Question 4: WI D‐036, Ballast Tank Manhole Rings, Renew. The drawings referenced do not provide details or specifications for the "manhole rings" to be renewed in Clean Ballast Tank 4‐103‐1‐W (10 each), and Clean Ballast Tank 4‐103‐2‐W (11 each).

As the paragraph states they are "between pocket bulkheads", which we presume to mean the rings are installed at the access openings shown inside each tank per 905 WMEC 801‐008 Rev C, General

Arrangement Double Bottom.

On this basis, we presume the "manhole rings" are not fitted for manhole covers, but rather, they are essentially a flanged plate (or rider plate) at each access opening, in the floor plate or side keelson. This is correct?

What is the width and thickness of the flange plate? (drawing only provides clear opening dimensions)

Response 4: Plate size is listed on drawing 905‐WMEC‐113‐003 REV F listed under references

Question 5: D‐041, Bilges, Preserve. Paragraph 3.1.4.1 calls for the fluid removal of both diesel fuel and

JP‐5 fuel but does not indicate the amounts. How many gallons of each type of fuel should contractors price for bidding purposes?

Response 5: Up to 13,125 Gals of Diesel Fuel and up to 1000 gals of JP5, if less will handle with CFR.

Question 6: D‐021, Propeller Blades, Inspect. Paragraph 3.2.3 Hub assembly removal ‐ calls for removal, disassembly, cleaning and inspection, NDI of coupling bolts; and paragraph 3.2.4 is for each CPP hub reassembly and reinstallation. This work is also fully accomplished in work item D‐019.

Since both are Definite items, does the Government wish to delete paragraphs 3.2.3 and 3.2.4 from this work item?

This is usually followed with the following information (this area is blank in the spec for the USCGC Mohawk):

‐ Displacement, VCG, LCG, LCF, Trim and MT1”.

Response 7: Listing from last dry docking.

Displacement (LT): 1902.2

VCG (FT ABL): 16.56

LCG (FT aft amidships): 4.392

Length Between Perpendiculars (FT): 255.0

Length of supported keel (FT): 195.5

Question 8: WI #2, Para 3.2, The spec on sub item 3.2: The Contractor shall perform a total of __ UT readings of U/W hull surface. The spec doesn’t ask for a specific amount of UT readings as usually does.

Could you please clarify how many UT readings we should consider for this specific item?

Response 8: 500 UT Shots

Question 9: WI D‐041, Bilges, Preserve. Para 3.1.4 ; 3.1.4.1, The contractor notes bilge surfaces in JP‐5 Pump Room (4‐186‐0‐E) and Auxiliary Machinery Space #2 (3‐82‐0‐E) are to be mechanically cleaned to an SP‐11 condition and painted. Paragraph 3.1.4 Interferences lists (4) Diesel Oil Tanks below the Auxiliary Machinery Space #2 and (2) JP‐5 Tanks below and/or adjacent to the JP‐5 Pump Room.

Is it the correct intent and work scope of this item, to include having these tanks pumped out and cleaned to gas free condition?

Will the Government provide an estimate of the arrival condition for the amount of fluid removal for bidding purposes?

Work item intent states; "…inspect propeller blades; and to renew the blade bolts on a designated controllable pitch propeller (CPP) hub assembly. "The Government‐furnished property lists Hub installation kit and Left and Right hand Hub Assemblies; but does not list

Propeller Blade‐LH (Port) or RH (Stbd) Sets, nor Blade bolts.

1. Since both CCP's will require the blades to be removed to accomplish WI D‐010, will the

2. Will the Government amend the GFP listing to include the new Blade Bolts along with the

Blade Washers and Seals?

3. Does the Government wish to reserve the option to replace a set of Propeller Blades?

Response 11: Read further into spec 3.2.2.4 and you will see the blade bolts are to be inspected and CIR submitted. Blade bolts are renewed only if they fail the inspection.

1. As per 3.2.5 Blades are to be reinstalled if they pass all inspections as per 3.2.2 Inspections CIR, if blades fail then a decision will be made to repair, reuse or renew.

2. Coast Guard always reserves the right to renew equipment depending on 3.2.2 inspections and resulting CIR.

Question 12 : Will you also be posting a Rev Spec for the noted changes from questions?

Response 12 : No new revision of the spec will be made. This Q&A sheet will surfice.

Question 13 : We received the CD with the drawings, thank you, but it’s missing some of the drawings required for WI 45: Doppler Speed Log, Replace.
