Performance Work Statement

***All products are Brand Name or “EQUAL”***

Work to be Performed

The Department of Interior, Bureau of Indian Affairs (BIA), Southern California Agency is in Riverside, California, at 1415 Research Park Lane, Suite 100, Riverside, CA 92507. The facility is approximately 10,000 sq., ft., (see attached floor plan). The Agency has been in this location for more than 20 years and is/has been the target of numerous acts of vandalism and theft. As a result of these incident’s, it is evident that security equipment is antiquated and needs to be updated to effectively deter future incidents and provide for the safety of all employees, and equipment.

Scope

To bring the outmoded security system into a functional deterrent for vandalism and theft it will require a complete overhaul of the existing equipment/system. In addition, the system is also monitored by the Department of Homeland Security/Federal Police and will require compliance with all federal regulatory authority. The system is independent of the BIA network and is a standalone system. It will require physical climbing, lifting, and inclement weather (heat index).

Delivrables

The following services/products are required: video analytic appliance to any DW Spectrum IPVMS system for connected stream; a hosting Video analytics software deep learning color filter; server-side analytics to non-analytic cameras; 64 secondary streams; 12th Gen Intel ® Core ™ i7 processor; 1x mini display port for system configuration; 1x 1Gb Ethernet ports;

Windows 10 loT LTSC on separate SSD; One (1) 4-channel DW Ai Server licenses included (DW-DWAiSLSC004); NDAA/TAA compliant; minimum 5 year warranty; license plate AI Camera 5MP sensor at rea-time 30fps; Star-Light Plus™ color in near-total darkness technology;

AI Deep Learning detection up to 40 separate detection zones; True Wide Dynamic Range (WDR) for clear images; simultaneous streaming and multiple codec options for smart bandwidth management; Cold-Start; 130’ Smart IR™; Smart DNR™ 3D digital noise reduction and ghosting reduction; AI Licenses; Replacement/upgrading of existing analog cameras; all new CAT6 cabling; 5MP ½.8 image sensor at real-time 30fps; Star-Light Plus™ 2.7 13.5mm vari-focal p-iris lens with zoom and auto-focus; Triple Wide Dynamic (WDR); Triple Codes (H.265. H.264, MJPEG) with streaming; 100’ Smart IR™; vandal turret camera; Smart CNR™ 3D digital noise reduction; Mechanical IR cut filter; Programmable privacy zones; Auto gain control (AGC); Backlight compensation (BLC); Auto white balance (AWB); Motion detection;

Web-server built-in; PoE class 3 and DC12V; UL listed. Upgraded alarm system; Burglar Alarm System; Integrate able alarm access control cameras on platform; Alarm Panel wiring; Wireless Receiver for alarm panel; replace Existing Door Sensors, Glass break Sensors and Motion Detectors; Wireless Receiver for Alarm System Panel with 3 Wireless panics mounted inside building; Access door hardware equipment replaced, card system for employees; Airphone intercom system installed at 2 locations to access reception, office area.

Government Furnished Equipment:

There will be no government furnished equipment included under this contract.

Contracting Officer:

The Contracting Officer (CO) has the overall responsibility for the administration of this contract. The CO alone, without delegation, is authorized to take actions on behalf of the Government to amend, modify, or deviate from the contract terms, conditions, requirements, specifications, details and/or delivery schedules; make final decisions on disputed deductions from contract payments for nonperformance, or unsatisfactory performance; terminate the contract for convenience or default; and issue final decisions regarding contract questions or matters under dispute.

Government Technical Point of Contact:

The CO shall designate a BIA Point of Contact at the time of contract award. The BIA POC shall be responsible for ensuring the performance of work under this contract. In no event, however, will any understanding, agreement, modification, change order, or other matter deviating from the terms of this contract be effective or binding upon the Government unless formalized by proper contractual documents executed by the CO prior to completion of the contract. The CO shall be informed as soon as possible of any actions or inactions by the Contractor or the Government which will change the required delivery or completion. Whenever, in the opinion of the Contractor, the BIA POC requests effort outside the scope of the contract, the contractor shall so advise the BIA POC. If the BIA POC persists and there still exists a disagreement as to proper contractual coverage, the CO shall be notified immediately, preferable in writing if time permits. Proceeding with work without proper contractual coverage may result in non-payment or necessitate submittal of a contract claim.

Contractor Personnel Requirements:

While providing services under this contract, the Contractor is responsible for conducting work in a manner that poses no health and safety risk to the Contractor, the Contractor’s employees, government employees, tribal employees or the general public.
