About this file
This document appears to be a set of questions and answers related to a federal contract opportunity for nursing contractors at CRHC (possibly a healthcare facility). The contract is an Indefinite Delivery/Indefinite Quantity (IDIQ) contract, with the Outpatient Department (OPD) preferring to award to multiple companies. Key details include:
The on-call requirements involve RN contractors working weekend shifts (Saturday and Sunday, 7a-7p) on a rotating basis. The contract is based on an all-inclusive rate, with potential overtime for charting and callback situations. Housing is not guaranteed for contractors, with all alternative housing options located within 45 minutes of the facility. Contractors are expected to be on-site within 45 minutes when on-call, and if housing is provided, they cannot bring significant others or pets due to potential sharing arrangements. Interested parties can contact K'Dyn Newbrough, the CRHC housing manager, for more specific housing information.

Text version
As this contract is an IDIQ, does the government intend to award multiple companies to fulfill these services or will one vendor be selected? OPD prefers to award multiple companies to fulfill these services.
How far in advance is call typically scheduled? Is the requirement solely the responsibility of the contractors or does this burden get shared with staff nurses as well? OPD posts the call schedule one month in advance. OPD will assign RN contractors the majority of call shifts.
Since on-call is a requirement of this contract, would the government consider adding an additional “Call-Back” line item for instances in which these providers return to work? If not, is the contractor to bill for these services through the on-site CLINs (0001 for example on the base year)? There is a call-back line item already in use.
I wanted to get some clarification regarding the schedule for the outpatient department.
• Will they be working any OT? Typically, OPD doesn’t require overtime. However, there may be overtime required for charting and when called back to work while on-call and as needed for department needs.
• Is the rate we're submitting an all-inclusive rate, or we'll be submitting a regular rate and OT rate? The contract submitted for solicitation was based on an all-inclusive rate.
• Is there housing available? Housing is not guaranteed.
• What does the on-call schedule look like? Saturday and Sunday 7a-7p on a rotating basis with other contractors within the outpatient department.
To ensure we can meet the on-call requirement (staff on site within 45 minutes), could you please confirm whether CRHC currently has any of the following on-site or partnered housing options available for clinical staff, or if any are being established:
• On-site staff quarters or temporary lodging. There are not on-site or partnered housing options, specially for on-call OPD RN contractors. However, all hotels and alternative housing options are within 45 minutes of CRHC.
• Block-rate agreements with nearby hotels/motels or short-term rentals. Housing is not guaranteed. RN contractors are required to find their own housing if nothing is available through CRHC housing. In the past this has all been handled by the contracting company.
• Shared units or dorm-style housing for clinical staff Housing is not guaranteed. If housing is available through CRHC, then sharing is dependent on availability.
• RV pads/hookups or other alternative accommodations. RV pads/hookups depend on availability.
• Housing stipends or local partnerships that meet the 45-minute response window.
Not available.
If available, we would appreciate any details on eligibility, capacity, rates, contract terms, and how to coordinate access. Copies of any supporting documentation or points of contact would also be helpful.
Of note, when RN contractors are provided with on-site housing, they cannot bring significant others or pets due to likelihood of sharing.
