About this file
This is a Questions and Answers document for a federal contract solicitation regarding leadership training services at NASA Goddard Space Flight Center.
The procurement involves delivering an Echelon Front Extreme Ownership Class workshop scheduled for September 22, with expected attendance of 40-50 participants and a maximum capacity of 70. The government will distribute approximately 150 training manuals to civil servants, with a small number of additional books for potential new hires. Books and manuals must be delivered one week in advance of the workshop, with a digital delivery option available. The training room will be provided by NASA with standard audiovisual equipment (projector, screen, audio) already in place, so the contractor need not supply these items. Online access to the Extreme Ownership Academy is not required per named attendee but should remain active for a minimum of one to three months following the course as a beneficial follow-up resource. Regarding award criteria, the government indicates a best-value approach based on evaluation factors including prior work experience with NASA, alignment with Agency and Center priorities, FPD leadership goals, and schedule and course composition. The contractor should not plan to provide audiovisual equipment or facility resources.

Text version
1. What is the expected/maximum number of attendees for the workshop, and for the online course seats and training manuals (the SOW specifies 150 books)?
We expect 40-50 but when talking with the prior vendor had confirmed up to 70 as the max. We will be providing books to all of our civil servants (~145 so requested a couple of extra books in case we onboard new team members).
2. Under Section 5, will award be made on a best-value or lowest-price-technically-acceptable basis? If best value, what are the evaluation factors?
Given we prefer the brand name and have already received preliminary quotes, I am unsure how you would like us to answer this question. We believe that the Echelon Front Extreme Ownership Class is the best value. We evaluated that option by comparing other market leadership training options. This was based on: prior work with NASA, alignment with Agency and Center priorities, FPD leadership goals, and schedule and course make up.
2. Is the Extreme Ownership Academy online access required per named attendee, and for how long must access remain active?
I do not believe it is required per named attendee and therefore does not have a period that it must remain active. That said, the trainers found it was a beneficial follow up resource. I would say a minimum active date of one to three months after the course.
3. Is there a required delivery date for the books and manuals ahead of the September 22 workshop, and a specific ship-to address/POC at Goddard?
One week in advance of the training if required. I believe they mentioned a digital option.
4. Will the training room include standard A/V (projector, screen, audio), or should the instructor plan to provide it?
Yes, our room already has those items available so the instructor will not need to provide.
