RFP 70Z02318RMDW00100 Q&A
Please submit any further questions in accordance with the revised questions due date in section L.3 (01 June 2018).
1. If hand delivery is not an option, then would the Government consider extending the due date by one week to allow for mail processing time?
Answer: Hand delivery is acceptable. Section L.4 has been revised to state:
All proposals shall be delivered, whether mailed via US post, sent via commercial service, or hand delivered before 4:00 P.M. on 25 July 2018. Offerors intending to hand deliver proposals shall contact Candice Rininger (Candice.Rininger@uscg.mil) or Jackson McClam at (Jackson.McClam@uscg.mil by 23 July 2018 to coordinate hand delivery on 25 July 2018. Early delivery by hand shall be coordinated two business days prior to intended delivery date.
2. Is there a contractor(s) currently providing these services to CG-7? If so, would you please provide the contract(s) numbers? (Pg. 8 Section 2.1 Requirements)
Answer: There is no specific incumbent. This requirement spans several offices in CG-7 and multiple contractors are currently providing similar services. Most of the Contractors are under
GSA OASIS small business contracts.
3. Is the Government asking the contractor to submit their recommended labor categories along with rates? (Pg. 47 I.6.1.4)
Answer: No. The Government is requesting rates for the labor categories or “equivalent title” described in Attachment J-4. Provide a crosswalk if your labor category title does not match ours. Reference the revised Section L.6.1.4.
4. Confirming that only Factors 1 and 3 need to be submitted for Phase 1? (Pg. 46)
Answer: No. Factors 1 and 3 only need to be addressed in the video submission. Factor 2:
Personnel Qualifications will be a resume submission during Phase 1 and Factor 4: Price shall also be submitted in Phase 1 (Section L.5 and L.6.1.4). Reference the revised Section L.6.1.
5. How many Task Orders does the Government anticipate issuing under this IDIQ? (Pg. 8 2.0)
Answer: The Government doesn’t have an anticipated number of Task Orders; however, it anticipates needing on average about the following numbers of deliverables 1 MAR, 2 CARs, 4 MNS, 4 CONOPS, 4 ORDs per year. This volume of work is subject to change. What this means is that there might be a Task Order for 1 MAR and 2 CARs, then another for 2 MNS, a third for 3 CONOPS, and a forth for a MNS, a CONOPS, and an ORD. Then a few other Task Orders with ORDs and CONOPs. Alternatively there might just be one large Task Order encompassing almost all of that work and then one or two small ones addressing specific documents. Instead of mailto:Candice.Rininger@uscg.mil mailto:Jackson.McClam@uscg.mil considering the number of Task Orders we recommend considering the volume of effort we are projecting on average.
6. How soon after contract award, will the Government issue the first Task Order?
Answer: The Government anticipates issuing the first Task Order at the time of IDIQ award for
Program Management Support services.
7. It would appear that most of the work that will be performed on the Task Orders will be primarily at the contractor’s facilities. Can the Government confirm whether this is a correct assumption? What percentage of work does the Government anticipate to take place at the contractor site as opposed to the Government site? (RFP page 10, section 5.0 and 6.0
Government Furnished Resources and Contractor Furnished Property)
Answer: Affirmative, most of the work performed on the Task Orders is envisioned to be primarily at the Contractor’s facilities. The PM will be the only personnel on site at the Government facility on a day to day basis.
8. What are the experience and education requirements for the Senior Program Manager for the IDIQ Contract? (RFP page 15, section G-2.1.1. Senior Program Manager IDIQ Contract)
Answer: See Attachment J-1 sections on Senior qualifications and Program Manager qualifications. Reference the revised Attachment J-1. Further information has been added to clarify qualifications of positions.
