About this file
This is Addendum 03 to a Request for Expressions of Interest (RFEI-13DMD-2026-1) issued by the City of Indianapolis Department of Metropolitan Development for the adaptive reuse and activation of the Former Indiana Women's Prison located at 401 N Randolph Street on the Near Eastside. The addendum extends the response deadline to Friday, October 16, 2026, at 12:00 noon EDT and announces a third mandatory site tour scheduled for Friday, September 4, 2026, at 9:30 AM EDT. Prospective vendors must submit searchable PDF documents not exceeding 40 pages that include experience qualifications, key personnel biographies, project references, detailed project approach, financial analysis, and community engagement plans. All questions must be submitted to Eddie Shei, Senior Project Manager, by 12:00 noon EDT on Monday, September 14, 2026, via email at eddie.shei@indy.gov. Site tour attendees are required to wear sturdy closed-toe shoes, long pants, and clothing appropriate for touring vacant buildings. Vendors must acknowledge receipt of the addendum by signing and submitting it with their response, as failure to do so may result in the response being deemed non-responsive.
The RFEI seeks expressions of interest for mixed-use development incorporating residential, commercial, cultural, food service, office, educational, and community-oriented uses on the 15.7-acre historic correctional facility. All building modifications must comply with the Secretary of the Interior's Standards for Historic Preservation due to recorded deed covenants, and the Indiana Department of Natural Resources Division of Historic Preservation and Archaeology must approve any structural changes. The property is subject to environmental restrictions established by the Indiana Department of Environmental Management, including a prohibition on groundwater use except for environmental investigations and a requirement for indoor air sampling prior to occupancy due to confirmed soil and groundwater contamination from historical laundry and dry-cleaning operations. The property is currently zoned SU-8 and will be rezoned to accommodate the proposed adaptive reuse. No pricing information is requested in this information-gathering RFEI, and the City reserves the right to selectively advance respondents to subsequent phases or use responses solely for planning purposes.
