About this file
This is Addendum #002 to Invitation to Bid (ITB) ITB-26-034 issued by the Florida Department of Corrections (FDC) for Non-Regulated Trash Collection Services in Regions 1 and 2. The solicitation seeks qualified vendors to provide containerized trash collection services across 24 correctional institutions and facilities, including rental and pickup of compactors, open-top containers, and front-load containers ranging from 2 to 40 cubic yards, with service frequencies varying from weekly to three times per week and biosolids removal services at two locations. Addendum #002, dated April 16, 2026, revises the pricing sheet (Attachment I) that vendors must use for bid submission and adds a Non-Disclosure Agreement (Attachment X) for restricted information. The original bid submission deadline was April 14, 2026, at 3:00 p.m. Eastern Time, with public bid opening at the FDC office in Tallahassee, Florida. The resulting contract will be awarded for an initial five-year term with an option to renew for up to five additional years at the same prices and conditions. The addendum includes responses to 13 written questions submitted by potential bidders, clarifying facility-specific requirements, compactor specifications, and contract terms.
Bidders must submit firm, all-inclusive pricing per pickup for each containerized service at each facility, with unit costs applied to estimated monthly quantities to calculate extended monthly costs. Vendors are required to bid on all items within each location for their bid to be considered responsive but may selectively bid on multiple locations; awards may be made to multiple vendors across different facilities. No price adjustments are permitted during the contract term, and renewal pricing shall remain the same throughout the contract period. The current services are provided under existing contracts ATC-20-010 and ATC-20-011 with incumbent contractors. Interested bidders must execute the Non-Disclosure Agreement to obtain copies of last month's invoices from each correctional institution for bid development. The FDC processes invoices through Ariba on Demand (AOD) and uses the purchasing card (PCard) system for payment, with invoicing required in arrears per Florida Statutes. Performance requirements include timely service completion and quarterly reporting, with financial penalties of $100 per day for service delays and $100 per day for late reports. Vendors must meet mandatory qualifications including a minimum of three years relevant business experience, MyFloridaMarketPlace registration, E-Verify compliance, drug-free workplace certification, security clearance eligibility, and various state compliance attestations.
