About this file
This Addendum #1 is issued by the State of Indiana Department of Administration on behalf of the Department of Natural Resources regarding Solicitation #26-87613 for the procurement of one TE80XT Hydraulic Tail Trailer. The trailer is a 40-ton capacity, 80,000-lb GVWR unit designed for transporting heavy equipment and materials between DNR facilities. The unit features a 48-foot overall length, 102-inch width, 12-inch cross-member spacing, heavy-duty full-width hydraulic upper deck ramp with Apitong 1.5-inch decking, 20,000-lb Braden winch with wireless remote operation, LED lighting, air-ride suspension, dual 25,000-lb axles with 12.25-inch by 7.5-inch brakes, stake pocket and chain-slot tie-downs, angled strobe lights, traction plate, and black high-gloss paint finish. The written question deadline is May 11, 2026, with responses posted by May 15, 2026. Proposal submissions are due by May 20, 2026, at 3:00 PM Eastern Time, with award recommendation targeted for May 22, 2026. This is a one-time purchase order contract with no renewal options, and all pricing must remain open for a minimum of 180 days from the award date.
The State has established a targeted maximum price of $90,000 on a tax-exclusive, F.O.B. destination basis that is inclusive of all delivery fees. Addendum #1 updates the Cost Proposal Attachment D with this targeted rate requirement, and bidders whose proposed prices exceed this amount must provide written justification in the designated space on the cost proposal. Respondents must be registered with the Indiana Department of Administration Procurement Division and, if awarded, must be in good standing with the Indiana Secretary of State. All bids must include firm, all-inclusive pricing covering shipping, freight, delivery, and destination fees. The procurement establishes aspirational subcontracting goals of 8 percent for Minority Business Enterprises, 11 percent for Women Business Enterprises, and 3 percent for Indiana Veteran Owned Small Businesses, though failure to meet these goals will not impact proposal evaluation. Evaluation will proceed on a mandatory requirements basis followed by price comparison, with award to the lowest evaluated amount.
