Evaluate contractor performance for each evaluation criteria and provide ratings and/or comments as appropriate. Utilize the following guidelines:

After completion of individual categories, circle the summary rating evaluation provided at the end of this form for the composite MRR evaluation of the MRR PACKAGE, MEETING, and
MEMORANDUM.
Evaluation Criteria Comments Presentations (with documentation) are made by each support discipline represented on the payload as follows:
Mission Manager (introduction, overview, and general information)
Principal Investigator Mechanical Performance Power Telemetry Guidance, Navigation and Control Systems (Including ACS, Boost Guidance, Uplink Command, etc.)
Vehicle Systems Safety For each support discipline represented on the payload:
Any changes from DR in design, test plan, approach, or procedures are presented and documented (including specifically those related to software)
Integration and testing activities and results are fully described: verifies that each system (telemetry, electrical, mechanical, environmental, range safety) has been checked to ensure a successful mission.
All problem and discrepancies encountered in integration and testing and final analyses are presented, documented in the MRR Package, and fully mitigated (including specifically those related to software)

Details of any discipline relevant first flight items and any exceptions, deviations, waivers, testing anomalies, etc. that could affect mission success
Flight sequence of events is reviewed and included in MRR Package
MRR Package contains complete payload team assignment list
DR Action Items are closed and documented in MRR Package
MRR Package contains complete description of minimum and comprehensive success criteria (any change from DR noted)
Success criteria are approved (in writing) by the experimenter
DR Requirements Compliance Matrix is updated and any changes noted & explained concurred by SRPO
A comprehensive list of NCRs with dispositions is included and reviewed
MRR Package contains updated schedule from DR which contains completed activities and field operations and post launch activities
Schedule is realistic & adequate to meet mission requirements
GSE and range support assets and services are identified and scheduled in field operations schedule (available)
The Final Flight Worthiness Assessment is included as an attachment and any unusual or critical safety issues are discussed with proposed mitigation
MRR Package contains a final Mission Telemetry Requirements (MTR) addressing telemetry system parameters, ground support systems, and test requirements
MRR Package contains a final Flight Requirements Plan (FRP) which outlines range support requirements, flight performance aspects, data product requirements, and field schedules. Shall address fixed and mobile assets and personnel.
Resource conflicts (personnel, facilities, equipment, etc.) are identified and mitigated in MRR Package
Other potential problems are identified and mitigated in MRR Package
Launch Operation Countdown Procedure is included in MRR Package
MRR Package includes comprehensive Risk Matrix for the mission that also identifies risks associated with any new or modified software

Any innovative/creative ideas or partnering with PI or others, to reduce mission costs without degrading scientific return (NSROC initiated exceeding contract requirements)
Any innovative/creative analyses, designs, and/or actions that improve the likelihood of mission success and/or exceed contract requirements (NSROC initiated)
Any innovative/creative measures implemented on mission which will continue to reduce overall program costs on future missions (NSROC initiated exceeding contract requirements)
MRR Package contains a Hazard Assessment; the Hazard Assessment includes a list of any items that require a waiver and the approval status of the waiver.
The MRR Package shall contain a Ground Safety presentation (provided by NSROC for WSMR missions and by the WFF Safety Office for missions at other locations). The MRR Package shall contain a copy of the finalized/approved Ground Safety Data Package or Ground Safety Plan.
A comprehensive list of procedures (involving hazardous operations, safety-related issues, and assembly of the launch vehicle and payload) is included (including a “remove before flight” items listing) with new or revised procedures noted and status of NASA Safety approval noted
Payload team engineering staff (or alternate representatives as necessary) is present at
MRR
NSROC management representation is present to participate in programmatic decisions
Review Panel chaired by NSROC and constructed of NASA Safety and contractor personnel from each discipline represented
Review Panel discussion resulted in appropriate Action Items that increase the probability of mission success
MRR conducted on schedule presented at DR (or appropriate explanation for variance)
Any launch schedule delays are attributable to NSROC functional areas of responsibility
MRR Package contains all documentation and material presented at MRR

MRRM includes the MRR Package as an attachment, fully documents the MRR, identifies attendees, addresses significant topics of discussion, demonstrates that mission success criteria will be achieved, includes the updated mission schedule, and identifies Action Items resulting from MRR
MRR Memorandum (MRRM) received on time, within 5 working days of MRR
