FAR 52.212-2 - Evaluation – Commercial Items (OCT 2014) This provision is not applicable to this acquisition. In lieu of this provision, quotes will be evaluated in accordance with FAR 13.106-2 based on the criteria listed below:

Technical Acceptability

Technical Acceptability will be evaluated on the ability of the offeror to repair the Drive Shafts in accordance with the SOW and OEM specifications. Offerors shall submit their repair procedures and Rilsan testing specifications as part of their quote to be evaluated and approved by USCG, Aviation Logistics Center, Short Range Recovery, Engineering department. Repair procedures and the Rilsan coating material must be approved by USCG SRR Engineering Department in order for a submitted quote to be determined technically acceptable. Failure to provide detailed repair procedures or test specifications with a submitted quote shall result in the quote being removed from further consideration for award.

Past Performance

Past Performance will be evaluated to assess the Government’s confidence in the offeror’s ability to fulfill the solicitation requirements. The evaluation will consider the offeror’s demonstrated record of performance in providing the repair services listed in the solicitation and will consider quality, meeting delivery schedules, compliance with contractual requirements, and overall customer satisfaction.

Offeror’s shall provide completed Past Performance Information Sheets (Attachment 4) for three (3) relevant contracts (references) completed within the preceding five (5) year period. Relevant is defined as performing Drive Shaft repair services as stated in the solicitation to other government and/or commercial entities. Price

Prices will be evaluated to determine fair and reasonableness. However, offerors are advised that if a price appears extremely low, prices will be evaluated to determine realism. Prices that are extremely low may be judged as unrealistic and may indicate the offeror has misunderstood the nature of the work. The Government will evaluate prices for each contract period of performance including escalation rates between contract periods. The Government may determine that a quote is unacceptable if the option period prices are significantly unbalanced. Evaluation of options shall not obligate the Government to exercise the option.

Evaluation Method

Only the lowest priced quote will be evaluated for Technical Acceptability. Should the lowest priced quote not receive an acceptable Technical Acceptability or Past Performance rating, the process will continue in order of lowest priced quotes until the lowest priced, Technical Acceptable quote with acceptable Past Performance is identified.

The quantities of supplies or services specified in the Schedule are estimates only and are not purchased by this contract. (b) Delivery or performance shall be made only as authorized by orders issued in accordance with the Ordering clause. Subject to any limitations in the Order Limitations clause or elsewhere in this contract, the Contractor shall furnish to the Government all supplies or services specified in the Schedule and called for by orders issued in accordance with the Ordering clause. (f) Any order issued during the effective period of this contract and not completed within that period shall be completed by the Contractor within the time specified in the order. The contract shall govern the Contractor’s and Government’s rights and obligations with respect to that order to the same extent as if the order were completed during the contract’s effective period; provided, that the Contractor shall not be required to make any deliveries under this contract after determined at the time of award base on six (6) months after expiration date of the ordering period.

(b) If the Government exercises this option, the extended contract shall be considered to include this option clause.

(c) The total duration of this contract, including the exercise of any options under this clause, shall not exceed five (5) years.
