Contractor requests that the USCG consider revising the work specification to allow for Water jetting without abrasive addition. With new construction, abrasive blast media is needed to achieve the required anchor profile, but with repair the anchor profile already exists, and Water jetting without abrasive addition is generally an acceptible surface prepartion method; the Navy and other government agencies allow for this surface prepartion method. Water jetting without abrasive addition will provide the government with a better value.

2. For estimating purposes, please provide surface areas for the regions shown in Table 1 as well as the "adjacent structural members" referenced in paragraph 3.4 & 4.1.

4, 5, 6, 10, 14, 15, 38, 39, 40, 42VariousPlease confirm that the Coating Tech Rep requirements are in accordance with SFLC STANDARD SPECIFICATION 0000 paragraph 3.2.4.2.STD Spec 0000 states tech rep shall be QP1 or CIP Level 3. The specification intentionally further narrows that down to CIP Level 3. For all of the work items listed below, the preservation Tech Rep is:

Tech Rep. The Contractor must provide the services of a Certified Coating Inspector having successfully completed the NACE International Coatings Inspector Program (CIP), Level 3 – Peer Review with Marine Specialty to:

• Serve as an Independent Coating Tech Rep.

• Accomplish applicable requirements in SFLC Std Spec 0000, Paragraph 3.2.4.2.2 (Coating Tech Rep).

• Oversee the Preservation Plan requirements in SFLC Std Spec 6310, Paragraph 3.2 (Preservation Plan).

• Review and sign daily reports summarizing work. See forms QA-1 thru QA-5 provided in the General Requirements.

Qualifications/certifications. Submit the Coating Tech Rep’s qualifications/certifications in accordance with SFLC Std Spec 0000, 3.2.4.2.2.3 and 3.2.4.2.4, include name, certificate number and documented completion of NACE Marine Coating Technology Course and Exam.

Submit the name and the certification of the Tech Rep to the COR at the Arrival Conference. Include the dates of services the Qualified Tech Reps will be on site as per their subcontract documentation and identified in the planning document.

Also, Per 0000: 3.2.4.2.2.2 Professional independence. The Tech Rep shall neither be an employee of the Contractor, nor of any coating system manufacturer
