Q.11. Are we to provide a per LF Unit of Measure to Add and/or Micro Piles?
Q.12. What is Doppelmyar’s Substantial Completion date?
A. Currently it is April 28, 2025
Q.13. Will Doppelmyar have the concrete Masts installed prior to the anticipated start date of the upper & lower platforms? The RFQ identifies 120 days for substantial completion & 150 calendar days to be complete with the installation of both the upper & lower platforms. Even with both platforms being constructed simultaneously, the construction duration is not practical, due to the submittal process, cure times required for concrete foundations and piers prior to installing the structural steel, manufacturing the structural steel, galvanizing the structural steel, and erecting the structural steel. These tasks alone will take 150 calendar days. Requesting 150 days be extended to 270 days to avoid adding $500 a day for Liquidated Damages.
A. Contractor shall develop a construction sequence that allows for construction within the allotted timeframe.
Q.14. What is the Bid Hold period, 30, 45, 60 days?
A. Please see Section 13: Pricing, under the General Terms and Conditions of Solicitation Documents.

Q.16. What is the timeline for “AOE” responses for Change Order Proposals? Typically, (7) seven days is allotted to address COP’s in order to minimize construction schedule busts.
A. Architect will normally provide answers to RFI in a seven-day period. In rare occasions if the answer requires additional information the seven days may extend to 14 days.
Q.17. What is the timeline for “AOE” to provide AIA Change Orders for processing through the State of WV & Auditors Office for encumbrance?
A. This varies depending on the complexity of the change order and workload of the various Agencies involved.
Q.18. On the WV Purchasing Division documents it states no change order work is to commence without a Change Order encumbered. Will additional calendar days be granted for the delay process due to waiting on encumbered Change Orders that may fall in the Sequence of Operations?
A. Change Orders should be anticipated and processed ahead of time to avoid needless delays.
Q.19. Is Hawks Nest State Park within City Limits & do B&O Taxes apply?
A. The upper station work is in Anstead and requires the payment of B&O taxes. The lower station is not.
Q.20. Shall the Builder’s Risk Insurance be for the Contract amount or for the Contract amount and the appraisal amount for the existing structures?
A. Contract amount.
Q.21. Will a temporary office trailer be required for Progress Meetings, or will a designated room be provided at the Facility?
A. Owner will provide a conference room for Architect/Owner/Contractor progress meetings.
Contractor to determine if he needs an onsite office trailer to meet their needs.
Q.22. Will the Contractor be permitted access for usages of power & water without reimbursement?
A. The contractor will be provided access to the power and water for the park for construction without reimbursement.
Q.23. There are several bridge crossings to reach the lower platform site. Confirm all existing bridges weight limits are adequate for transporting aggregates, concrete, steel onloaded tantum trucks.
A. The two upper bridges have been bi-passed by utilizing the trail as shown at the mandatory pre-bid meeting. The lower bridge is capable of meeting standard highway loads.
Q.24. Will WVDNR clear overhead hanging branches on the river access road prior to the lower platform work commencing?

A. On-site progress meeting will be held monthly with the additional virtual meeting held bi-weekly if necessary, during the progress of the project.
Q.26. Could Doppelmayr Drawing No. 90012064NA0005101 be provided as per Sheet U-S504?
A. Doppelmayr mast reinforcement drawing No. 90012064NAD005101 is no longer applicable for this project. Contractor shall coordinate with Doppelmayr for current tram design information: see Special Note 1A, Sheet S000.
Q.27. Would Doppelmayr provide the Platform Contractor with the coordinate sheets used for installing the concrete Masts?
A. Contractor shall coordinate with Doppelmayr for current tram design information: see Special Note 1A, Sheet S000.
Q.28. Would it be a conflict of interest for the Platform Contractor to hire as a Third-Party Consultant the Engineer/Surveying Company Alpha hired for the layout during design phase? This Surveyor would already have the information required to layout the platforms and would save some time.
A. The Surveyor for the layout was hired by Doppelmayr and this would not be considered a conflict.
Q.29. Note 2 States; Allow treated lumber sufficient time (6-8 months) before staining. (6) Six months is 180 days, (8) months is 240 days. RFQ States; Contract duration is 150 calendar days. The timeline doesn’t work, please advise.
A. We would anticipate that the contractor would purchase properly cured lumber and that this should not impact your timeline.
Q.30. Shall (4) four sides of the timber platform decking require Section 099300 Solid Color Staining or just the side exposed to the foot traffic?
A. All 4 sides.
Q.31. At the Upper Landing, will seismic monitoring be required at the existing structures near the project site, rock out cropping’s and rock high wall for safety concerns, liabilities and record keeping?

