Vendor Questions and Government Responses
1. Page 13 of Attachment C has Building 8092 Hangar Road NASOC crossed out. The table below includes the NASOC building. Is 8092 NASOC building a part of this requirement? Yes, 8092 Building/Hangar Rd. is part of this requirement for Pest Control Services Only.
2. Attachment C- Does not have a Frequency legend for “A” and “2D” on some of the pages. Can you please clarify? The “A” is for “Annual (once every year)” and the “2D” is for “Two Times Daily”.
3. Were any buildings added to this Solicitation that are not on the current award? Yes. The 8 modular buildings (the replacement structures for the soft sided facilities) measuring approximately 800 ft.² each structure.
4. Are there any plans to add future buildings or locations to this requirement? Yes, there are potential plans for more structures to be included in this requirement. The contract will be modified to include any area that is added or deleted.
5. The Quality Control Plan 4.23.20 is mentioned in the SOW but not the Attachment D as a requirement for the proposal. Is the quality control plan required as part of the proposal? The quality control plan is a Post Award Pre-Construction submittal and shall be submitted after award similar to the bond’s submittal and before the NTP (Notice to Proceed).
6. If the Quality Control Plan is required can additional pages be added to the 15 page Technical volume? No. The quality control plan is a separate document shall be submitted to the COR after the contract is awarded.
7. Should the names of Buildings on Attachment C and Attachment H match? The building names may not match because the names of the structures change very often to match the dynamic nature of the work.
8. Can you provide the sq ft area of the 2d and 3d cleanings? Around 19,000 ft.². The actual holding cell total for the sector is around 11,000 ft.².
9. Del Rio Station can you provide the sq ft for the detainee and pre-screening/processing tent? 800 ft.² per structure and there are 8 structures, or approximately 6400 ft.² in total.
Del Rio Sector
1. New Storage Bldg. not listed on Attachment H & C / Frequency Chart; what type of janitorial tasks and frequency needed? No janitorial services needed at this time.
2. Firing Range, Attachment H lists 3 buildings, missing Gun Cleaning Room w/restroom, missing sq ft. Clarify Attachment C, frequency doesn't reference each building name, frequency same for all 4 buildings? There are only 3 buildings at the firing range. The Gun Cleaning Room with restroom is in the same building as the Armory. The classroom is in the next CMU building and the Administration Building was the mobile trailer. The Control Tower does not require services in this contract. The frequency chart for all 3 of the buildings can be found on the Del Rio Sector Facilities.
Del Rio Station
New 8 trailers not listed on Attachment H & C / Frequency Chart; update processing 6 tents to 8 trailers; what type of janitorial tasks and frequency? The 8 modular buildings (the replacement structures for the soft sided facilities) measuring approximately 800 ft.² each structure. It requires the same janitorial tasks and frequency as the Del Rio Border Patrol Station processing area (2D/D7).
Carrizo Springs Station
1. New Storage Bldg. not listed on Attachment H & C / Frequency Chart; what type of janitorial tasks and frequency needed? No janitorial services needed at this time.
2. Maintenance Bldg., clarify cleaning frequency, some tasks are listed as 5D and others 3W, Removing trash is 3W. Removing the trash in the maintenance building should be daily for 5 days (D5) and has been changed on the SOW Frequency charts.
3. Grounds Maintenance; all grounds services done by contractor or County? Grounds Services shall be completed by the contractor except for the mowing. Dimmitt County shall be responsible for only the mowing.
Eagle Pass North Station
1. Gun Cleaning Bldg; no longer used as a gun cleaning bldg, currently used as a storage bldg. Clarify cleaning frequency requirements. Cleaning frequency for the Gun Cleaning Building are the same as, are found in the frequency charts for the Gun Cleaning Building.
2. New White tent/bldg., not listed on Attachment H & C / Frequency Chart; what type of janitorial tasks and frequency needed? Frequency Chart will be updated to support the cleaning of the MVSS Shelter.
