Solicitation No. 70Z08524QLREP0008

Dockside Repairs of CGC Alex Haley (WMEC 39)

Amendment 0002

The purpose of this amendment is as follows:

a. The due date for submission of proposals is extended until 18 March 2024 at 2:00 P.M., PST. As stated in the solicitation, all proposal must be submitted to Valerie Rivera-Chase at

Valerie.S.Riverachase@uscg.mil.

b. The answer to the following Request for Clarification is as follows:

QUESTION NO. 2: Work Item D-15, Deck Drain Overhaul. After meeting with the ships

Engineering Officer, HMF was informed that this work item was performed by the ship’s force during the last patrol. Is this work item still required?

ANSWER: Verified that ships force did complete all deck drain overhauls identified in work item 15, and this work item is no longer required. Due to this change, the Schedule of Items-

Price, is revised to reflect the deletion of WI-015. Offerors are advised to utilize the revised

Schedule of Items-Price with their submission of their offer. Failure to utilize the revised document will result for the offeror’s proposal to be considered non-conformance to the essential requirement of the solicitation.

QUESTION NO. 3: Work Item D-17, Vaneaxial Fan and Motor Assembly, Overhaul, paragraph 3.5 Electric Motor Rewind. During a ship-check, it was discovered that a new GFE

Fan Motor is available to replace the existing fan motor. Would the CG prefer contractor to execute work item: Electric Motor Rewind or replace with GFE new fan motor on hand?

ANSWER: Offerors are advised to bid on this work item as written in the spec to include rewinding of the electric motor.

QUESTION NO. 4: Work Item D-14, Plate Renewal & Inspection, 3.1.2.1 NACE 3. 3.1.2.1 states “The Contractor must provide a NACE Level III Technical Representative in accordance with Work Item 1, NACE (Level 3), Provide.”

Two part question:

1. Can you clarify the portion that states “in accordance with Work Item 1”?

2. Why is a NACE 3 inspector required for Work Item 14 when there are no Critical Coated

Surfaces listed in this work item?

ANSWER: Section 3.1.2.1 verbiage should be removed and replaced with “none, or N/A” as it is not a critical coated surface and therefore does not require a NACE 3 inspector.

QUESTION NO. 5: Work Item D-18, Fire Prevention Provide, For Work Item 18: Fire

Prevention, Provide, is the FPP to be included with the bid submission or is the Fire Prevention

Plan to be submitted if contractor is awarded the contract?

Table 1 is missing the type/rating of the breaker to be tested.

Tech Pub 0922-LP-025-6010 seven times. The 4 sections of this Tech Pub provided do not contain paragraphs or sections referenced to follow. I received section B,C,D and E of this Tech

Pub, I believe the information needed is in section “A” of CG Tech Pub 0922-LP-025-6010.

How do I access the additional sections of CG Tech Pub 0922-LP-025-6010 that covers for example, “3.6.1.1 Remove the cylinders in accordance with Paragraph 31, Section 4 of CG Tech

Pub 0922-LP-025- 6010”?

ANSWER: CG will release Rev-1 with steps included in the work item from Section A of CG

QUESTION No. 9: Request clarification from Amendment 1 pertaining to: b) Part II, Factor 2

– Technical Capability, is limited to one Gantt chart and ten standard 81/2” by 11’’ pages submitted in times new roman 12 point font. Ten pages is restrictive in providing a detailed

GANTT with required information and inputs. The project scope, critical path, and # of work items are the main drivers of how many pages are presented for technical capability. Can contractor provide GANTT that is more than 10 pages, or can this 10 page limit be struck from solicitation?

ANSWER: Under the Factor 2 – Technical Capability, all references made to the page limit to be submitted are deleted. However, offeror must ensure that subfactors of the technical factor