Q. 36. Referring to Sheet U-A101; Is the concrete identified in the screenshot below between Column Line E-F the exposed foundation for the Mast?
A. This is the foundation for the mast.
Q.37. Referring to the Lower Landing Tram; there appears to be several large sycamore trees with low branches that could be encroaching the canopy. Should these trees be trimmed and removed to avoid possible future damage to the new structure?
A. The contractor is responsible for trimming any trees that may affect construction.
Q.38. Referring to Column Line 1.0, E & C; 25 feet high and 14 feet wide clearances will be required for the equipment to maneuver. There will not be enough room to install the rock socketed drilled shafts if the bull wheel canopy is installed by Doppelmayer. Could the canopy on the bull wheel be installed after the rocket socketed drilled shafts are installed?
A. Column lines 1 at E and C do not appear to conflict with the bull wheel or the canopy.
Given your dimensions and the location of the bull wheel you have 14 feet from the edge of the building to the bull wheel projection. These are fixed dimensions, and you should plan accordingly. It is likely the bull wheel will be installed at the time you are drilling the shafts.
Q.39. Referring to the existing access road at the upper landing for a crane; a few trees will need to be removed, and the road widened in a few areas. It is my understanding permission would be required from the Town of Anstead. Could confirmation be provided within subsequent addendum for the removal of the trees and widening of the access road?
A. The contractor is responsible for accessing the site as deemed appropriate and is responsible for the methods and means of construction. The upper station road is on DNR property and requires no approval from the Town of Anstead.
Q.40. Confirm no existing and/or new site utilities and/or existing foundations from building previously demolished are within the new footprint of the new lower platform, steps and ramps.
A. The main platform, EVAC and the ramps to the south and west of the platform are totally outside of the old building and foundations and should not encounter any buried foundations. The water line as shown on the site plan will be under the station and shall be protected. Foundations for the Generator and a portion of the ramps may encounter old debris from the existing building (Column line 6.0 and 6.2 from K2 to G)
Q.41. Referring to Sheet L-C101; the plans indicate cutting a section of the hillside for the relocation of gravel road. There appears to be a yard hydrant within the cut. Shall this yard hydrant be removed and/or shall the underground piping and hydrant be relocated?
A. Access road is not cut into the hillside. Minimal grading will be required to add stone to the existing grade per the detail on the L-C101.
Q.42. Confirm generators are by Others.
A. Yes, Generator is by others.
Q.43. I just want to clarify that there is no micropile element in the lower terminal. One of the
GCs inquired about drawing L-S501 - Section 3 - Pier with regard to the "pile cap" section listed. Can you please confirm there are no micropiles in the lower terminal and these are in fact part of the footers.
A. No micro piles are included in this project. See addendum.
Q.44. Safety Netting – How do you propose to attach the safety netting to the structure?
A. Specifications for Fall Protections are included on Sheet S000 “Fall Protection Netting.”
Q.45. Safety Netting – What is the fall height that the netting needs to be designed for?
A. Netting is installed at elevation equal to work surface, so design fall height is zero.
Specifications for Fall Protections are included on Sheet S000 “Fall Protection Netting.”
Q.46. Wood Decking – Does the wood decking need to be a “true” 4x6 or will nominal dimensions be acceptable?
A. As stated in Section 061533 No. 4B – Dimensions are nominal dimensions.
Q.47. Geotechnical Report – Is there a geotechnical report available, and can you provide it?
A. Will be provided in the Addendum.
Q.48. On Page L-S503, detail 11 shows “2x12 Center Stringer” listed in two locations on the right side of the detail. It also shows 2x12 stringers on the left side of that same detail, but they are not drawn the same. Also, the right side would indicate wood stringers. Would that not be steel on the right side since it’s receiving metal grating?
A. The stairs are also wood. Sheets L-S105 and L-S503 were revised and reissued in the addendum set.
Q.49. On Page L-S503, detail 4 shows the double 2x12 stringers being through-bolted into the 6x6 wood post. On Page L-S105, detail 4 would appear to show the two (2) 2x12 stringers resting on part of the 6x6 posts, which would suggest that we would be notching the top of the 6x6 post to receive the 2x12 stringers, then through-bolting them to the remaining portion of the 6x6 post. Which is correct?
A. Splices shall not occur at post locations. Sheets L-S105 and L-S503 were revised and reissued in the addendum set.
Q.50. On Page L-S105, detail 1 shows the beginning of the ramp and labels it as a “Landing”. It also shows wood framing for that landing, just like the other landings on the ramp. However, on Page L- S501, detail 2 shows the “Section At End Of Ramp” and shows a footing, plus a slab in that same area.