Eagle Pass South
1. Clean Government Refrigerator - cleaning task not on frequency cleaning. Del Rio Station, Comstock & Carrizo Springs are noted. Frequency Chart will be updated to support the cleaning at the Eagle Pass South Station and the Checkpoint.
Uvalde Station
1. Ramp 6K Bldg and Uvalde Checkpoint - Clean Government Refrigerator - cleaning task not on frequency cleaning. Del Rio Station, Comstock & Carrizo Springs are noted, please confirm. Frequency Chart will be updated to support the cleaning at Main Building, RU6K Building, and the Checkpoint.
2. New Storage Bldg. not listed on Attachment H & C / Frequency Chart; what type of janitorial tasks and frequency needed? No cleaning will be required at the New Storage Bldgs.
Brackettville Station
1. Clean Government Refrigerator - cleaning task not on frequency cleaning. Del Rio Station, Comstock & Carrizo Springs are noted. Frequency Chart will be updated to support the cleaning at Main Building, Muster Building, and the RU6K Building.
Donna M. Doss Station/ Rocksprings
1. Clean Government Refrigerator - cleaning task not on frequency cleaning. Del Rio Station, Comstock & Carrizo Springs are noted. Frequency Chart will be updated to support the cleaning at Main Building.
2. Clarify frequency Attachment C - RMSS Office, attachment H lists two bldgs. We need clarification as to the location of the site.
There are only two buildings, the Main Building, and the Exercise Building. The RMSS Office is the back half of the exercise building and is separated by a wall and has its own door. The cleaning frequency is on the Rocksprings Texas Frequency Chart.
1. Attachment D, VIII: Overview, Past Performance-Will the government please clarify if they will consider the past performance of affiliates (e.g., sister subsidiaries) of the offeror in accordance with FAR 15.305(a)(2)(iii)? The evaluation will take into account past performance information regarding predecessor companies, key personnel who have relevant experience, or subcontractors that will perform major or critical aspects of the requirement when such information is relevant to the acquisition.
2. SOW 3.2.1, 3.3.4, Integrated Pest Management Plan-Confirm that the IPM Plan is to be provided to the Government after contract award. The IPM should be submitted to the Government within 30 days after award.
3. Attachment D, VIII, Factor 2, Past Performance-The requirement states: "Additionally, The Factor 1 submission shall include a discussion how the offeror’s own past performance will contribute to its likelihood of success on the proposed contract." Please confirm that this discussion is to be included in Factor 1 - Technical Management, and not Factor 2 - Past Performance. This information in Attachment D Factor 2 Past Performance.
4. Attachment D, IV Representations and Certifications-Please confirm that the contractor is not required to submit anything on behalf of Representations and Certifications. If we are, please advise if submission as a supplemental document is permissible. The Government will review the Certifications and Representation in www.sam.gov.
5. SOW 4.23.29-Resumes for Managers and Supervisors-Can the government please clarify if the resumes of the supervisors and managers are required prior to award or following award? If prior to the award, are they required to be submitted as part of the proposal? If prior to the award, will the government accept a detailed job description in the interim or are the specific individuals required to be named? Resumes should be included as part of the Proposal to properly evaluate the Contractors capabilities in performing the requirements of the SOW. A Detailed Job Description will not provide the Managers capabilities and is not a substitute for Resumes.
6. SOW 4.24.3-4 Inspection & Monitoring –Standards of Performance-Since we do not know the level of performance of the incumbent, will there be a ramp up time period (i.1.
30-60 days) to allow the new contractor to bring the performance standards up to customer expectation? The awarded Contractor should perform as per the requirements of the Solicitation’s SOW. The incumbent’s current performance is not part of the Solicitation.
7. SOW 4.19.1 Security – cell phones Are contractor employees allowed to bring cell phones to the site and inside the facilities? Contractors are allowed to bring cell phones to the site. Some areas are identified as “No Cell Phone” areas and the Contractors will not be allowed to bring Cell Phones into these areas.
