About this file

This is a Questions and Answers (Q&A) document clarifying requirements in a Statement of Work (SOW) for preventive maintenance services on compressed air equipment at USCG Base Miami Beach.

The contractor must provide maintenance services on two air compressors, one compressed air dryer, and one FCE5/7 inline filter (Serial No. 40). Services consist of one minor maintenance visit and one major maintenance visit for all equipment. During the major service, the contractor must replace two FCE5/7 filter elements. The contractor is responsible for drawing oil samples and performing complete laboratory analysis with formal written reports provided to the Contracting Officer's Representative (COR), including wear metals and viscosity data. Emergency corrective repairs and labor beyond the SOW scope will be billed under separate purchase requests upon approval. Emergency response technicians must arrive onsite within 48 hours of notification. The Government will award a Firm-Fixed-Price purchase order within five (5) business days following solicitation closing. Price evaluation follows FAR Part 13 (Simplified Acquisition Procedures) and is based on the total aggregate price of the Base Period plus two (2) Option Years. Upon contract award, the contractor must immediately contact the unit POC or COR to coordinate services. Specific equipment details including manufacturers, models, serial numbers, and building locations are contained in Section VIII (Scope of Work) of the SOW.

1. FCE5/7 Inline Filter Specifications and Quantities Issue: The SOW currently lists the inline filter on Page 4 as “FCE5/7 Inline Filter, Serial No.

40,” and then on Page 6 requires the contractor to “furnish and replace forty (40) FCE5/7 filter elements” during the Major PM.

Questions:

• Is “Serial No. 40” a typo? If so, what is the actual serial number of the filter housing?

• Is the quantity “forty (40)” a typo? Standard inline filters usually require only 1 to 4 elements. Please clarify the exact number of elements required for a single Major PM service.

ANSWER: Serial number is 40. Qty: is 2 filters. Changed out during the major service.

2. Oil Analysis Requirements Issue: SOW Pages 4 and 5 state that the contractor must “obtain an oil sample for analysis,” but the SOW does not define who performs the testing. Bidders are asking whether they are responsible for laboratory testing or if they only need to provide the raw sample to the Coast Guard.

Question:

• Does the unit require the contractor to send the oil sample to an independent, certified laboratory for analysis and provide a formal written report to the COR, including wear metals, viscosity, etc.? Or is the contractor only expected to physically draw the sample and provide it to Coast Guard personnel?

ANSWER: Contractor is to quote for drawing the oil and performing lab analysis.

3. Emergency Services and Corrective Repairs Questions:

• Please confirm that the “48-hour emergency response” requires the technician to physically arrive onsite at Base Miami Beach within 48 hours of notification.

• Please confirm how emergency labor, mobilization, and parts rates should be presented and invoiced. Will the unit submit a separate PR for anything not covered in the Statement of Work?

ANSWER: Technician arrives onsite within 48 hours.

4. Maintenance Frequency Question:

• Please verify the required service frequency: Four pieces of equipment, with two maintenance services for each piece of equipment, consisting of one minor service and one major service for each.

• Is the Minor and Major maintenance being completed at a single visit or at two visits. One visit will be the Minor service and one visit will me the major service?

ANSWER: Upon approval, emergency labor /repairs would be a separate PR.

ANSWER: Two compressors, one dryer and inline filter element. 2 services. One major and one minor.

5.Equipment Covered: The specific equipment covered under this maintenance agreement—including manufacturers, models, serial numbers, and physical building locations at USCG Base Miami Beach—is detailed in Section VIII (Scope of Work) of the Statement of Work (SOW)."

6.Price Evaluation: In accordance with FAR Part 13 (Simplified Acquisition Procedures), price evaluation will be based on the total aggregate price of the Base Period plus the Option Period (Base Year plus Two (2) Option Year) to ensure the best value to the Government.

7.Contract Award and Performance Commencement: The Government intends to award a Firm-Fixed-Price purchase order within five (5) business days following the solicitation closing date. Upon receipt, the contractor should immediately contact the unit of point of contact (POC) or Contracting Officer’s Representative (COR) to coordinate services.