9. For Phase 1, the table indicates that offerors must submit a 30-minute Video Submission, which addresses Phase 1, Factors 1 and 3. It further shows that we must provide 5 copies. Can the
Government please specify if they will require 5 copies of the Video, or if they will require the
Video submission, and 5 hard copies of a transcript of the Video contents, or both? (RFP page
44, section L.5. Proposal Preparation and Submission)
Answer: Reference revised RFP Section L.5. Two copies of the video submission on DVD/CD are required. One paper copy of any PowerPoint slides, charts, or diagrams shown in the video. Two paper copies and one electronic copy of the resume to address Factor 2: Personnel
Qualifications on the same DVD/CD as the video submission is required. Two paper copies and one electronic copy of the price submission of Attachment J-4 and accounting practices to address Factor 4: Price on the same DVD/CD as the video submission is required.
10. For the Technical and Price Volumes, does the Government want 5 CDs and 5 paper copies of these Volumes, or 1 CD and 5 paper copies, one of which shall be marked “Original”? (Pg 44, section L.5. Proposal Preparation and Submission)
Answer: Section L.5 has been revised to remove the “original” language. Reference the answer to question # 9.
11. The table indicates that the Price Volume needs to be presented in Excel spreadsheet format. In addition to the excel spreadsheet, may we provide a Word Document that addresses our companies accounting practices as well as the method we will use to record and bill for hours under the task orders? (Pg. 48, section L.6.1.4 Factor 4)
Answer: Yes. A word document that addresses accounting practices is acceptable. See revised section L.5. The accounting practices description shall be provided as a separate Microsoft Word or
PDF document.
12. How many hours per year does the Government want us to consider per FTE? (i.e. 1920, 1880)
(Attachment 4, Pricing Worksheet)
Answer: The hours delineated in the Pricing Worksheet are the number of hours to be used to support your proposal. Those hours shall not be altered.
13. What clearance will be required for contractors working on this contract? If the clearance level will be determined by Task Order, what does the Government expect these clearance levels to be? (Attachment 1, LC Descriptions and Qualifications)
Answer: Classified information access is not anticipated under this contract nor is access to sensitive security information or personal identification information. The Contractor may have access to Unclassified For Official Use Only Information (FOUO) as part of this contract. Section
H has been updated at H-17 with further requirements for FOUO information safeguarding.
14. Can the Government confirm that this is a new requirement and there is no incumbent?
If there is an incumbent, can the Government please provide company name and contract number and value for that incumbent?
Answer: Reference the answer to question # 2.
15. The numbering of several factors in the table on page 44, in Section L.5 differs from the description of these factors in Section L.6. For instance:
In the table on page 44, Phase 1: Factors are not cited for “Price” which pertains to Factor 4
(Phase 1) and Factor 7 (Phase 2) as indicated in Sections L.6.1.4 and L.6.2.3; we recommend adding the factors to the table.
In the table on page 44, Phase 2: The “Technical” proposal is listed as being part of Factor 4, but is listed as Factor 5 in Section L.6.2.1; please confirm which Factor pertains to the Technical proposal.
In the table on page 44, Phase 2: The “Past Performance” section is listed as being part of Factor
5, but is listed as Factor 6 in Section L.6.2.2; please confirm which Factor pertains to the Past
Performance section.
Answer: The table on page 45 Section L.5 has been revised to reflect the correct numbering of the Factors.
16. Question: Sections L.5, L.6, L.6.2.2 & M.3 indicate that past performance is part of Phase 2.
However, the PPQ states that “the completed PPQ is due on or before April 30, 2018, unless the due date is extended via a Solicitation Amendment.” Will the Government please confirm when the PPQ is due?(L.5, page 44; L.6, page 46; L.6.2.2, page 49; and M.3, page 51)
Answer: See revised RFP Section L 6.2.3. Past Performance Questionnaires will be due 20 days after notice of down select into Phase 2. Any PPQs received prior to that date will be retained and utilized in Phase 2.
