QUESTION 3: Is the Windspeed Transmitter and Anemometer accessible with out a crane of scaffold?

RESPONSE:

A crane or scaffolding will be needed to access the wind speed transmitter and anemometer.

QUESTION: Q4: Can the Flow Meter be isolated from the fuel source for removal?

Yes, the Flow Meter can be isolated from the fuel source for removal.

QUESTION 5: QA: 3.4.2 Do these Tanks have “Steam Heater Tubes”?

QB: 3.4.3 Or do these tanks have “Electrical Heating Elements”?

RESPONSE:

These tanks have both “Electrical Heating Elements” and “Steam Heater Tubes”. Both paragraphs are applicable.

QUESTION: Q6: It is assumed that all Table 1 Task are intended for the “New Davit” and remaining Components not being renewed?

QB; The required CIRs are at the end of the installation, however CIR are due in the first 25% Can the contractor just issue a CFR if they do make the first 25%?

QA: Tasks #1 and #2 are for the existing Single Point Davit. Task #3 and further apply to the “New Davit”.

QB: With the above clarified information, a deadline of the first 25% of the contract is reasonable for the CIRs required by “3.4 Maintenance particulars, Task 1 – Operate and Inspect, Initial” and “3.5 Operational and Weight Test Plan”. That being said if a contractor cannot meet the first 25% deadline for a CIR then the contractor must submit a CFR explaining why and provide a proposed new CIR date. The proposed new CIR date will then be either accepted or denied. After this has been done the COR and KS/KO will discuss whether the situation warrants the issuing of a CDR.

QUESTION: Q7: 3.5 Is the intent to power tool all failing coatings back to tight, feather in, prime

Stripe Coat and Full Overcoat?

The intent is for the contractor to prepare and preserve 100% of the designated surfaces. Para. 3.5 states, “using the coating system specified for “Bilges, Cofferdams, and Forepeaks, Option III”, in SFLC Std Spec 6310, Appendix B (Cutter and Boat Interior Painting Systems)”. This publicly available reference calls for a preparation method of:

SSPC-SP 10/NACE No. 2 using grit conforming to MIL-A-22262 / (1.5-3.5), near white blast cleaning or SSPC-SP WJ-2(L)/NACE WJ-2(L), Waterjet Cleaning of Metals – Very Thorough Cleaning

This is for 100% of surfaces, not just failed coatings.

QUESTION: Q9; Should either Item OI-022 or 023 be activated, can the contractor put in a CFR

Requesting a CR to extend the rental of the Toilet/Shower Trailers?

RESPONSE:

Yes, a CFR requesting a CR would be necessary as the rental of the Toilet/Shower Trailers only covers the service disruption caused by repairs in Work Items D-019, D-020, and D-021.
