About this file

This is a template letter in English and Spanish for FEMA to notify property owners/managers about the end of temporary housing assistance under disaster DR-4832-TN related to tropical storm Helene. The letter informs property owners that occupants must either vacate the unit and return keys by a specified end-of-program date, or sign a new lease directly with the property owner (who is not obligated to offer one).

The letter outlines that under the Direct Lease or Multifamily Lease and Repair Contract terms, property owners are responsible for taking legal actions including eviction if occupants do not vacate by the specified date. It also addresses the use of FEMA's security deposit for any damages beyond normal wear and tear, with occupants responsible for damages exceeding the deposit amount. The associated contract opportunity (70FBR425Q00000044) is a small business set-aside BPA for property management companies and housing solution vendors under NAICS 531110 with a $34M size standard.

[Property Owner/Manager Name]:

As part of FEMA’s mission to help survivors recover from the DR-4832-TN caused by tropical storm Helene, we partnered with your organization to provide temporary housing to eligible survivors. As outlined in the [Insert Direct Lease Contract or Multifamily Lease and Repair Contract] (Contract), FEMA is responsible for ensuring occupants follow the rules, terms, and conditions of the Temporary Housing Agreement they signed.

FEMA has notified the occupants that they must do one of the following:

· Move out of the unit, remove all personal property, and return the keys to you on or before [Insert EOP]; or

· Sign a new lease with your property. (Note: You are not required to offer a new lease)

Under the Contract terms, if [Insert Occupant’s Name] and their household have not vacated the unit and returned the keys by [Insert EOP], you are responsible to take the necessary steps to reclaim the unit using all legal action, including eviction. If there is any damage other than normal wear and tear, you may use FEMA’s security deposit to cover the costs – damage not covered by the security deposit must be paid by the occupants.

If you have any questions, please contact a FEMA Representative at [Insert Contact Information].

Thank you, FEMA Representative
