About this file

This document contains a schedule of services and questions and answers related to a solicitation for drydocking the USCGC KIMBALL. The solicitation requires various hull preservation and maintenance services including 3D laser scanning of the hull, inspection and preservation of hull plates, preservation of the freeboard and superstructure, inspection of voids and tanks, overhaul of propulsion system components, inspection and maintenance of deck equipment, modification of stern doors and towing systems, and drydocking services. The Coast Guard provides responses to contractor questions seeking clarification on surface preparation requirements, pricing breakdowns, and technical specifications. Pricing is to be submitted based on the schedule of services with unit prices for individual work items and sub-items. The solicitation number and agency details the opportunity as a requirement for the USCGC KIMBALL drydocking by the US Coast Guard in fiscal year 2023.

PRESSurface prep: SP-10/Abrasive water blasting1. Paragragh 3.1.7 notes that "The Contractor may have the option of using either “Wet Abrasive Blasting” or “Dry Abrasive Blasting” to achieve the required surface preparation…" The note in this paragraph states that "Water jetting without abrasive addition does not provide any additional anchor profile to the surface, beyond what was present after the previous surface preparation.". Contractor requests that the USCG consider revising the work specification to allow for Water jetting without abrasive addition. With new construction, abrasive blast media is needed to achieve the required anchor profile, but with repair the anchor profile already exists, and Water jetting without abrasive addition is generally an acceptible surface prepartion method; the Navy and other government agencies allow for this surface prepartion method. Water jetting without abrasive addition will provide the government with a better value.

12Voids (Non-Accessible), PreserveFor this work item, the "Attachment 1 - Schedule of Services" excel sheet provided with the solicitation notates that this item should be priced out into subsections. For example, this item includes sub section pricing for A through G. For the line item that does not include a letter, example row 15 on the spreadsheet, should a price be entered on this line or should the contractor leave blank, and assume that row 15 is the total price of sub section pricing in rows 16 through 22?For any work item that has sub-CLINS (Ex. D-012, D-012A, D-012B) DO NOT PLACE a price for the title CLIN that does not have a letter after it. The UNIT column for these items is blank.
13Voids (Non-Accessible), Leak TestFor this work item, the "Attachment 1 - Schedule of Services" excel sheet provided with the solicitation notates that this item should be priced out into subsections. For example, this item includes sub section pricing for A through L. For the line item that does not include a letter, example row 57 on the spreadsheet, should a price be entered on this line or should the contractor leave blank, and assume that row 57 is the total price of sub section pricing in rows 58 through 69?For any work item that has sub-CLINS (Ex. D-012, D-012A, D-012B) DO NOT PLACE a price for the title CLIN that does not have a letter after it. The UNIT column for these items is blank.
15Mast, PreservePlease confirm if the verbiage listed in paragraph 1.1 is a typo. Sentence currently reads "(partial preservation approximately 1,800 square feet, and coating repairs equivalently 2,400 of 1 square feet)." However, we believe the ending of the sentence should read "equivalently 2,400 square feet."Requirements are Partial Preservation (i. e. All Surfaces) of Mast-Steel/Other Surfaces around Mast in Table 2 (e.g. Mast House, Vent Plenums, Lower Yardarms, etc.) ~ 1,800 square feet or equivalent, and Coating Repairs of Mast-Aluminum in Table 1 (e.g. Mast Structures, Platforms, Upper Yardarms, etc.) ~ 2,400 square feet or equivalent.

16Propulsion Shaft Alignment & Bearings (External) Clearances, CheckIn the afloat condition, using only strain gages installed on each shaft inside and forward of the stern tubes, Contractor can calculate the static loading on the (2) gear shaft bearings and on the (2) lineshaft bearings. However, it is impossible to accurately calculate the static loading on the stern tube and strut bearings using only these strain gages installed inside the ship. Once in drydock, please confirm that the Government desires the Contractor to install additional strain gages on the shafting aft of the stern tubes, allowing for additional calculations of the static loading on the stern and strut bearings.Only two locations of strain gages are needed for the computer model. Using the Computer model an the results from the strain gages and shaft load cells, a shaft alignment specialist can calculate the static loads for all bearing. Locations: Loacation for strain gages is inboard of the stern tube seal. Strain gages must not be installed on fiberglass coated shafts. (Aft of of stern tube shaft.)
32Impressed Current Cathodic Protection System Dielectric Shield (Capastic Fairing), RenewFor this work item, the "Attachment 1 - Schedule of Services" excel sheet provided with the solicitation notates that this item should be priced out into subsections. For example, this item includes sub section pricing for A through F. For the line item that does not include a letter, example row 70 on the spreadsheet, should a price be entered on this line or should the contractor leave blank, and assume that row 70 is the total price of sub section pricing in rows 71 through 76?For any work item that has sub-CLINS (Ex. D-012, D-012A, D-012B) DO NOT PLACE a price for the title CLIN that does not have a letter after it. The UNIT column for these items is blank.
35Impressed Current Cathodic Protection System Anodes, RenewFor this work item, the "Attachment 1 - Schedule of Services" excel sheet provided with the solicitation notates that this item should be priced out into subsections. For example, this item includes sub section pricing for A through F. For the line item that does not include a letter, example row 77 on the spreadsheet, should a price be entered on this line or should the contractor leave blank, and assume that row 77 is the total price of sub section pricing in rows 78 through 83?

Para 3.2.2: Please confirm if pricing should reflect replacing (1) anode in each location For any work item that has sub-CLINS (Ex. D-012, D-012A, D-012B) DO NOT PLACE a price for the title CLIN that does not have a letter after it. The UNIT column for these items is blank.

Pricing should reflect replacement of 01 anode in each loation.

36 Impressed Current Cathodic Protection System Reference Cells, Renew For this work item, the "Attachment 1 - Schedule of Services" excel sheet provided with the solicitation notates that this item should be priced out into subsections.
