RFP L4,
Section 1, 4th paragraph.
The RFP states “all direct and indirect rates proposed are subject to DCAA verification.” Will DHS accept Offerors price proposals marked “Controlled Unclassified Information (CUI)” if forward pricing rate agreements (FPRAs) are marked as “CUI” by DCMA?
Yes, that is fine.
13 General General NA Please provide the Award type for this opportunity If you’re referring to the Contract Type, the Contract Type is anticipated to be a hybrid Contract Type consisting of Firm-Fixed- Price (FFP), Cost-Plus-Fixed-Fee (CPFF) and Cost-Reimbursable (CR) Contract Line Item Numbers (CLINs).
14 General General NA In reviewing the RFP Section L, Factor 3 requires a compensation plan (“Offeror’s management approach shall include a total compensation plan setting forth salaries…”). However, Section L.2 specifies that the technical volume may not contain any reference to cost and resource information. Given that compensation plans typically require several pages to provide the required information (thus, impacting the limited page count available for the technical volume) and given the requirement for not including cost information, we recommend that the Government require that the compensation plan be provided as part of the cost volume, or exclude the compensation plan from page count and give us an exception on including cost data in the technical volume.
Yes, please provide the compensation plan as part of the cost volume.
