About this file

This is Addendum No. 1 to SEPTA's (Southeastern Pennsylvania Transportation Authority) Sealed Bid Solicitation No. 26-00167-AHAC for a Salesforce Licensing Provider. The addendum addresses questions received regarding the solicitation and clarifies key contract terms. The contract is for Salesforce platform licenses including Platform Login, App Dev Credits, and Business Rules Engine Calls. Bids are due Friday, July 24, 2026, at 11:00 AM and must be submitted through SEPTA's Electronic Procurement System (EPS). The contract term is two years from Notice to Proceed, resolving conflicting information in the original solicitation that referenced both two and three-year durations. The addendum confirms that the eBid form's line items and quantities are final and complete, as Exhibit VIII (Specifications) is marked N/A.

The pricing structure requires vendors to provide estimated usage pricing for one year for each of the two contract years, with monthly billing in arrears for usage-based line items. An annual true-up mechanism will be implemented, whereby year-one overages can be billed against year-two invoices, and any year-two overages will be resolved through a change order. SEPTA does not anticipate overages for the license types included in this solicitation. Questions regarding this opportunity must be directed to Heather Casullo, Senior Contract Administrator, at (215) 580-7742 or hcasullo@septa.org. The contract is subject to federal funding involvement through a financial assistance agreement with the U.S. Department of Transportation and must comply with Title VI of the Civil Rights Act of 1964.

A1. Term is two years

Q2. Usage-Based Billing: Please confirm how usage-based line items (e.g., Platform Login and App Dev Credits, Business Rules Engine Calls) billed monthly in arrears are to be addressed in the eBid pricing, given the Instructions to Bidders' Complete Price requirement that no extras will be allowed post-award.