17. Asking our customers to complete the PPQ prior to the Phase 1 Down Select would inconvenience our customer unnecessarily. Will the Government please consider making the
PPQ part of Phase 2? (L.5, page 44 and Att. 3, page 1)
Answer: Reference the answer to question # 16. The evaluation of Past Performance will occur during Phase 2.
18. If a PPIRS is available for a Past Performance citation, is there specific contract information the
Government requires in order to find the PPIRS evaluation? If so, where should this information be provided in the proposal (e.g., cover letter, past performance section)? (L.6.2.2, page 49)
Answer: Please provide the following information: Contract number and Task Order number (if applicable), Contract name, Period of performance, Agency, and dollar amount. This information shall be provided in a volume that addresses Factor 6: Past Performance in Phase 2. Past Performance will be evaluated in Phase 2. Reference revised Section L 6.2.3.
19. Would the Government considering raising the contractor accounting system requirement to make a DCAA compliant accounting system the minimum standard? (Clause: G-5, page 16)
Answer: No. We are not considering it at this time.
20. Will the Government require that the winning contractor carry a Top Secret Facility Clearance?
Answer: No. Reference question # 13.
21. The Government states that proposal volumes be submitted on CD. Would DVD be acceptable as well? Can we also include the video submission along with the proposal volumes on the same
CD/DVD?
Answer: Reference the answer to question # 9.
22. The Government will be dividing this procurement into two phases. Phase 1 Factor 3 requires a
Management Approach. Phase 2 Factor 4 also requires a Management Approach. Is it necessary for interested contractors to submit their management approaches in both Phases 1 and 2? (L.6, pages 39-41 and 45)
Answer: During Phase 1, the Offeror shall discuss their Management Approach (Summary) at a high level as defined in Factor 3 in the video submission.
Factor 5 Management Approach (Detailed) is a written submission where the Offeror will go into more detail and focus on other specific aspects than what is required of Factor 3
Management Approach (Summary).
Factor 3 is separate and distinct from Factor 5 and are not supplemental to each other. The information submitted in support of Factor 3 will only be used in Phase 1 for that Factor. The information submitted in support of Factor 5 will only be used in Phase 2 for that Factor.
Please Reference L 6.1.3 and L 6.2.2 for the specifics and full details.
23. Can the Government provide specific personnel requirements, i.e., level of education, years of experience in the relevant fields, certifications, security clearance, etc.? (L 6.1.2, p.47)
Answer: Reference Question # 8.
24. Per Section L.6.1.2 pg. 47 Factor 2: Personnel Qualifications, during Phase I, offeror shall submit a resume for the key personnel labor category: Senior Program Manager. In the J-4 Pricing
Worksheet (Att.4-Pricing Worksheet) there are labor categories “Program Manager
(Government Site Rate)” and “Project Manager (Contract Site Rate)” however no category specifically identified as “Senior Program Manager – KEY.” Is the offeror supposed to price the
Program Manager (Government Site Rate) category to include the Senior Program Manager –
KEY labor category and rate?
Answer: Yes. The Senior Program Manager labor category has been designated as Key in
Attachment J-4. Reference the revised Attachment J-4.
25. In the J-4 Pricing Worksheet (Att.4-Pricing Worksheet), the “Totals” tab has no formulas to bring forth costs from the other pricing periods tabs (e.g. Base Period, Period 1, Period 2, etc). The offeror is only supposed to populate the blue cells per tab. Should the offeror not worry about the “Totals” tab?
Answer: Reference revised Attachment J-4 which contains updated formulas for the Totals tab.
The RFP sates in Section L.6.1.4 that Offerors shall not edit Attachment J-4 Pricing Worksheet beyond completing the blue cells only. The worksheet format shall not be altered. The Offeror shall only input data in the blue fields. The spreadsheet is formatted to auto calculate, and this now includes the totals tab.
