About this file

This is a Scope of Work document issued by Marion County's Office of the County Engineer seeking contractors to provide continuing maintenance and repair services for the county's stormwater management facilities. The contract will be valid for an initial two-year period with options for three additional one-year renewals, totaling up to five years maximum. Services include clearing and grubbing, tree removal, erosion repair, cleaning, repair or replacement of drainage structures, grading of drainage swales, pipe end treatment replacement, sinkhole repair, fence repair and replacement, and stabilization work on pipes, swales, and drainage retention areas. Work will be performed through individual Task Orders that define scope, location, and schedule for each project, with contractors required to perform work promptly (usually within 14 days) after Notice to Proceed.

Task Orders under $50,000 do not require Board of County Commissioners approval, while those $50,000 or more must receive Board approval, and those exceeding $200,000 require Payment and Performance Bonding equal to 100% of job value. The contract operates through a competitive bidding process where pre-qualified contractors submit detailed itemized bids for each Task Order, with awards going to the lowest bidder. Contractors must perform a minimum of 51% of work with their own forces and provide a list of owned or leased equipment as part of their qualification package. The county will inspect completed work before authorizing payment, and contractors are responsible for all necessary safety precautions when excavating around subsurface voids and sinkholes.

MISCELLANEOUS MAINTENANCE FOR STORMWATER MANAGEMENT FACILITIES

INTENT AND GENERAL INFORMATION

Marion County’s Office of the County Engineer (COUNTY) is seeking CONTRACTORS to provide continuing services for certain types of repairs and maintenance work on Marion County’s stormwater management facilities. This contract will be valid for a period of two (2) years with the option of three

(3) additional renewal terms of one (1) year each, for a total not to exceed five (5) years.

The CONTRACTOR must have the capabilities at the time of submission of proposal to perform promptly (usually within 14 days unless otherwise notified) after the Notice to Proceed. The CONTRACTOR shall submit with his proposal a list and quantity of equipment, which shall be used in the performance of this CONTRACT. The equipment shall be in their possession, owned or leased; and shall be used as part of the evaluation.

TASK ORDERS

Work under this CONTRACT will be performed as a series of tasks. The Task Orders will define the scope, location, limits of the projects and schedule for each work request.

A Task Order will generally cover a single site or similar activities within close proximity and may include multiple work activities needed to complete a project. Separate Task Orders shall be issued for unrelated projects scattered over a large area.

Task Orders for a single project in the amount of $50,000 or more must be brought before the Board of County Commissioners for approval. Multiple jobs in close proximity, even if they total more than $50,000, do not require Board approval as long as no single project exceeds $50,000.

Task Orders that exceed $200,000 (per Florida Statute), or any Task Order at the department’s request, shall require Payment and Performance Bonding equal to 100% of the job value. Firms must provide bonding through an approved agency or a cashier’s check prior to contract execution in these cases.

In all cases, each Task Order will include a detailed pricing schedule reflecting the COUNTY’s total cost for the project.

The contract will operate as follows:

1) After CONTRACTORS are selected, the master contract specifying general terms of the contract will be executed by the Contractor and Marion County.

2) The COUNTY will define specific tasks to be performed under this contract, and will provide the following information to the Contractor through the bidding process:

a) Location and description of the project - including drawings, specifications and other details as required defining the project.

b) Required timeframe.

pg. 2 of 2

3) Contractors will submit a detailed bid sheet using itemized line items for all work and materials need to complete the project. The COUNTY will award the project to the pre-qualified Contractor with the lowest bid.

4) Upon agreement with the Contractor’s proposal, the COUNTY will authorize the work in writing through the execution of the Task Order. This task order will specify:

a) Project location and description.

b) Authorized payment.

c) Schedule (begin and end dates).

5) Following notification by the contractor that the work is complete, the COUNTY will inspect to verify that the work has been performed in accordance with the Task Order. If acceptable, the COUNTY will authorize payment of the Task Order amount.

DESCRIPTION OF PROJECT

This project will provide maintenance and repairs to existing County-maintained stormwater facilities such as pipes, swales and drainage retention areas. The work shall include clearing and grubbing, tree removal, erosion repair, cleaning, repair or replacement of drainage structures, grading of drainage swales, removal and replacement of pipe end treatments, sinkhole repair, fence repair and/or replacement and stabilization. Contractor will be excavating around subsurface voids (sinkholes). Contractor shall be responsible for taking all necessary precautions to protect itself and its work force when excavating, backfilling, compacting, and grading.

SUBCONTRACTORS

The Contractor and all subcontractors will be required to conform to the labor standards and employment requirements set forth herein. Contractor shall be fully responsible for all acts and omissions of Subcontractors and other persons and organizations directly or indirectly employed by them. The contractor is also responsible for conduct/dress of personnel and subcontractor personnel. The Contractor must perform a minimum of 51% of the work with its own forces.

CONTRACT DOCUMENTS

Provide overview of what documents are considered as part of the CONTRACT documents. The plans, exhibits, and/or specifications are an integral part of the CONTRACT Documents and as such will not stand alone if used independently. The plans, exhibits, and/or specifications establish minimum standards of quality for this project. Initial contracts with awarded CONTRACTORS will be required outlining the general provisions of the RFQ. Project Amendments shall be required for any Task Orders exceeding $50,000.

CONTRACTOR’S RESPONSIBLITIES

The CONTRACTOR shall furnish all labor, equipment, maintenance of traffic, fuel and materials to perform all operations necessary to complete work in strict accordance with these specifications and subject to the terms and conditions of the CONTRACT.
