About this file
This is Exhibit 7 of the Terminal 5 Concessions Request for Proposals issued by Los Angeles World Airports (LAWA), detailing tenant design and construction requirements for the Terminal 5 Concessions at Los Angeles International Airport. The scope encompasses the development and design of food and beverage units, retail spaces, and concession areas across five themed districts: Griffith Park/Observatory (Mezzanine Level, post-security), Broadway (Concourse Level, post-security), Grand Central Market (Concourse Level, post-security), Arts District (Concourse Level, post-security), and Mid-Century (Arrivals Level, pre-security). Each district features specific design themes reflecting downtown Los Angeles character and architecture. LAWA is managing significant base building and unit-specific scope historically performed by tenants, including utility rough-in coordination for mechanical, electrical, low-voltage, and plumbing systems. A Tenant Design Manual will be issued as an addendum in August 2026, specifying approved finishes and materials, though proposers may submit alternate finishes for case-by-case review. All concession units are scheduled for turnover from the Design-Build Team to LAWA on November 30, 2027, with select units (CS9/H302B, CS16/H308) turning over on January 3, 2028, and phased turnover for units CS7/H301 and CS8/H302A.
Key design and construction schedule milestones require tenants to formally engage architecture and engineering resources by January 1, 2027 (17 months prior to Temporary Certificate of Occupancy), submit definitive utility rough-in locations by March 31, 2027 (14 months prior), complete drawing submissions to Los Angeles Department of Building and Safety by August 1, 2027 (10 months prior), and mobilize construction by December 1, 2027 with completion by March 31, 2028 (2 months prior to opening). Tenants are responsible for expedited plan check fees with LADBS, LAFD, and LA County Health Department; LAWA covers costs for Base Building Architect of Record/Engineer of Record reviews. LAWA mandates use of two specific sub-contractors: Building Electronic Controls, Inc. for fire alarm systems and Cosco Fire Protection for fire protection systems. As an incentive to meet the Opening Date (June/July 2028), tenants can receive up to six months of deferred base rent if units open by the designated opening date, with rent deferment reduced by one month for each week of delay. The current base building Design-Build Team program schedule indicates a May 2028 Temporary Certificate of Occupancy date, subject to change as construction progresses.

EXHIBIT 7
TERMINAL 5 TENANT DESIGN & CONSTRUCTION
DESIGN
Proposers are encouraged to review the ‘Solicitation Exhibit’ (Exhibit 3) and ‘The Big Idea’ (Exhibit 5) to better understand design concept(s), the terminal theme “A Day in the Life”:
Downtown Los Angeles, and LAWA’s current design implementation. The design of each proposed unit concept/brand should consider the base building context, including the scope of work within the unit(s) being performed by LAWA. Each Proposer’s unit concept/brand should further enhance the terminal theme and overall building design.
Concepts/brands should express design elements that reflect downtown Los Angeles while representing the concept/brand. The forthcoming Tenant Design Manual (TDM) (to be issued as an Addendum, anticipated in August 2026) will specify certain finishes and materials within each unit. While proposers are welcome to propose alternate finishes/materials that fit their proposed concepts/brands, which LAWA will review and consider on a case-by-case basis, the finishes and materials specified within the TDM are considered “approved” and may ultimately be what the Proposer must adhere to.
Furthermore, a future Addendum will be issued containing Base Building Construction Documents clearly articulating the extent of base building scope that LAWA is performing on behalf of the tenant(s).
CONCESSION DISTRICTS/ZONES
• GRIFFITH PARK/OBSERVATORY (Mezzanine Level, Post-Security) o The Departing passenger’s first introduction to the Terminal 5 Concessions program occurs at the Mezzanine Level, immediately following the security screening checkpoint and surrounding the state-of-the art Observatory taking inspiration from Griffith Observatory. This overhead focal point, combined with the monumental component extending vertically from the floor below, creates an impactful and captivating passenger experience.
Along the curving Mezzanine Level circulation path there is an immersive, walk-through retail experience followed by a, flexible, hybrid marketplace focusing on local food and beverages (including coffee) and a full-service bar.
These units present a strong opportunity for respondents to further emphasize and enhance the Griffith Park Observatory language through lush, rich warm materials and a strong, wide-ranging offering.
