Instructions and Evaluation Criteria
The Government will award a contract resulting from this solicitation to the responsible offeror whose offer conforming to the solicitation will be most advantageous to the Government, price and other factors considered. The following factors shall be used to evaluate offers:
Listed in descending order of importance:
1. Technical Approach and Communications Plan
2. Past Performance and Corporate Experience
3. Price
Technical and past performance, when combined, are more important, when compared to price.
1. Technical Approach and Communications Plan
a. Technical approach on how training will be advertised, scheduled, and provided to 30 students.
b. Familiarity with DHS PPD-8, 29 CFR 1910.120 (e)(5), OSHA and Cal OSHA HAZMAT regulations and requirements – The contractor shall demonstrate in their technical approach their familiarity with the policies above.
c. Instructor biographies and qualifications – The contractor shall provide the resume for each proposed instructor and their certifications. Instructors shall meet OSHA minimum requirements. Proposed instructors will be listed as key personnel upon award.
d. Communications Plan – The contractor shall provide a communications plan that includes: reoccurring scheduled meetings with FEMA, how unscheduled contact will be handled, pre-course communication
(i.e. travel and lodging information), and primary and alternate points of contact.
2. Past Performance and Corporate Experience
The offeror shall demonstrate previous experience working with tribal or corporate entities. While FEMA Region IX will be providing a mandatory 1 hour Native American Cultural Awareness Training, additional Tribal experience will be prioritized. A lack of Tribal experience will not disqualify the vendor.
The Offeror will be evaluated on recent, relevant, and performance confidence of their past performance. The absence of past performance will result in a “neutral” rating.
The Offeror will be evaluated on the relevance of the past performance accomplished by the Offeror that is similar in size, scope, and complexity to the requirement. Relevance as defined: work completed within the last three years.
Each past performance example must include the following:
Reference Name (Company or Entity)
Program Title
Contracting Agency/Private Company
Contract Number/Task Order Number (if applicable)
Brief description of the contract effort, including results and successes
Type of Contract
Period of Performance
Original contract dollar value and current or actual dollar value
Actual completion date
Contact names, addresses, telephone numbers, Fax numbers and e- mail addresses of current, or last (if contract completed) Program Director/Manager and/or Contract Manager
The Offeror’s past performance demonstrates its capability to successfully deliver a requirement. The past performance evaluation will examine the Offerors performance on three Past Performance examples.
Offerors shall provide Point of Contact Information (name/phone number/email address) for three (3) references. During the review of past performance FEMA will focus on the size, scope, and complexity of the requirement.
3. Price
The Government will evaluate pricing for accuracy and completeness based on information submitted in the Offeror’s written submission. This process will involve verification that figures are correctly calculated, pricing is presented in an acceptable / the requested format. The Government will conduct a price analysis as adequate competition is expected. Additionally, the Government will determine whether proposed pricing is fair and reasonable.
Required documents:
1. Offerors shall provide their DUNS and certification of Small Business Status.
2. Proof of active SAM.gov registration.
3. Response to technical requirement and demonstration of how it meets the minimum requirement.
a. The technical response shall not exceed twenty (20) single-spaced typed pages of an 11-point font or greater.
b. Resumes and Past Performance information is included in the 20-page limit.
c. Pages in excess of the 20-page limit will not be considered as part of the response.
4. Three (3) past performance references with point of contact information and information referenced in the evaluation criteria.
