About this file

This is Addendum 4 to a Request for Expressions of Interest (RFEI) issued by the City of Indianapolis Department of Metropolitan Development regarding the adaptive reuse and activation of the Former Indiana Women's Prison, a 15.7-acre historic correctional facility. The addendum addresses clarifications on utility infrastructure, historic preservation eligibility, building plans, property sale authority, and the original wrought iron fence. The RFEI invites developers to propose mixed-use development scenarios incorporating residential, commercial, cultural, food service, office, educational, and community-oriented uses on all or a portion of the property. Mandatory site tours were scheduled for July 24 and August 7, 2026, at 1:00 PM EST, with written questions due August 31, 2026, at noon EST and submissions due September 30, 2026, at noon EST. The City confirmed that no pricing information is requested and that this is an information-gathering effort only, not a binding contract or property sale.

Key responses clarified in this addendum include confirmation that the City does not have existing infrastructure data but assumes new utility infrastructure will be needed since the State ceased operations in 2017; demolition of any buildings would eliminate the property's National Register of Historic Places eligibility and Historic Tax Credits; building plans are available in Exhibit G; multiple development scenarios may be proposed within a single response; and approximately 50 panels of the original wrought iron fence remain in storage. All buildings must comply with the Secretary of the Interior's Standards for Historic Preservation, and any structural changes require approval from the Indiana Department of Natural Resources Division of Historic Preservation and Archaeology. The property is subject to an Environmental Restrictive Covenant prohibiting groundwater use except for environmental investigations and requiring indoor air sampling prior to occupancy due to confirmed soil and groundwater contamination.

RFEI-13DMD-2026-1 / Addendum 4 Request for Expressions of Interest for the Former Indiana Women’s Prison

ADDENDUM NUMBER: 04

TO: All Interested Vendors

FROM: Eddie Shei, Senior Project Manager, DMD Urban Design Division

DATE: September 16, 2026

RE: RFEI-13DMD-2026-1 – Former Indiana Women’s Prison

The following are the City’s responses to questions submitted by the development community in reference to the above-listed Request for Expression of Interest.

Developers shall note that only these written statements will be binding on the City. These written statements represent the City’s official position and supersede any previous oral statements made during any Conference or at any time by City staff.

Q 1. Will new utility infrastructure need to be installed, or does DMD have information about the state of the existing infrastructure? If any infrastructure should need to be replaced, does DMD have any information from AES and/or CEG regarding costs to bring utilities to the property?

A 1. DMD does not have any data on the existing infrastructure, but it is assumed that new utility infrastructure will be needed as the State ceased operations and utility functionality on the property in 2017.

Q 2. Will the property still be eligible to be on the National Register of Historic Places if any buildings are demolished?

A 2. Should the Indiana State Department of Natural Resources Division of Historic Preservation and Archaeology approve any demolition, the removal of any of the buildings would remove the property’s eligibility to be part of the National Register of Historic Places. With this, the use of Historic Tax Credits would no longer be possible.

Q 3. Does DMD have any building plans?

A 4. Yes. Please see Exhibit G in the Google Drive folder linked on the final page of the RFEI document to download what building plans were shared with the City.

Q 5. Can a respondent propose multiple development scenarios as part of a single response?

A 5. Developers are welcome to propose multiple scenarios (for any portion or all of the site). Developers would need to be able to finance any project proposed.

Q 6. Will the City be selling any property as a result of responses to the RFEI?

A 6. No. The City is not able to sell property through an RFEI. This is an information gathering effort being undertaken to understand how to pair the wants of the community with market viability and what the property can reasonably bear.

Q 7. How much of the original wrought iron fence is in storage?

A 7. There are approximately (50) seven to eight feet wide panels of the original fence.
