directly to the Owner supplied secure network and coordinate with the City’s IT department for connection and IP information. The contractor shall coordinate with the Owner for the connection of the Milestone equipment. This unit shall be installed, configured, programmed, and attached to the network by the Contractor. The NVR shall be rack mounted unless noted otherwise. The contractor shall provide with a 4-post to 2-post converter when installed on a 2-post rack. The Contractor shall provide a monitor, keyboard, and mouse with each NVR. Provide a KVM when the NVR is rack mounted.

For the Video Recording Server Solution Design Proposal, the contractor shall provide a solution design proposal for the video recording server using the Milestone XProtect Solution Designer.

The Solution Design Proposal shall be reviewed and approved by the IFS Milestone Specialist and the City of Raleigh IT Department. These individuals will determine whether network storage will be utilized for the Milestone VMS project. The contractor shall submit the Milestone XProtect Solution Design Proposal for the video recording server as early as possible to allow City IT sufficient time to process the lease paperwork and place the lease order for the NVR.

Failure to submit the proposal in a timely manner may result in project delays due to procurement and processing timelines for the leased server.

Question #10: See below answer in red:

Is this project intended to use a Milestone recording server, a City data center server, or a City-provided leased server installed locally?

See above.

Question #11: See below answer in red:

Please confirm whether Milestone XProtect Professional+ device licensing is the correct requirement for this project, or if the cameras must integrate into the City’s existing Milestone XProtect Corporate environment?

Currently, all of Transit’s cameras are utilizing Milestone XProtect Professional+ device licensing. We will need for these new cameras to be integrated into that environment.

Question #12: See below answer in red:

Are the nine cameras intended to be Hanwha exterior multi-sensor/360-degree cameras, basis-of-design Hanwha PNM-9002VQ or current equivalent?
