About this file
This is an award memo issued by the Utah Division of Purchasing and General Services for contract JH27-103 Black Horse Ridge Mastication, conducted in coordination with the Utah Division of Wildlife Resources, the US Wildland Fire Service, and Green River District BLM. The project involves mechanical fuel reduction services on approximately 722 acres through the removal and shredding of standing live and dead pinyon and juniper trees, saplings, and brush using wheeled or tracked mechanical mulchers, shredders, or masticators. The contractor must provide labor, equipment, supervision, transportation, operating supplies, and incidentals. All work must be completed between October 18, 2026, and December 15, 2026. No mandatory site visit was required, though bidders were strongly urged to inspect the project site and understand all conditions affecting performance. This IFB was anticipated to result in a single contract award to the lowest cost responsive and responsible vendor. Participation in the solicitation was limited to prequalified contractors only.
The award memo announces the state's intent to award the contract to the selected vendor, with the specific awardee identified in accompanying award documentation available on the public purchasing website. The awarded vendor must not begin work, purchase materials, or enter into subcontracts until both parties execute a contract or purchase order. Receipt of the award notification does not constitute a contract; only an executed PO or signed contract creates binding obligations. The contractor must guarantee pricing through project completion. Vendors have seven days from issuance of the award notice to submit any protests in writing to the Procurement Officer, clearly identifying the solicitation and detailing the nature of the protest.
