MAINTENANCE DREDGING AT COAST GUARD MOORING BALLAST POINT

PSN6456503, SOLICITATION NUMBER 70Z08819BPQQ01000

AMENDMENT A0003:

1. OPTION LINE ITEM Provide biological monitors for California grunion (Leuresthes tenuis) if dredging is not initiated prior to the first predicted grunion spawning run.

Under the current conditions, Smuggler’s Cove beach may be subject to grunion spawning runs, which occur March through August of each year (sometimes as early as mid- February). Given the small size of the suitable beach habitat present at this time, the National Marine Fisheries Service is requiring the Coast Guard to provide qualified biologists to avoid and/or minimize potential effects to grunion if the dredging and disposal activities are not anticipated to initiate until after the first predicted spawning run. The Contractor must provide biological monitors to satisfy this requirement. The biological monitors shall verify with the predicted grunion spawning runs published by California Department of Fish and Wildlife (https://www.wildlife.ca.gov/Fishing/Ocean/Grunion#28352306-2018-runs) and shall conduct grunion monitoring for 30 minutes prior to and 2 hours following the predicted start of each spawning event.

Smuggler’s Cove is to be monitored during active runs to ensure spawning does not occur if the dredging and disposal work are delayed and not initiated until after the first active grunion spawning run. The biological monitors shall survey for presence of grunion and prevent fish from spawning by walking the beach and chasing fish back into the water by approach and lights.

After work starts, the approach to discharge of sand is to construct beach berms and fill behind the berms with water being released back to the beach by weirs. As sand accumulates, it is pushed forward by bulldozer so that the berm is always advancing forward. The berms create a slope on the water side that is too steep for grunion spawning and thus again spawning is precluded. Keeping the slope steep is required whether the work initiated prior to or after the first active grunion spawning run. The Contractor will be directed to build the berm up each night of predicted spawning runs to retain the steep face condition.

Include information of observations, monitoring activities, and logs in the post-dredge biological report.

2. Omit Post- Dredge Eelgrass Survey

Specification Section 01 35 43- Environmental Procedures Part 1 General 1.07 Eelgrass Post-dredge Survey: The small patch of eelgrass that is present within the dredge footprint is anticipated to be adversely affected by complete removal during the dredging operations.

The post-dredge eelgrass survey is therefore no longer a requirement and is therefore omitted from the specifications.

AMENDMENT A0003:

3. Contractor’s Request for Clarification

A. Question: How will the unit prices per yard be determined? Will the total price for Base CLIN001 be divided by the assumed 25,000 cubic yards to determine the unit price per yard?

Response: The Bid Schedule has been revised to reflect CLINs for Base Items, Option Items and added a Unit Price Line Item (UPLI). The UPLI is for additional cubic yard (cy) dredged in excess of the anticipated 25,000cy. The revised Schedule of Prices is attached.

B. Question: Is submission of bid by email acceptable?

Response: No. Bidder must provide the original copy of the bid bond.
