About this file

This is a Statement of Work for upgrading the camera acquisition and control system at NASA Langley Research Center's Flight Dynamics Research Facility (FDRF) in Hampton, Virginia.

The contractor must disconnect and remove five existing Panasonic cameras (two compact, two PTZ, and one camcorder) and deliver them to the Government. Six categories of Government-Furnished Equipment (GFE)—including an equipment rack, Blackmagic VideoHub, four HyperDeck Recorders, MultiView 16, Christie displays, and two Panasonic recorder/players—must be retained, inspected, tested, and reintegrated into the upgraded system. The upgrade requires installation of two 4K60 12G-SDI compact cameras with 27x optical zoom on the existing C-strut mounting structure with RG6 12G-SDI cabling, existing CATx cabling for PoE power, new CATx control cabling with RS-232 adapters for joystick integration, and two 12G-SDI equalizers/extenders for signal transport exceeding 30 meters. Two UHD 4K60 PTZ cameras with 30x optical zoom must replace existing flow visualization cameras using the same cabling configuration. A 4K professional camcorder with 24x zoom and remote terminal switch for play/stop functionality replaces the existing camcorder using existing HDMI infrastructure. All cameras must be controllable from the operator's station approximately 50 feet away via a single PTZ joystick controller. The contractor must provide programming for camera routing, control configuration, preset management, PTZ functionality, basic user interface development, and system commissioning. Comprehensive testing must verify camera operation, video routing, recording system functionality, camera control, signal integrity, and GFE compatibility. Upon completion, the contractor must deliver the removed equipment, a fully operational 4K-capable system with integrated GFE, system testing documentation, onsite operator training covering camera operation, PTZ control, recording system overview, startup/shutdown procedures, and basic troubleshooting, and all manufacturer documentation. Performance is required at Building 2105, 20 Langley Boulevard, NASA Langley Research Center, Hampton, VA 23666, with a two-month completion timeline following contract award.
