17 Propulsion Shaft Coverings (MIL-STD-2199B), Inspect and Repair 1. A level of effort cannot be determined based on the information provided for paragraph 3.31 & 3.32. Paragraph 3.4 is only required if repairs are required. Please confirm that paragraphs 3.3.1, 3.3.2, and 3.4 are all subject to and pending the contract modification noted in paragraph 3.3. 1. For bidding purposes the contractor must estimate up to 10 sq/ft of repairs per shaft.
18 Propulsion Shaft Seals (Mechanical), Overhaul 1. Please confirm that the operational tests noted in paragraph 3.6.2 & 3.6.3 will be replicated prior to the start of the work associated with this Contract. It is important that the Government and the Contractor have a deep understanding of the conditions found prior to executing the overhauls/repairs associated with this work item. 1. 19 Controllable Pitch Propeller Hub Assembly, General Maintenance 1. Please confirm that the operational tests noted in paragraph 3.12 will be replicated prior to the start of the work associated with this Contract. It is important that the Government and the Contractor have a deep understanding of the conditions found prior to executing the overhauls/repairs associated with this work item. 1. Sea trials should be able to be accomplished during transit from cutters homepier to to DD facility. Once formal awards are made, and the gov. is provided with the production schedule and required pre-work inspections, planning and scheduling of trials can be discussed and formalized.
20 Controllable Pitch Propeller System, Perform General Maintenance 1. No flushing procedure or detailed procedure for refilling the oil into the system are provided with this work item. Please confirm that the flush per the requirements of Work Item 19, paragraph 3.7, is all that is required relative to the CPP System. 1. Flush and fill outlinbed in WI 19 3.7 meets requirements for this WI. 3.7 Fill and flush the propeller hub. The Contractor must fill and flush the propeller hub in accordance with Section 7 (Maintenance Instructions), Paragraph 2.7.1 of CG TP 7153A.
3.7.1 Process any new oil added to the hub or hydraulic system through a non-bypass filter assembly prior to its introduction into the CPP hydraulic system. Filter assembly must utilize new clean disposable filter elements with a minimum Beta 10 = 75 ratio rating. Do not exceed filter assembly and/or element flow ratings or pressure ratings (both maximum collapse as well as delta across) during filling.
3.7.2 The Contractor must refill the CPP System using new Contractor supplied oil in accordance with Section 7 (Maintenance Instructions), Paragraph 5 of CG Tech Pub 7153A. Ensure that all air is vented from the system, and that the hub, shaft, hydraulic power unit and CPP gravity head tank are all filled to their proper levels. See Table 1 for approximate oil capacities. The minimum level of oil cleanliness must be 16/13 per ISO 4406. Submit a CFR documenting oil filling records.

Please confirm whether it is the Government's or Contractor's responsibility to adjust loading conditions, relative to the "Estimated Drafts/Loading Conditions" to provide an acceptable docking condition for the Contractor's Drydock. Cutters ( Government's) will only adjust required Liquid Loads/Loading Conditions/Arrival Drafts to meet Safe Conditions for Drydocking. (e.g ~ 0 List, Min Trim, Adequate Stabilities) In the other hands, the Contractors must also provide Docking Calculations at Arrival Drafts/Loading Conditions, and accomplish Safe Docking at Arrival Conditions accordingly.