26. Section M.4.1.3 pg. 53 indicates that any handouts and PowerPoint presentations can be provided to the Government and will be reviewed as part of the submittal of Factor 3:
Management Approach. Will the Government also allow the submittal of handouts and
PowerPoint presentations used as part of our Factor1: Corporate Experience response?
Answer: During Phase 1, the Government will only evaluate up to 5 charts, diagrams, or
PowerPoint slides (visual information) shown within the video submission. The Offeror shall submit one paper copy of all charts, diagrams, or PowerPoint slides used in the video. These items must be legible for the viewer. Reference revised Sections L.6.1 & M 4.1.3.
27. Will the Government clarify that the resume (Factor 2) and pricing (Factor 4) are submitted as separate volumes and not part of the video? The below could be read and interpreted that
Factor 4 is part of the video. (Page: 46 Paragraph: L.6.1 Phase 1: Video and Resume Submission)
Answer: Factor 2 and Factor 4 are submitted separately. They are not a part of the video.
Reference the answer to Question # 4 and revised Section L.5 Chart.
28. Will the Government advise Industry of how and where they want responses to the below paragraph, e.g. a separate MS Word file submitted with the price MS Excel spreadsheet? Create new worksheet within the existing spreadsheet? (L.6.1.4 Factor 4: Price)
The offeror shall describe its established accounting practices for recording uncompensated overtime. Offerors shall include a description of the method that will be used by the prime
Offeror and each team member / subcontractor to record and bill for hours under task orders.
The accounting practices for the prime and each team member shall be clearly identified (e.g., prime Offeror records all hours; team member A records 40 hours per week; team member B records all hours, etc.). The descriptions will be incorporated into the contract and affected labor hour task orders.
*Note: Page 48 disappeared completely with the release of Mod 1 (the RFP goes from pg 47 to
49).
Answer: Reference question # 9.
29. Will the Government clarify if the desired Key Person (Program Manager) is a Senior Program
Manager (as identified in the RFP) or a Program Manager (as identified in Attachment 4)?
Answer: The Key Person is the Senior Program Manager. Reference the revised Attachment J-4.
30. Will the Government resolve the naming conventions for the following labor categories:
Attachment 1 Operations Research Analyst (not found in Attachment 4)
Attachment 1 Data Scientist (is possibly listed as Data Analyst in Attachment 4?)
Attachment 4 Acquisition Analyst (not found in Attachment 1)
Answer: The naming conventions have been resolved removing the ambiguities from the different attachments. Referenced the revised Attachment J-4.
31. Section 2.2 does not include Urgent Operational Need (UONs) or Operations Policy
Development (OPDs). Will the Government consider adding these? (Page: 6 and 8-10 Paragraph:
1.3 and 2.2)
Answer: The Government will not be adding these to our requirements.
32. The RFP includes CLINs for travel, but does not include a CLINs for other costs (ODCs). Will the
Government consider including CLINs for ODCs, or broadening the Travel CLIN to include
ODCs? (pg. 18)
Answer: No. We don’t anticipate to have ODCs with this scope of work. Printing services and presentation materials will be generated by the USCG using internal and external Government resources.
33. Clause: Section L.6 states “The proposed key personnel shall be included in the initial task order.” Does the Government anticipate an initial task order be evaluated and awarded at the time of the IDIQ award?
Answer: Yes. Reference the answer to Question # 6.
34. Price submitted under Factor 4 in Phase 1 will remain the same and carry into Phase 2. No revisions shall be made to the price proposal between Phases 1 and 2 unless there are discussions. If the price proposal is revised, the Government will re-evaluate the Offeror’s price proposal as part of discussions. Will the Government clarify the process to have a discussion to revise the cost between Phase 1 and Phase 2? (Page: 49 Paragraph: L 6.2.1 Factor 4)
Answer: The process to have discussions where the price proposal might be revised involves first establishing a competitive range and then entering into discussions during Phase 1. At this point the Government intends to award without discussions in accordance with the RFP’s provision
52.215-1 Instructions to Offerors—Competitive Acquisition (Jan 2017) (f) (4) which states, “The
Government intends to evaluate proposals and award a contract without discussions with offerors (except clarifications as described in FAR 15.306(a)). Therefore, the offeror’s initial proposal should contain the offeror’s best terms from a cost or price and technical standpoint.