8. SOW 3.1.22 Replacement of light bulbs Can the government please supply information about how many and what type of light bulbs have needed to be replaced in the last year?
The quality of the light bulbs is the Contractor’s responsibility and will impact the frequency of light bulb replacement. The site walk through was the process that the Contractor should have identified required efforts for the Solicitation.
9. Attachment D, Page 3 Level of pricing detail-Can the government please provide clarification of the level of pricing detail requested when providing visibility into the buildup of the offered prices? Is this line-by-line detail, or detail by subcategory, i.e.; 1.
Labor, 2. Pest Control, 3. Materials and supplies, etc.- The price submission shall provide visibility into the buildup of the offered prices; including unit pricing, proposed discounts against established prices, as well as any assumptions or narratives necessary to address the Contractor’s reasoning for the pricing provided. Additionally, the price proposal may provide a pricing narrative of any price discounts against established pricing.
10. SOW 4.23.20 Quality Control Plan submission and page count inclusion. Can the government please confirm that two copies of the Quality Control Plan must be submitted with the proposal, not following award? If so, are the Quality Control Plans to be submitted as a separate attachment or are they part of the page count in the Technical?
The Contractors Quality Control Plan is submitted post award. Only 1 copy is required and submitted to the COR.
11. SOW 4.23.20 Quality Control Plan Evaluation Since the Quality Control Plan is not referenced in Attachment D – Supplemental Instructions, what will be criteria for evaluation of the plan? The Government will evaluate the soundness of the Contractor’s approach and their intent to ensure compliance with and their validation of services performed In Accordance with the Solicitation’s SOW and Frequency Table(s).
12. SOW 4.23.20 Quality Control Plan Submission. The SOW states that 2 copies of the QCP are to be submitted with the proposal. Since the proposal is to be emailed and not submitted via hardcopy, should we email two separate copies of the QCP? The Contractors Quality Control Plan is part of the Proposal but submitted post award. Only once copy of the Quality Control Plan is due after award shall be submitted to the COR.
13. Addendum D Page 2&3 Page count Can the government please clarify that the page count does not include Cover Page, Table of Contents, List of Figures/Tables, and Acronym or Abbreviation Lists? Page limits include Cover Page, Table of Contents List of Figures/Tables, and Acronym or Abbreviation Lists.
14. SOW 6.0 Period of Performance Will there be a phase in or ramp up period to allow of hiring, acquiring office/storage space, purchasing needed equipment, etc., before the expectation of being at 100% operational performance? The Contractor should be prepared to perform the requirements of the SOW at the start of the Period of Performance.
15. Site Walk-Through Vehicle Maintenance Facilities What are the contractor’s responsibilities in the Vehicle Maintenance Facilities? During site walk-through, these areas appeared to be currently unkempt (Del Rio HQ being the exception)? The Contractor shall perform the services listed in the Solicitation’s SOW and Frequency Table(s).
16. Site Walk-Through, RFP 3.1.26 Dog Kennels-Although the RFP indicates contractor is responsible cleaning within the kennels, the site visit did not provide observation within the kennels. Can the government please confirm the contractor responsibility for the kennels only includes office and bathroom cleaning and pest control. Is there any responsibility for the kennel runs and temporary crates? There is no cleaning inside the kennels. The Contractor is responsible for Pest Control Services in/outside and around the kennels, as coordinated with the personnel at each location.
17. Site Walk-Through Horse Stalls, Tack Room, Hay Barns Horse stalls, tack rooms, and hay barns were toured and shown during the site visit, but there is no mention of these in the RFP. Please confirm contractor is not responsible for cleaning/maintaining horse stalls; but only providing pest control. Only Pest Control is required inside the Horse Stalls and Hay Barns, as coordinated with each location for the appropriate timing.
18. Site Walk-Through Bio-hazard waste containers were observed in various locations throughout the sector. Does the contractor have any responsibility for managing or handling bio-hazard waste? The Contractor is responsible for the appropriate and timely disposal of any and all waste generated in performance of their duties, per the SOW.
