B. Minimum Requirements: Portable Electro-Hydraulic Scissors Lift Table
1. Design and Construction
a. Structure - The structure shall be fabricated from steel shapes, plates, and steel tubing. The platform, scissors, and related structure shall be sufficiently strong and well braced to prevent racking and twisting during normal use.
b. Platform - The nominal platform top dimensions shall be approximately 29 inches by 48 inches (able to fit through a 36 inch wide door) including corner protectors. The platform top shall be constructed of uncoated Type 304 stainless steel that is brushed or polished to facilitate cleaning, and suitably reinforced to resist buckling or permanent deformation in normal use.
c. Platform Backstop -A 12 to 18 inch high Type 304 stainless back stop panel will be provided.
(The panel will be securely attached to either long side of the table top, preferably by bolting with stainless steel hardware, and be removable. Gussets wrapping around either or both ends of the table to strengthen the backstop are allowed.
d. Portability - The lift shall be portable by means of four 5" diameter casters; two swivel with wheel brakes at the push bar end and two rigid at the opposite end. The casters are to have premium roller bearings, and be designed for ease of movement on various floor surfaces, including smooth concrete and carpet. These casters are to be mounted under the lift base frame, to provide improved maneuverability. Mounting shall be by bolting, for ease of service. The push bar shall be constructed of steel tubing, with a PVC cushion coating on the hand grip area.
The top of the push bar is to be approximately 38 inches from the floor.
e. Floor Lock - In addition to the two wheel brakes described above, a brake mechanism is to be provided which automatically engages when the push bar assembly is released, to prevent lateral movement of the lift during loading and unloading, or when the machine is parked. Wheel locks or caster brakes are not a suitable alternative to this feature, since they do not engage automatically, and do not prevent movement due to casters swiveling.
f. Machine Weight- Overall cart assembly to weight shall be a maximum of 300 lb. (The force to move the machine on a flat, smooth concrete surface shall not exceed 25 lbs.)
g. Skirting - Skirting shall enclose the scissors lifting mechanism, battery, charger, and hydraulic power unit. Accordion pleats shall have alternating black and yellow coloring. The skirting is to be mounted using secure mechanical attachment such as bolting or riveting at the top, and using hook and loop strips on the bottom, for ease of inspection and service. Attached maintenance straps are to be provided to hold the skirting up for service purposes.
h. Power Unit - 12 - 24 VDC battery(s) included with on-board 120 volt input battery charger.
All cabling to the push bar shall be protected by durable covering (shroud). Hydraulic hoses shall be routed to prevent chafing, binding, or kinking during operation. Batteries shall utilize quick disconnect cables to facilitate changeover.)
4 | P a g e
i. Battery - The battery shall be a spill proof, sealed "AGM" type; deep discharge recovery, high discharge rate, rated at 12 volts and 33 amp hours minimum. The battery is to be securely mounted within the base of the lift, and wiring and terminals suitably routed and guarded against electrical shorting.
j. Battery Charger - The charger is to be of minimum length, and its plug is to be mounted to the machine frame in a location convenient for connection of an extension cord for charging purposes. The battery charger power supply wiring is to include a securely attached machine chassis ground. The charger is to be of automatic function type; charging sequence requires only connection to a 115 VAC power source. A 8' to 10' charging cord with molded 3 prong straight blade grounding plug is to be provided. Charging cord connections are to be of such construction to withstand minor impacts with furniture or other stationary objects in the screening areas.
k. Battery Charge Indicator - A battery "state of charge" meter or other suitable indication of batte1y charge remaining shall be provided, wired to the battery circuit, and mounted to the push bar in a location easily observed by the operator. The charge indicator shall include a "push to test" button, which disconnects the indicator except when testing, to avoid unnecessary discharge of the battery.
l. Drip Pan - A drip pan shall be built into the lift framework to contain any possible seepage of oil from the power unit or hydraulic plumbing.
m. Sustainability – Post Consumer Content minimum of 16%. Total Recovered Materials minimum of 25%.
C. Performance
a. Capacity - The lift shall be capable of raising and lowering a 300 lb. load from a maximum lowered height of 12" to a minimum raised height of 38", measured between the floor and the platform top surface.
b. Speed/Time - With a fully charged battery, the lift shall raise the rated load in 7 seconds maximum. Lowering time is to be adjustable through use of a pressure compensated flow control, and is to be pre-set at 7 seconds nominal.
c. Load Holding - The lift shall be capable of holding the load at any height throughout its travel, per the requirements of ANSI MH 29.l.
d. Cycles - A fully charged battery (portable model) shall provide a minimum of 150 up and down cycles of the lift; cycles to be at a minimum of 3 minute intervals. Battery replacement, during high usage shifts, shall use quick-disconnect cables to attain a minimum of 300 lifts.
e. Marking- Each machine shall be marked with ratings per ANSI MH 29.l requirements, in addition to the manufacturers name, contact information, and serial number. Marking shall be on a nameplate easily accessible for safe viewing.

http://farsite.hill.af.mil/reghtml/regs/far2afmcfars/fardfars/far/52_000.htm#P1619_225648
7 | P a g e
Factor 1: Price – The Contractor’s total evaluated price of all CLINs items will be evaluated.
Factor 2: Technical – The Contractor’s quoted products shall meet, in addition to Attachment A Specification, all requirement found above in Section V—Schedule of Supplies/Specification from A through C, (page x of y). (Contractors are encouraged to use the attached specification sheet to ensure that they meet all technical specifications, i.e., Section V—Schedule of Supplies/Specification and Attachment A Specification).
Factor 3: Past performance: The Government will use public and Government-restricted sources (e.g. CPARS) to evaluate past performance. Note: Quoters are not required or requested to submit past performance references.
The provision at FAR 52.212-2 is not applicable. The evaluation methodology is as follows:
Award will be made using the lowest price technically acceptable (LPTA) selection process.
Award may be made on initial quotations. Therefore, each initial quote should contain the quoter's best terms from a technical and price standpoint. However, the Government reserves the right to contact quoters if it is later determined by the contracting officer to be necessary. The LPTA process will proceed as follows:
(1) Quotes may be removed from consideration for any one of the following reasons: Quotes that are not received timely; Quotes that fail to follow instructions; Quotes that fail to submit any required documentation; Quotes that fail to demonstrate compliance with the specification;
and/or Quotes that have language inconsistent with the terms and conditions set forth in the solicitation.
(2) Quotes will be ordered by price from lowest to highest.
(3) The Government will review Factor 2 of the lowest priced quote. Upon determining that the contractor is technically acceptable, the Government will evaluate Factor 3. Contingent upon a subsequent determination of price reasonableness and of contractor responsibility by the Contracting Officer, and an award will be made to that quoter without further consideration of any other quotes.
If the lowest quote is determined not to be acceptable for any reason, then the next lowest priced quote will receive an evaluation as described above. The process will continue (in order by price) until a quote from a responsible contractor is determined to be acceptable and priced fairly and reasonably.
(4) Using this procedure, the Government might not evaluate all quotes.
Each Factor will be evaluated as follows:
Factor 1: Price – In accordance with FAR 13, the price will be determined to be fair and reasonable.
8 | P a g e
Factor 2: – Technical capability to meet the Government's Requirement:
Factor 3: Past Performance – Past performance will be rated on an "acceptable" or "unacceptable" basis.