The Government reserves the right to conduct discussions in Phase 1 or Phase 2 if the
Contracting Officer determines them to be necessary. If discussions affect price then a revised price proposal may be appropriate.
35. “Computer-generated graphics, background music, elegant sets, and so forth are not desired.”
The RFP states that computer generated graphics are not desired. Given that static graphics can be efficiently presented on screen with voice overlay with basic editing software, would the
Government please confirm that static graphics and chyrons are permissible in the video?
Additionally, screen captures of software or software navigation can be captured quickly and at minimal cost, would the Government please confirm that bidders may include computer screen captures of existing tools or software? (Pg. 46, L.6.1 Phase 1)
Answer: Yes, static graphics and chyrons are permissible in the video and offerors may include computer screen captures of existing tools or software. Reference the revised language in L.6.1.
36. The Program Manager “serves as the point of contact with the client and performs day-to-day management of contract execution, possibly overseeing multiple tasks and groups of personnel a multiple locations, or a single location”. The Project Manager “will oversee the execution of single or multiple task orders.” (Attachment 1) Attachment 4 identified 19715 hours for each
Labor Category. Will the government clarify the quantity (hours) for the Program and Project
Managers?
https://acquisition.gov/sites/default/files/current/far/html/Subpart%2015_3.html#wp1088919
Answer: See the Senior Program Manager hours populated for use in proposals in Attachment J-
4. Attachment J-4 is used for the evaluation of the total price and labor rates.
37. During Phase 1, the Government will review any handouts or PowerPoint presentations shown within the video submission. Does the Government want offerors to submit paper hardcopies of the referenced material used in the video (handouts or PowerPoint presentations) along with the video? (Pg. 54 Paragraph: M 4.1.3 Factor 3)
Answer: Yes. Reference revised Section L.5.
38. Given the on-going efforts within various directorates to develop requirements documents, can you please provide the list of current contracts and incumbent contractors that this IDIQ will be replacing? (Ref: 1.2, Background, Page 6.)
Answer: No. Reference the answer to question # 2.
39. Is it the Government’s intent that this contract will primarily support the coordination and final production/approval of requirements documents developed by CG-7, and/or will the contract also conduct analysis, studies and original drafting of indirect studies currently being executed by other Directorates (CG-4, CG-5) that provide SME input to these requirements documents?
(2.2.9, Requirements, Page 8.)
Answer: This contract will support the coordination and production of requirements documents developed by CG-7. Analysis, studies and original drafting of indirect studies will be related to requirements documents developed by CG-7.
40. The Government contemplates award of a hybrid indefinite delivery indefinite quantity (IDIQ) contract - including Firm-Fixed Price, Labor Hour, and Cost-Reimbursement contract type CLINs -resulting from this solicitation. L.2 (a): The Government contemplates award of a Time-and- Materials or Labor-Hour type of contract resulting from this solicitation. Will the Government please clarify whether the off-site analysis and development of requirements documents will be primarily FFP or T&M task orders?
Answer: It will be Task Order dependent (size, scope, complexity) that determines the type of task order award.
41. The basis for award at the end of Phase 2 will be best value using a tradeoff selection process between price and non-price factors in accordance with FAR 15.101-1 Tradeoff Process. This process will be based on consideration of the following evaluation factors:
Phase 1
1. Corporate Experience
2. Personnel Qualifications
3. Management Approach (Summary)
4. Price
Phase 2
5. Management Approach (Detailed)
6. Past Performance
7. Price
Will the Government please provide clarification on how the Management Approach evaluated in Phase I will be weighed and/or combined with Management Approach in Phase 2 to determine an overall rating, especially considering Management Approach (Detailed) is the most important factor? (Section M. Page 51/52.)
