RFP 70Z08519RP450510 Amendment 0001 Offerors' Questions and Coast Guard Response Question No. Solicitation Reference Question Government Response
Supplemental Attachments Technical Publication 7902 is missing.
RFC 10- Coast Guard Technical Publication (TP) 7902 Dual Point Davit - Models DDP11000CTS & SP2200 (S/N - 2313 & 2315) is included as Attachment 8
Attachment 1 Table 2 calles out D2.3 which references replacement brake or clutch discs.
Neither one of these components is listed in Table 2 List of Parts Table 2, task 7 states to preserve IAW para 3.5 of this specification. Please clarify intent.
Section 2 Table 2 references a service and inspect for D2.3 (Brakes and clutches) & D2.4 (Open gearing and gear reducers) all discovered discrepancies will be handled through CFR to authorize potential growth through a CR. Section 7 Table 2 section para 3.5 requires contractor to touch up areas of rust and paint failure on Assembly (including pedestal, foundation, and all previously/normally painted components or surfaces) using power tools to bare metal IAW STD Spec 6310, and coat these areas IAW STD Spec 6310 using existing matching colors.

Para 3.1.6 instructs the contractor to submit Test Plan at arrival conference.
Will USCG authorize to use of dyno for testing if presented at the arrival conference? Will the vessel be berthed starboard side-to to facilitate capstan and boat davit work?
RFC does not provide enough information for the government to make a decision for clarification. A dyno can be an effective measurement tool for the test load placed on the capstan post repair work based on the circumstances of the test procedure the contractor how intends to use, but due to lack of information the government cannot make an informed decision to approve the measurement tool at this time. USCGC STRATTON’s intention is to moor Starboard Side to the pier to facilitate capstan and davit work.

Para 3.3.3 - request confirmation if existing refrigeration or A/C system requires discharge, recover and/or recharge of refrigerant or unknown system fluids it will be handled by USCG personnel or subject to change order.
Table 9 & 10 For #1 & #2 Refrigeration plants are all S/W hoses and require no refrigerant recovery or recharge, just the salt water in the lines as laid out in 3.3.3. Table 17, 18, 19 for #1, #2 , and #3 A/C plants are vent lines and require not recovery or recharge of refrigerant from the system. If any refrigerant requires recovery and recharge by way of work requirements the government will handle, all other fluids are the responsibility of the contractor as laid out in section 3.3.3

The contractor is unable to determine the extent of repairs / replacements required to install new rail weldment NSN Part Number J187988 since the references provided do not list rails by that number. In addition, if the intent is to replace elevator rails, which rails does the CG want replace since there appear to be at least four rails per elevator.
IAW WI 23 3.3.4 contractor will replace two of the four rails called out by the USCG Inspector. Contractor should be able to determine the scope of work to renew the two rails from the WMSL-750-572-002 drawing and Tech Pub 7108 which displays the layout of the system and rails. Pt# J187988 is manufacturers part number and will be provided as GFE to contractor when ready to receive. Part number in drawing is builders part number from shipyard, manufacturer should be able to identify cross link if contractor wants to pursue. The tech pub part number has been updated and the part number provided is direct from manufacturer.
