Contractor requests that the USCG consider revising the work specification to allow for Water jetting without abrasive addition. With new construction, abrasive blast media is needed to achieve the required anchor profile, but with repair the anchor profile already exists, and Water jetting without abrasive addition is generally an acceptible surface prepartion method; the Navy and other government agencies allow for this surface prepartion method. Water jetting without abrasive addition will provide the government with a better value.

2. For estimating purposes, please provide surface areas for the regions shown in Table 1 as well as the "adjacent structural members" referenced in paragraph 3.4 & 4.1.

Would the government consider making all paint GFM so that it can be ordered immediately?No, the government will not consider making paint GFE.
17Propulsion Shaft Coverings (MIL-STD-2199B), Inspect and RepairNote that since the shafts are not being removed from the vessel, it may not be possible to inspect the entire length of the FRP Shaft Coverings due to a portion of the length being contained in the stern tube. Please confirm that it is acceptable to inspect only the portion of the shaft covering that is accesible without removing the shafts.If the shafts are *not* removed from the ship then inspection and repair is only on the accesible area of the shafts. *If* shafts are removed then inspection and repair is on all areas of the tail shaft. If removed the difference in area can be documented via CFR/CR.

25Sea Valves and Waster Pieces, Overhaul Or Renew3.11 Can the hydrostatic test be accomplished in shop?The contractor only needs to conduct hydrostatic testing on welds. Disconnecting or connecting a flanged fitting or a union fitting does not require a hydrostatic test. If the contractor is authorized by the COR to repair a valve with clad welding, then that would require hydrostatic testing - either on the ship or in the shop. If the valve is welded into the piping system, then that weld would need to be tested on board the ship. If the contractor is welding a flange or union onto a valve, then that weld could be hydrostatically tested on the ship or in the shop.
44Vessel in Drydock Temporary Services, Provide1. Para 3.19 refers to SFLC 8635 for Bilge Water/Waste Oil. No Bilge Water/Waste Oil quantities are provided. Please confirm that all disposal will be covered as a change order based on removed and disposed quantities per para 3.3.8.2 in SFLC 8635.

2. The lead time for the required "400 A MIL-C-24368 receptacle(s) with standard Navy plug(s)" and associated cable may not support the timeline for this project. The lead time is currently ~8-10 weeks, and if an award is made in early November, Contractor will not have time to procure and receive these components. Is is possible for the government to provide these as GFM?

3. Table 1 lists 16,000 kWh per day while SFLC 8635 lists 12,000 kWh per day for this class of vessel in Table 3. Please clarify the correct kWh per day. 1. For bidding purpose,Bilge Water/Waste oil, use 500 Gallons. Additional requirements will be covered by a CFR/CR through the COR.

2. Cutter currently outfitted with 03 "pitail" adapters. Email form cutter "They are just capped with electrical tape; essentially they do not have the connection ends of the three (03) leads. 3. Expected energy use shall be in accoradnce with Table 1 as 16000 KWH/DAY GENERAL QUESTION ABOUT SOLICITATION SCHEDULE REQUIREMENTS 1. Under Technical: Sub Para : Submit Planning Doc (PD) is Bullet Weld Cert Bullet Fire Safety Plan Bullet Temp Duty Section is the expectation that this info is provided as part of the schedule? These are ususally part of the Tech Narrative. Please submit information under technical narrative.