Answer: Evaluation of Phase 1 is separate from Phase 2. Per Section M.3 Management Approach (Summary) Phase 1 is utilized to establish selected offerors to enter into Phase 2 only.
42. Attachment 4, Pricing, Cells D7, D8, D16, D19. Will the Government please clarify whether the entries in the above cells are correct? They appear to have an additional number (i.e., Program Manager at 19715 hours versus 1917) which also affects the total estimated number of FTEs.
Answer: Reference the answer to question # 36 for cell D7. The numbers in D8, D16, and D19 are accurate.
43. In the vast majority of DHS solicitations, an OCI statement is required by both the prime and subcontractors. Will this solicitation be updated to include such a requirement? (L.3.1 HSAR Provisions Incorporated by Full Text, 3052.209-72 Organizational Conflict of Interest (JUN 2006))
Rationale: Large primes supporting USCG hardware and software systems could potentially team with a small business in response to this RFP. Requiring OIC to be addressed up front would be a better approach than addressing this at the end of the evaluation where “…the Contracting Officer may determine that the actual conflict cannot be avoided, neutralized, mitigated or otherwise resolved to the satisfaction of the Government, and the offeror may be found ineligible for award.”
Answer: Reference Section G of the provision. Flow down of the provision goes down to subcontracts that exceed the Simplified Acquisition Threshold (SAT). Therefore, your disclosure must cover each first tier subcontract that exceeds the SAT as you must be aware of any facts which create any actual or potential organizational conflicts of interest relating to the award of this contract.
44. Phase 1 Video submission requirements specify that no more than five minutes of the video shall be dedicated to explaining corporate history. It appears that corporate history is a brief overview of the offeror and potentially a small part of Factor 1 Corporate Experience. Please confirm if our interpretation is correct. (RFP, page 46, Section L 6.1, paragraph 3)
Answer: The intention of the statement to ensure focus on corporate experiences instead of general corporate history because corporate experience is evaluated not corporate history.
Please reference section L & M on corporate experience.
45. The last sentence indicates “The remaining minutes of the video shall be dedicated to providing information to support the four factors described above.” This appears to be in conflict w/ first sentence of same paragraph. Please confirm that Video submission is limited to Factors 1 and 3.
(RFP, page 46, Section L 6.1, paragraph 3)
Answer: Yes, the video submission is limited to Factors 1 and 3. Reference section L.6.1.
46. Factor 2 submission requirements include length of time employed by Offeror. Can Offeror submit contingent hire for the key personnel labor category? If so, would we also need to submit a commitment letter? (RFP, page 47, Section L 6.1.2, paragraph 2)
Answer: Yes. The offerors may submit a contingent hire for the key personnel labor category along with the commitment letter. The Senior Program Manager is no longer required to be a part of the video. Reference revised section L 6.1.2 and L 6.1.
47. RFP, page 49, Section L 6.1.4, paragraph 4: Offeror is required to describe its established accounting practices for recording uncompensated overtime. We assume that uncompensated overtime would only be utilized in the context of firm-fixed price CLINs. Is this assumption correct?
Answer: No. Reference FAR 52.237-10.
48. Offeror must submit relevant past performance within three years of solicitation release date. Can you specify the date that would be utilized for this requirement? (RFP, page 50, Section L 6.2.3, paragraph 1)
Answer: Three years prior to 03/28/2018.
49. The completed Past Performance Questionnaire due date is listed as April 30th, which is also the due date for Phase 1 submission. Just want to clarify that Past Performance submissions are only part of Phase 2 evaluation as per the RFP and consequently would be submitted at a later date. (Attachment 3, page 1, Section I, paragraph 4)
Answer: Reference the answer to question # 16.