Which is correct?
A. The landing at the bottom of the ramp is concrete. Sheet L-S105 and L-S501 were revised and reissued in the addendum set.
Q.51. On Page L-S105, detail 1 shows the stairs on the far left side with steel grating on the stairs. This would suggest that these are steel framed stairs. However, on Page L-S504, detail 4 shows a “Stair Connection Detail” and calls out 2x12 stringers and 4x6 wood decking. Detail 1 on Page L-A302 would also suggest wood framing and decking for that same set of stairs. Which is correct?
A. The stairs are also wood. Sheets L-S105 and L-S503 were revised and reissued in the addendum set.
Q.52. Can we get a detail for the railing for the wood stairs? Need to know what the material needs to be, how it’s connected to the wood framing, etc.
A. It is the same as detail on 1/UA501
Q.53. The upper platform appears to be within the Town of Anstead Limits where the 2% Business & Occupancy Taxes would be applicable. The lower platform appears to be outside of the Town of Anstead Limits where the 2% Business & Occupancy Taxes would not be appliable.
Possible savings is estimated to be $60-80K for not including B&O by General Contractor’s & Subcontractor’s on the lower landing. To save the State of West Virginia revenue, should the upper & lower landing costs be separated on the bid form?
A. We will request the platforms of the upper and lower sections to be separated in the schedule of values for invoicing purposes. The B & O Taxes can be identified in this schedule of values for the successful contractor.
Q.54. Confirm the loading dock at the upper platform may be utilized for concrete pumping and crane activities through coordination efforts with on-site Owner’s representative.
A. Yes, subject to the coordination with the DNR.
Q.55. Sheet S000, Special Note 5. Where underpinning and/or shoring is required, the method and sequence shall be submitted to the Engineer for review prior to starting field operations.
A. Yes
Q.56. Where on the upper and/or lower platforms is it anticipated underpinning and/or shoring may be required?
A. Contractor shall determine if and where shoring is required to facilitate the construction.
Q.57. Will engineered drawings be required for underpinning and/or shoring?
A. If underpinning and shoring are required, drawings will be required.
Q.58. Referring to Sheets; U-S101, U-S501, Details 4/U-S501 & 5/U-S501. Due to the proposed grade elevations underneath the platform, confirm footings & cheek walls are not required for the concrete steps.
A. Cheek walls are neither required nor desired.
Q.59. Referring to Sheets; U-S101, U-S501, Details 4/U-S501, 5/U-S501, U-A101, U-A201, U- A202 & U-A501. Where can I find the mounting details for the railings at the concrete steps between the existing building and proposed platform?
A. See addenda drawings U-A101 and U-A101 Drawing for Detail.
Q.60. Referring to Sheet U-S101; could an existing elevation be provided for the top of manhole cover?
A. Existing manhole is to remain in place and protected during construction.
Q.61. Referring to Sheet U-S502; for clarity and bidding purposes, could the existing contours and proposed finish contour lines of the rip rap be drawn on the column schedule?
A. Contours at both stations are shown on U-C101 and L-C101. Finish grade and existing grade are the same.
Q.62. Confirm the existing pedestrian tail leading to the lower platform is being widened by Dopplemayer for their crane access and this widened access road will be available to the Platform Contractor’s gravel, concrete, steel deliveries and heavy equipment access.
A. Both Doppelmayr and this contractor are responsible for maintaining and/or upgrading the trail as per their respective needs.
Q.63. Can we have the column schedule for the lower station, L-S502 was missing from the drawings?
A. This is included in Addendum.
Q.64. There are notes in the specifications about moment connections and designing them.
However, there are no symbols on the drawings calling out moment connections. There is a detail (2/L-S501) that is a splice connection, but that has full pen welds.
A. Contractor is directed to canopy framing sheets U-S104 and L-S104. Design moments for HSS-HSS CJP welds are shown on plan and per notes.
Q.65. On the foundation caisson’s, what are the required loads for the following: Lateral DL , Tension DL, Compression D
A. Maximum factored (LRFD) reactions at top of caisson are as follows: Compression = 50 kip, Tension = 5 kip, Lateral = 8 kip.
Q.66. I just noticed that drawing L-S502 is missing from the plan set for Hawks Nest
A. This is included in Addendum.
Clarifications:
1. Upper station (B-3, B-5).
Drilled shaft caissons with an end bearing value of 20 ksf would be appropriate. The borings do not provide enough information to establish top of rock, and that will have to be determined in the field by a geotechnical engineer.
2. Lower station (B-1, B-2).
Spread footings would be appropriate in the wet sand or (preferably) the clay layer using a bearing value of 3000 psf.
