About this file

This document contains questions and answers regarding solicitation number 86615723Q00007 for housing shredding and disposition services. The Department of Housing and Urban Development is seeking fixed price proposals for regular shredding of standard copy paper boxes containing confidential documents. Proposals are due by Tuesday, August 8, 2023 at 2:00 PM EST. The service requires biweekly pickup of approximately 50 boxes per pallet from HUD headquarters in Washington D.C. and destruction of materials within 50 miles. Pricing should be provided per box of documents shredded as the contract is for a fixed total price rather than time and materials. Clarification was provided that labor costs for collection, transportation and destruction should be included in the fixed per box price.

Q1 Can we do the shredding on-site?

A1 No.

Q2 Is the service call for biweekly or on call service?

A2 Yes.

Q3 Do you have the dimensions/size of the boxes that will need to be shredded?

A3 Yes. Standard Xerox Copy Paper Boxes. Approximate 50 boxes per pallet.

Q4 Do you have the approximate weight of one box?

A4 No.

Q5 Is it possible to only bid on the paper shredding services? Not the media destruction.

A5 No. Mandated timeline cannot be extended for separate service.

Q6 Who is the current service provider? What is the current service providers pricing?

A6 Information not available.

Q7 Can you clarify the bid pricing sheet? Are we to submit the cost per box shredded? AND the cost for our labor? Labor including the person collecting the boxes, the driver, and the shredder?

A7 You are to submit your pricing per box listed in the pricing sheet. 8.3, Electronic Submission of Quotes and 8.4.2, Volume II – Price Quote (General Instructions Pricing).

Q8 Can there be a small extension to the deadline?

A8 Yes , the quote due date is extended from Friday, August 4, 2023, at 2 PM EST to Tuesday, August 8, 2023, at 2 PM EST.

Q9 Place of Performance http://www.hud.gov/program_offices/cpo

The contractor’s facility must be geographically located within 50 miles from the HUD- HQ building located at 451 7th Street, SW Washington, DC.

Question. Why is the above a requirement? Our facility can handle the SOW; however our destruction facility is farther than what is stated. IT calls for COD after 5 days of pickup. Please advise

A9 In the event that we would like to do a site visit we will not be able to travel outside of the 50 mile radius from HUD-HQ.

Q10 We are proposing this as a firm fixed price proposal, but the price sheet includes a labor tab that is conducive when a requirement is being priced as a time and materials contract. Could you provide insight on this issue and clarify if that section is required.

Our price includes an all inclusive fixed price.

A10 This is a fixed price purchase order Labor hours are included in the fixed price per box.

Q11 How would the Offeror confirm receiving any Amendments other than an email.

A11 Offerors must sign the SF-30 to confirm receiving any Amendments when submitting quotes to be considered for award.

Q12 Will further questions be accepted in case further clarification is needed?

A12 Additional questions will not be accepted after 8/7/2023 and the submission date is being changed from Friday, August 4, 2023, at 2 p.m. EST to Tuesday, August 8, 2023, at 2 p.m. EST.
