About this file

This is a comprehensive specification document for the Indianapolis Public Schools' JMF Center for Educational Services Standby Generator and Main Switchboard Replacement project, prepared by the engineering firm R.E. Dimond and Associates, Inc. The project is located at 120 E. Walnut Street, Indianapolis, Indiana 46204, and involves the furnishing and installation of a 300 KVA standby emergency generator, an automatic transfer switch, a 2500A main switchboard with all associated wiring, electrical panels and feeders for computer power, electrical raceways and receptacles for 120 VAC power, data raceways and boxes for owner-installed cabling, and a computer room air conditioning unit. The project also requires all cutting, trenching, backfilling, patching, concrete pad installation, and fencing as indicated on the drawings, as well as demolition and removal of the existing generator and main switchboard. Bidders must have a minimum of five similar successful projects completed over a 10-year period. The work is scheduled to commence on or near June 1, 2027, with an intended completion date of July 30, 2027. Contractors are required to visit the building to acquaint themselves with work conditions and requirements prior to submitting bids. Biweekly coordination meetings are mandatory throughout construction.

The contract will be awarded to a single prime contractor responsible for all subcontractors and project coordination. Bidders must submit an itemized application for payment at least 21 days prior to Board approval, along with partial waivers of lien from subcontractors and material suppliers, affidavits of non-discrimination, and construction invoices. Progress payments will be made at 90 percent of approved contract value, with the total progress payments not to exceed 90 percent of the contract price; the final 10 percent is due 61 days after substantial completion. The successful bidder must furnish a 100 percent performance bond effective until one year after final acceptance of the work. A remediation allowance of $5,000 is included in the base bid for owner-directed remediation of unforeseen constraints. The contractor must secure all necessary licenses and permits, maintain asbestos liability insurance in the amount of $1,000,000 per occurrence and annually, and obtain a Contractor Photo ID badge for all team members working on IPS property. All shop drawings, product data, and samples must be submitted electronically in PDF format within 40 days of contract award before any materials or equipment are delivered to the job site. Steel products used must be manufactured in the United States in accordance with Indiana Code 5-16-8.
