I. SCOPE: The contractor shall furnish all labor, materials, tools, equipment, and supervision necessary for the replacement of HVAC equipment located at the Chalmette Battlefield Visitor Center of the Jean Lafitte National Historical Park & Preserve. This project will be constructed under a single prime contract. HVAC equipment will be replaced per requirements and specifications listed below. The project is located at 8606 W St. Bernard Hwy, Chalmette, LA 70043.

Offerors are encouraged to propose process improvements and industry best practices in their proposals.

BACKGROUND: Just downriver from New Orleans in Chalmette is the site of the January 8, 1815, Battle of New Orleans: Chalmette Battlefield. Many people believe that this last great battle of the War of 1812 between the United States and Britain was unnecessary, since the treaty ending the war was signed in late 1814. The resounding American victory at the Battle of New Orleans soon became a symbol of a new idea: American democracy triumphing over the old European ideas of aristocracy and entitlement. General Andrew Jackson's hastily assembled army won the day against a battle-hardened and larger British force. Americans took pride in the victory, and for decades celebrated January 8 as a national holiday, just like the Fourth of July.

II. PROJECT REQUIREMENTS:

• Technical Proposal with project schedule to describe the plan to complete the project.

Contractors are encouraged to provide detailed and specific information on their technical proposal for the project. This document shall address the contractor’s plan to complete each and all of the six (6) bulleted tasks identified below. This document allows the review of the contractor’s plan to ensure the contractor possesses a thorough understanding of what is required to complete the work. The Technical Proposal shall address what person/group/subcontractor is doing what, and in what order with expected time durations. At a minimum, proposed persons/contractors shall be listed that will perform the following tasks:

o Listing of all personnel, experience, and subcontractors o Proposed construction schedule and timing of activities.

o Construction Safety o Field measurement / verification process(es) o Proposed HVAC equipment to be provided o HVAC demolition, new installation, and testing

A Technical Proposal is required as part of the proposal package and shall also be the basis for a Technical Approach. The Technical Approach shall be submitted and approved by the CO and COR prior to starting any work.

• After project award, the contractor shall complete a site visit where physical measurements of the HVAC equipment, all related components and associated utilities shall be completed for field verification. A report shall include a detail of all information and measurements taken and with, if applicable, notations where field data differs from SOW. This is required as a post award submittal report. The existing HVAC equipment to be replaced is noted below in this Statement of Work. No work shall be completed prior to the summary report submittal is approved. Refer to Part III. Existing Mechanical Equipment

• All permitting requirements and associated costs are the responsibility of the contractor.

All requirements to follow and complete the permit through construction and permit closeout is the responsibility of the contractor.
