Explanation: By doing this prior to start-up…the contractor would not be hiring unqualified guards. If done after start-up (as is written in the PWS), the incoming contractor would be required to hire security officers that ultimately will not be able to service the contract. As written/required, the incoming contractor will not realize the issue until 60 days into the contract. Yes.

Question b: If the PEB is NOT a new requirement the majority (if not all) of the incumbent workforce would be “qualified” under this contract. Are the “qualified” incumbent workforce grandfathered from the “must pass the PEB no later than 60 days after the contract is issued?” NO

J.1

The attached WD for GA is the cover page only and refers to a CBA. In order to accurately develop a price and a realistic staffing plan, all vendors except the incumbent would need to have access to the entire CBA, with all addenda, and a copy of the most current seniority list. Otherwise the incumbent would have an unfair pricing and planning advantage. Could the Government please provide both?

No, but Offerors may contact the International Union of Security, Police, Fire Professionals of America

(SPFPA).

RFP, Pages

Section L does not list any type of pre-proposal site visit. Since this is a Firm Fixed Price requirement, and it requires all Guard IIs to arm up onsite, and only the incumbent is familiar with the time it takes to get from a ready room to all the posts, all small businesses proposing would be at a disadvantage for determining appropriate walk/transportation time. Would the Government either include a site visit very soon or provide some type of walk/transport time study to help all vendors price their proposals accurately?

No, there will not be a site visit. All post are within a 5 minutes walk of weapons storage locations.

Under Section M.1 A.4, the Government states that “the Technical evaluation will consist of a review of the following technical evaluation criteria and weighted point distribution.” There is no list of criteria nor an explanation of a weighting. It later continues with a description of Sub Factors. Are the Sub Factors the criteria noted earlier? If so, what are the weightings of each?

See amendment 00002 Solicitation.

RFP, Page

Under Section M.1 A.2, the Government provides a maximum point schedule for the Sub Factors. Are these the weightings referred to in section M.4? If so, can the Government please provide an explanation of how they are weighted?

See amendment 00002 Solicitation.

RFP, Page

Under Section M.1 A.4, the Government provides very similar descriptions for Sub Factor 2 and Sub Factor 3.

Is the Government looking for the same information repeated in each section of the submission?

See amendment 00002 Solicitation.

RFP, Page

Under Section M.1 A.4/Sub Factor 2, the Government has requested a tremendous amount of information as a response to this section alone that will far exceed the 35 page limit of the entire Technical proposal volume.

Would the Government consider revising the required list of items in Sub Factors 2 & 3 or consider expanding the page count to 100 pages plus resumes?

See amendment 00002 Solicitation.

RFP, Page

Under Section M.1 A.4/Sub Factor 2, the Government requires a Trainer resume to be included in the Training Plan. Given the minimal amount of pages allowed for the Technical submission, can this resume also be excluded from the page count?

See amendment 00002 Solicitation.

RFP, Page

Under Section M.1 A.4/Sub Factor 4 and Section B-1 both state that the Transition In period is only 30 days. If all ASOs require new medicals, PEBs, Drug tests, weapons qualifications and training or any kind, 30 days is an insufficient period of time for transition that would have a significant impact on the daily operation of the sites.

Given the size of the security force in Atlanta, would the Government consider a 90-day transition-in period?

Question

5.3.2.1 Are all incumbents required to have a new physical upon contract start date or will CDC recognize existing physicals within the 3 year renewal dates?

All incumbents are required to have a new physical.

5.3.1.4 This section states the Contractor is responsible for complying with the American with Disabilities Act and Occupational Safety & Health Standards. Can the Government confirm that all facilities under this contract are ADA compliant and there are no OSHA citations due to the layout or potential hazards posed currently?

Removed, See amendment 00002 Solicitation.

5.3.3.6 / 5.3.3.7

Are all incumbent guards currently compliant with the Physical Efficiency Battery requirements in the RFP?

The Current contract requires the incumbnet contractor to ensure 100% compliance.

7.1.1 Training courses that are CDC specific will be paid for by the CDC. Does CDC pay for the cost of the training course only or can the contractor bill for wages/fringe costs for guards attending CDC specific training courses? If CDC does not allow the contractor to invoice wages/fringes of guards taking CDC specific training, can the Government identify an average annual amount of hours for CDC specific training?

CDC specific training will require no more than 5 hours a year for each individual requiring CDC network access (including Guards). Most of these hours are available online.

7.5.1 Specialized training may be required under the contract. The Government reserves the right to request additional, unanticipated, “special training” under this contract which may be Government or Contractor provided. The Government will reimburse the Contractor for costs incurred for CDC requested specialized training. What costs will the Government reimburse, labor/fringe/overhead costs?

See amendment 00002 Solicitation. “may be Government or Contractor provided through a bilateral contract modification.”

9.10 Are there any training areas provided by the Government in Ft. Collins, CO?

No.

12.2.1 The Contractor shall be responsible for maintaining Government Furnished Equipment: the inventory, daily inspections, and costs for damage of all radios due to negligence. The Government will replace/repair non-working radios not due to contractor negligence.

The number of vehicles are for the offeror to determine for their proposal.

12.3.6 How many vehicles are currently operated by the Contractor for supervisory checks, roving patrols, response to facilities, breaks, transporting personnel, lunch breaks, assistance with temporary barricades and temporary sign placement?

The number of vehicles are for the offeror to determine for their proposal.

Most 8(a) companies are not of the size to bond 100% of the contemplated value of this contract. To allow valid competition as this is an 8(a) contract, will the Government consider removing this requirement or accepting a lower bonding percentage?

NO

Table D Assuming these will be non-exempt positions covered by SCA, what SCA occupation classification does the Government consider Office Administrator 1 & 2 to be associated with? If the contractor is to decide what occupation classification these positions fall under, can the Government identify the duties associated with each.