50. Please clarify that we are only speaking about Factors 1 and 3 during our video submission.
(L 6.1 Phase 1: Video and Resume Submissions p. 46)
Answer: Yes, reference the answer to question # 4.
51. How many of the Past Performance qualifications must come from the Prime and how many must come from the subcontractors? (L 6.2.3 Factor 6: Past Performance)
Answer: At least three of the past performance information records provided shall be for the performance of the prime Offeror. Reference revised Section L 6.2.3.
52. Could the Government please offer clarification regarding predecessor companies? (L 6.2.3 Factor 6: Past Performance)
“Offerors may also submit past performance information regarding predecessor companies and subcontractors that will perform major or critical aspects of the requirement as a past performance submission(s)."
Answer: Predecessor companies are considered to be companies that have changed their names and/or companies bought by another company in whole, such as by merger or acquisition.
53. Could the Government please clarify its expectations for means/form of delivery of “handouts or PowerPoint presentations shown in the video submission? (M 4.1.3 Factor 3: Management Approach (Summary))
"During Phase 1, the Government will review any handouts or PowerPoint presentations shown within the video submission."
Answer: Reference the answer to question # 9.
54. Could the Government please provide clarity on whether or not page 48 is missing or if the numbering structure was a mistake? If page 48 is missing, please provide.
Answer: This is a numbering issue and has been corrected.
55. Will those companies down selected to phase 2 be able to ask additional questions during phase 2? (L 6.2 Phase 2: Full Proposal)
Answer: Yes. Upon receipt of a down select notice, Offerors participating in Phase 2 may submit questions up to 4:00 pm Eastern time on the fifth business day after the date of transmission of the notice.
56. With reference to Section L, L.5; RFP Page 44. Will the government accept submittal in electronic format to be provided on a DVD, rather than a CD?
Answer: Reference the answer to question # 21.
57. With reference to Section L, L.5; RFP Page 44. Given the importance of the Program Manager function, would government allow a 4-page resume to allow Offerors to adequately show breadth and depth of applicant’s experience?
Answer: Yes. The number of pages for the Program Manager resume has been revised to no more than 4 pages in length.
58. The draft RFP included the opportunity to hand deliver the proposal if desired. Would the Government consider allowing hand delivery? And if so, what would the process be? RFP, page 44, L.4 Proposal Due Date)
Answer: Reference the answer to question # 1.
59. The Government indicates a single key Senior Program Manager in the solicitation; however, the
Attachment 4 Excel pricing worksheet indicates 19,715 hours allocated each period for the
Program Manager labor category, which translate to ten + Program Managers. Please confirm the number of hours that should be allocated for the Program Manager labor category.
Answer: Reference the revised Attachment J-4 which revises the hours.
60. The PPQ form (RFP Attachment 3) showed a due date of 30 April. Since the PPQ (Factor 6) is only a part of Phase 2, will the PPQ due date be adjusted to correspond with the Phase 2 proposal due date?
Answer: Reference the answer to question # 16.
61. How many days will there be between Phase 2 notifications to proceed and the Phase 2 proposal due date?
Answer: The Government anticipates there will be 20 business days between Phase 2 notifications to proceed and the Phase 2 proposal due date.
62. With reference to Attachment J-1 Labor Categories / Descriptions; Page 3. Labor category descriptions are provided for Operations Research Analyst and Data Scientist. Neither of these labor categories are included in Attachment 4 Pricing Worksheet. Can Government please provide either an update Attachment J1 or Attachment 4 to correct?
Answer: Reference the updated Attachment J-4 and the answer to question #30.
63. With reference to Attachment 4 Pricing Worksheet; Row 13 and Row 19. Attachment 4 requests pricing information for labor categories Acquisition Analyst and Data Analyst. Neither of these labor categories are included in Attachment J-1 Labor Category Descriptions. Can the Government please provide either an update Attachment J1 or Attachment 4 to correct?
