About this file
This document contains questions and responses related to a Request for Proposal from the National Aeronautics and Space Administration Goddard Space Center for services supporting the Goddard Institute for Space Studies. Enclosure 2 of the RFP, which provided historical labor rates for the incumbent contractor without corresponding labor categories or minimum qualifications, has been updated by the agency to include this additional context. While offerors had requested the establishment of standardized minimum labor categories for the contract, the agency declined and will not identify a set of required categories. The page limit for the Mission Suitability volume of proposals was requested to be increased from 45 to 55 pages but will remain at 45 pages in accordance with the RFP instructions.

Goddard Institute for Space Studies (GISS) Request for Proposal (80GSFC22R0003) Questions and Answers
1. Section L.16 (b)(1): The instructions indicate that offerors should review the incumbent labor rates provided in Enclosure 2 to better understand the salary levels of the incumbent workforce.
Without an understanding of what the relative education/experience and labor category descriptions are for these rates, how are offerors to use this information? Will the Government provide labor category descriptions to correspond to the provided historical labor rates? If not, how does the Government ensure fairness to all offerors since only the incumbent has an understanding of the education/experience/capabilities and how to deploy the incumbent staffing in their proposal?
Response: Enclosure 2 has been updated to reflect the historical labor categories and minimum qualifications.
2. Section L.16 (b)(1): Would the Government provide a set of minimum labor categories required for performance of this contract, inclusive of education and experience?’
Response: The Government has updated Enclosure 2 to reflect what has been previously utilized under the contract. The Government will not identify a set of minimum labor categories required under the contract.
3. To effectively address the Section L, M, and SOW requirements, d3i Systems would like to request that the page limit for the Mission Suitability Volume be increased from 45 to 55 pages.
Response: In accordance with Section L.12(b)(1), the page limit will not be increased and remains at 45 pages.
