8 3.3 Work item 8, paragraph 3.3, calls for electrical and mechanical connections but the references show the full electrical schematic. Can you please confirm if the renewal is just a local connection at the new anomemeter or if new cabling is to be ran somewhere and terminated?

3.3 - A No new cabling should be required.

10 3.2 Work item 10, paragraph 3.2, calls for temporary cooling measures. During the ship check it was discussed that this would not be needed for the duration of the work. Can you please confirm 3.2 is not applicable?

3.2 -A

3.2 is still a requirement and the contractor should adjust the bid to account for this. Results of discussions on-site were due to the probable likelihood that ambient temperatures would not be high enough to warrant temp. cooling. This isn't a guarantee so the bid should account for it.

10 3.4 Work item 10, paragraph 3.4, calls for system draining. Can you please provide an estimate of the system capacity or what volume would be drained?

3.4 - A Estimated system capacity is 2,000 gallons.

10 3.6.2/3.7.2 Work item 10, paragraph 3.7.2 (written as 3.6.2), states to flush with system manufacturer recommended flushing fluid. Can you please provide details on what this fluid is, if other than water?

3.6.2/3.7.2

- A The recommended flushing fluids is fresh water.

30 3.6 Paragraph 3.6 of work item 30 very clearly directs the contractor to only make connections necessary to install the government furnished cooler, but during the shipcheck it was noted that there may be a lot more piping connections, and possibly other unknown final configurations, needing to be done to complete the system. Please confirm only the work directed in paragraph 3.6 is applicable to base scope and any other work needed to complete the OWS install would be handled via change order request?

3.6 - A This is correct.

30 3.6

If the base scope is beyond what is described in paragraph 3.6 and other connections are necessary to bid: There are multiple shipboard piping legs that are capped off and need the final connections made to the OWS unit. All non connected lines show an aeroquip type hose making these connections except for OWS connection 10(Bilge water inlet) shown on sheet 5, Plan View 38-A of Coast Guard Drawing 627 WMEC 529-012, Rev A, Piping Mods GEA Westfalia OWS Install.

Will it be acceptable for the final connection of OWS connection 10(bilge water inlet) to be made with a flexible hose of the appropriate size and pressure rating, similar to pieces 63, 78, and 94 of Coast Guard Drawing 627 WMEC 529-012, Rev A, Piping Mods GEA Westfalia OWS Install?

3.6 - A The use of a flex hose to make the final connection for OWS cnnection 10 (bilge water) will not be acceptable.

30 3.6

3.1.5, as it pertains to 3.6.1, the installation of the Government furnished thermal transfer system (cooler): It was observed that the potable water inline Ts (pieces 24) shown on sheet 11 detail 86-A of Coast Guard Drawing 627 WMEC 529-012, Rev A, Piping Mods GEA Westfalia OWS Install have already been installed, and would negate the need for Lokring for this installation.

Will it be acceptable to use silver-braze fittings for this installation of the "cooler" as shown on Coast Guard Drawing 627 WMEC 529-012, Rev A, Piping Mods GEA Westfalia OWS Install, sheet 11 detail 86-A, if the piping assemblies are prefabbed, flushed, and disinfected off of the ship and then installed using mechanical joints.

3.6 - A For any deviation from the piping modification drawing to be approved the contractor would need to provide more specific information regarding the mechanical joints they intend to use.

30 3.6.4 Work item 30, paragraph 3.6.4 calls for installation of pipe insulation. Can you please confirm that this is only applicable to the lengths of new piping being installed during this availability?

3.6.4 - A The installation of piping insulation is applicable to the existing lengths of piping and the new piping to be installed during this availability.

30 3.7 Work item 30, paragraph 3.7 calls for pipe flushing. Would this only be applicable to the new piping sections or the full system, including previously installed/exisitng piping?

3.7 - A Pipe flushing is applicable for the full system.

WI-001, Question A: 3.7.3 Contractor needs Quantity, Type of Hose, Type of Hose Ends, and Length of hose?

B: 3.7.4 How much Jacket water is expected to be disposed of?

C: 3.7.4 Is the Jacket Water replacement additive Nalcool? How much additive will be needed?

Answer: A: It is possible to remove the J/W heat exchanger without removing flex hoses. If hoses are tampered with in order to enact repairs then the KTR shall renew those hoses.

B: Estimated amount of jacket water to be disposed of is 1000gal.

C: Additive is Nalcool and the estimated amount is 20 gal.

Question A: The QTR Deck will need to be moved to the Fantail in support of the Dockside, Can the CG accommodate that move?

B: Can the CG provide a drawing of the available laydown space?

Answer A: The USCG can accommodate a shift of the Quarter Deck aft to the Fantail.

B: The City of Astoria can be contacted to provide an up-to-date and accurate visual of the available laydown space.

WI- 030, Question A: During the ShipCheck it was observed that the bulk of the new Westfalia OWS install has already been completed. There are multiple shipboard piping legs that are capped off and need the final connections made to the OWS unit.

B: 3.1.5, as it pertains to 3.6.1, the installation of the Government furnished thermal transfer system (cooler). It was observed that the potable water inline Ts (pieces 24) shown on sheet 11 detail 86-A of Coast Guard Drawing 627 WMEC 529-012, Rev A, Piping Mods GEA Westfalia OWS Install have already been installed, and would negate the need for Lokring for this installation.

C: 3.6.4, Piping insulation install. Please confirm that the steam supply, steam return, and potable water lines need to be insulated? Are there any other lines that need insulation?

Answer A: The use of a flex hose to make the final connection for OWS cnnection 10 (bilge water) will not be acceptable

B: For any deviation from the piping modification drawing to be approved the contractor would need to provide more specific information regarding the mechanical joints they intend to use.

C: The installation of piping insulation is applicable to the existing lengths of piping and the new piping to be installed during this availability.

WI 005, Question: 3.7.4, What type of Lube Oil? Also for bidding purposes, how much new lube oil needs to be provided?

Answer: Please see the below spreadsheet. For the total amount of L/O for replacement, use double the sump value for a total of 700gal.