• BROADWAY (Concourse Level, Post-Security) o As passengers descend from the Mezzanine Level to the Concourse Level, they enter a bright, open and airy transition point where they are presented with a decision point for onward travel. Passengers who depart from the northern gates are inclined to turn left and head towards the Broadway district. The Broadway district largely sits in a double-height space, below the observatory, with vast amounts of glazing, and along the main circulation path. These units are intended to evoke the historic, vintage character of downtown Los Angeles’ Broadway Street, through the iconic marquees and vertical signage elements that characterize many of the revitalized facades downtown. There are multiple Food & Beverage units and a Travel Essentials unit in this district, along with a large common concession seating area underneath the observatory.
• GRAND CENTRAL MARKET (Concourse Level, Post-Security) o The other option, for descending, departing passengers, is to turn right towards the southern gates. Passengers must walk through an immersive, energetic concession node that takes on the characteristics of downtown’s historic facades and eclectic energy of the Grand Central Market. The majority of the concessions footprint and opportunities are consolidated within this node, and there are several types of Food & Beverage units, along with a Travel Essentials unit, and common concession seating areas.
• ARTS DISTRICT (Concourse Level, Post-Security) o The final stop for majority of departing passengers is the Arts District. This commercial zone is a small, hip, industrial, impactful, sought after location is surrounded by gate activity on all sides, and has the opportunity to complement the upscale gate lounges while introducing pops of creativity and extending vertically into the high-ceiling space.
• MID-CENTURY (Arrivals Level, Pre-Security) o The only pre-security unit lives slightly tucked under a low ceiling, but largely under a four-story volume. The eclectic, downtown post-security environment is contrasted with a glamorous, pre-security environment that introduces passengers to Los Angeles’ rich mid-century history.SCOPE
DELINEATION
In an effort to reduce tenant construction costs, further implement the terminal theme, and accelerate fit-out schedules, LAWA is taking on certain base building and unit-specific scope that has historically been the responsibility of the tenant. Each unit has unique, nuanced conditions, and Proposers are strongly advised to fully review the Solicitation
Exhibit (Exhibit 3) and understand the respective scope of work delineation and tenant responsibilities, by unit.
Furthermore, the base building Design-Build Team is responsible for establishing utility rough-in (Mechanical, Electrical/Low Voltage, and Plumbing) scope on the tenant’s behalf, subject to each tenant providing unit-specific information in a timely manner. This additional coordination will reduce and/or eliminate the need for the tenant(s) to re-work utility infrastructure below the deck or above ceilings to support their individual unit/concept design. The specific mechanics for establishing, documenting, and processing this base building utility infrastructure and rough-in coordination is still being vetted by LAWA, the Design-Build Team, and the Authorities Having Jurisdiction (AHJs).
Finally, LAWA and the base building Design-Build Team are requiring the tenant(s) to utilize the same sub-contractor/trade partners for two building systems:

PERMITTING
Tenants are expected to pay for expedited plan check review for each of their respective tenant improvements, including LADBS, LAFD and LA County Health Department (where applicable). In the event that LADBS, LAFD or LACHD require the Base Building AOR/EOR to review the tenant’s submitted drawings, LAWA will cover the cost associated with that activity (through the base building contract) to expedite submittal turn-around times.
Additionally, the Design-Build team will provide timely review of submittals to support the tenant’s plan check duration.
UNIT TURNOVER
The Design-Build Team anticipates turning over all1 Concession Units to LAWA on November 30, 20272. It is understood that at the time of unit turnover, Terminal 5 will be an active, base building construction site, and the Terminal 5 design-build team will be actively working throughout the building. Barricades are NOT currently anticipated, though tenant(s) may be able to install barricades to delineate limits of work at their cost, if desired. NOTE: The implementation of any tenant installed barricades will require coordination with LAWA, the Design-Build team, and AHJs. An updated project schedule will be provided during the time of Award & Negotiations to inform Proposer of real-time base building construction progress.
KEY DESIGN & CONSTRUCTION SCHEDULE MILESTONES
To complete the Concessionaire’s Terminal 5 tenant improvements in parallel with the base building, there are several key schedule milestone activities required to achieve LAWA’s Day 1 Operational Milestone (the “Opening Date”) for all Terminal 5 concessions units.