19. Should a bio-hazard spill occur, such as blood, urine or other bodily fluids, is it the responsibility of the contractor to manage and clean these spills or are they remediated by government personnel on scene/site? The contractor is responsible to clean up any biohazard spill including blood, urine, or any bodily fluids in accordance with the SOW 4.18.4 Hazardous Materials and in accordance with 29 CFR 1910.1030 (OSHA).
20. Site Walk Through Storage-Is there a dedicated facility location for the contractor to store bulk supplies (prior to distribution to the cleaning closets), lawn care equipment, ladders, buffers, waxers, etc.? The cleaning closets will be identified for each location.
The storage of the Contractors bulk supplies or equipment is the Contractor’s responsibility. If the contractor will be needing a laydown area for their storage container, the Government will coordinate to ensure an area is identified for the Contractor’s Storage Container.
21. Attachment C, Site Visit Cleaning of detention area/holding cells. The frequency chart states cleaning in detention areas/holding cells is to occur 2x daily, 7-days per week.
However, during the site visit these areas were occupied. Can the government please provide more insight into how this task should be completed while the facilities have detainee occupants? Will they be shifted to other cells or those occupied cells be skipped until they become vacant? These areas should be cleaned 2x daily, 7 days per week. The Contractor will coordinate with Operations at each location for the areas to be vacated/cleaned.
22. Site Walk-Through Excess Property There is a large amount of excess property in various locations throughout the DRT Sector. Much of this property is currently stored in an unsafe manner in locations that janitorial services are expected to occur. Are these locations temporarily excluded from janitorial services until the property is excessed and removed? Any location that requires janitorial services to occur and has government property stored in an unsafe manner will be identified to the COR so that coordination can be made with the Station(s) for disposition.
3. Site Walk -Through Newly Established Storage Buildings-There are 8 newly established 40x60 storage buildings. Can the government please include these in the scope of work by building number and square footage requirements? The 8 40 x 60 storage buildings will be excluded and are not part of the Solicitation.
23. Site Walk-Through Conex Storage There are several Conex storage portable trailers at the Del Rio HQ. Is the contractor responsible for any part of these Conex trailers, either cleaning or pest control? If so, can the government please indicate what is stored inside for pest control planning purposes? The Contractor is responsible for using Environmentally Safe Pest Control Materials on the grounds and around all buildings. No Pest Control services or Janitorial services are required inside the Conex storage portable trailers.
24. Site Walk-Through City/County Responsibilities-For the facilities leased from the city or counties where they are located, are any of landscaping/tree trimming and parking lot sweeping services provided by those jurisdictions? At Carrizo Springs, the County is responsible for Grass Mowing and Tree trimming. All other services should be performed by the Contractor, as per the frequency tables.
25. Site Walk-Through Stained and Worn Carpets Many of the carpets in the “Bubble” rooms were heavily stained and highly trafficked. Will these be replaced or is the incoming contractor expected to attempt to clean these and try to restore them to their original condition? The Contractor is responsible for the services listed in the SOW and frequency tables at all locations.
26. Site Walk-Through BFI Annex and Storage building-We observed a BFI Annex and Storage building at Eagle Pass. This building is not located in the RFP. Can the government please confirm this building is part of the contract? This is the Gun cleaning Building at Eagle Pass North. The frequency of the cleaning is on the frequency chart for the Eagle Pass North and is in the Attachment C Frequency Chart.
27. Site Walk-Through Parking Lot Sweeper-At the Carrizo Springs BP Station, we observed a large parking lot sweeper. Is this the property of the government? If so, is it available for contractor use? There is no Government Furnished Equipment. The Contractor is responsible for all providing their own required materials, equipment, assets, etc. in performance of the duties listed in the SOW and the Frequency Tables.
