About this file

This document contains requests for clarification and government responses to a solicitation for dock-side maintenance and repairs to the USCGC JAMES for Fiscal Year 2022, Quarter 1. The Coast Guard seeks welding, deck preservation, and deck covering work. Responses clarify that ultrasonic testing should use both compression and shear waves to check for cracks and ensure thickness measurement compliance. Deck gauging is to determine boundary areas for work while other non-destructive testing methods may substitute for ultrasonic crack inspection where applicable.

Requests for Clarification & Government Responses Solicitation: 70Z08522QP4504300

USCGC JAMES FY22 FYQ2

Q1. Can you please supply the last fire alarm inspection report for item #3?

A1. This is a new work item that has not occurred before. As such, there are no previous reports to provide.

Q2. Tables 1 & 2 are not included in the specifications and the references are drawings of the entire vessel. (Work Item D-11, General Welding)

A2. See Attachment (2) Specifications (REV-1). Work Item 11, paragraph 3.1.5 Work Locations has been revised to correct the table reference and to state, “The concerned work areas are listed in Table 1 of WI-10. Due to current coating system covering, full scope of repairs may not be covered Table 1 of WI-10. This is to account for potential additional welding requirements.”

Q3. Is the government referring to this item being initiated throughout the vessel? (Work Item D-11, General Welding)

1.1 Intent. This work item describes the requirements for the Contractor to activate this work item for general welding of 25 x 1 square inches or equivalent

3.1.5 Work locations. The concerned work areas are listed in Tables 1 and 2. See the applicable drawings in Section 2 References for guidance, locations, and details.

A3. See Attachment (2) Specifications (REV-1). Work Item 11: General Welding, Provide. This work item was entered in addition to the welding in work item 10, since the extent of the welding repairs is not 100% known, and will be activated as needed.

Q4. Please see the below, Requesting clarification. (Work Items 8 & 9, Deck Preserve/Deck Covering)

a. Item 1 deck covering Flight deck and Item 9 Fore deck. Note below paragraph 3.4.3 two additional paragraphs are noted. 1st paragraph indicates to gauge along suspected substrates/ discontinuities to determine the boundaries. UT as requested is the use of compressional waves or shear waves for flaw inspection?

b. The intent for this type of inspection is not to check thickness, however flaws using a different technique and equipment? Gauging is not normally used as a technique for fracture evaluation.

UT flaw inspection used with a different Unit and technique! MT used for ferrous materials for crack propagation on ferrous materials-open to surface PT used for aiding the eye in fractures open to the surface for Nonferrous materials.

A4. a. The U.S. Coast Guard requires both UTT and UTC (Shear-Wave Ultrasonic Testing). Ultrasonic test principle is about the same, but measuring technique, and transceivers/probes may be different.

Better/newer UT Measurement Tools are required to ensure compliance with regulations. Please see attached excerpt for UT techniques/samples. (Ultrasonic Testing (UT).pdf)

b. The U.S. Coast Guard requires both UT for cracks and for thickness measurement. MT and PT may substitute UTC for cracks where appropriate and applicable.