28. Site Walk-Through Mulch at Uvalde BP Playground At the Uvalde BP Station, there is a playground adjacent to the Sally Port. This playground has mulch installed but is not on the list of areas where mulch is expected. Is this mulch contractor supplied? The mulch in the Uvalde BP Playground at the Uvalde BP Station is not part of the Solicitation, nor listed on the Frequency Table.
29. Site Walk-Through Clorox Sanitizing Machine-At the Carrizo Springs BP Station, a Clorox Sanitizing machine was observed in the janitor closet and then it was seen being removed by the medical personnel inside the processing facility and being used to sanitize mats. Is contractor-provided equipment assumed to be shared with government staff? If so, can the government please clarify who is responsible for maintaining the operational condition of the equipment? The Contractor is responsible for providing and maintaining their own equipment in performance of the SOW and Frequency Table(s) tasks. No Government Furnished Equipment will be provided.
30. SOW 6.0 Schedule Work Hours-The RFP indicates that all services are expected to be performed under an 8:00-4:30 assumption. Will there be any after-hours call outs, such as emergency cleaning, after-hours pest, rodent, varmint or reptile (snake) removal? All services under this solicitation are to be performed within the timelines listed in the Solicitation, Scope, and Frequency Table(s).
1. Attachment A Paragraph 3.3.12: Please clarify which 19 sites need bait boxes. Are these sites the only places bait boxes are needed? Bait Boxes are required at the building locations listed on the Solicitation, Scope, and Frequency Tables.
2. Attachment A paragraph 3.3.2 states “Refer to Worksite Identification and Schedule Sheet, Attachment A for site specific information.” Attachment A does not specify site-specific information. Please clarify? Attachment A will be corrected. These are the locations where services will be provided and also includes the Del Rio Firing Range.
3. Attachment C: In the San Angelo chart there is a category not listed in the corresponding charts stated listed as “Mop all resilient tile floors, including corridors, lobbies, and entrances M4. M4 Strip and wax all resilient tile floors in corridors, lobbies, and entrances M4. M4 Spot-clean walls, partitions, and door frames.” Please clarify the meaning of M4. M4 will not be used. The Frequency Table is updated to correct the frequency of the task(s).
4. Please state the exact size of only the grounds in sf or acreage for each location. There are online programs that use aerial and satellite imagery with some good metrics that can help you estimate the square feet or acreage for each location. (Google Earth)
5. Monday the 20th is Presidents Day, a federal holiday, will the proposals still be due on that date? Contracting
6. Is lead remediation required in the firing ranges? Lead remediation from the firing range(s) dirt mounds is not part of this Solicitation. The cleaning inside of the buildings listed on the Solicitation, SOW, and Frequency Tables is the responsibility of the Contractor.
7. Attachment A Paragraph 4.23.20 states "The Contractor must submit two copies of a detailed Quality Control Plan (QCP) with their contract proposal." This paragraph and Attachment D, Supplemental Instructions and Evaluation Criteria do not specify if the QCP requirement is counted or exempt from the Factor 1 Technical Management (15 page limit) Please clarify? The Quality Control Plan (QCP) is submitted post award to the COR. There is a 10-page limit for the QCP.
The scope states all companies must attend the walk through. If a company was not able to attend 100% of the walk through, are we to assume we are not permitted to submit a proposal?
Or are there special considerations? This is correct. No special considerations.
1. Under the wage determination scales does executive order 14026 applies to this contract?
The wage determinations included with the solicitation includes the wage increase for EO 14026.
2. What is the minimum wage required to be paid on contract? This information is on the Wage Determinations included with the solicitation.
3. Are we as contractors required to supply consumables for detainees as well as staff? The Contractor is responsible for all supplies, equipment, personnel, etc. required to perform the functions listed in the Solicitation’s SOW and Frequency Tables.
1. The RFP does not specify formatting parameters for the proposal (font sizes, margins, etc). Please confirm that this is intentional or provide parameter requirements to format the proposal. Documentation will provided in typeface Times New Roman font 12.
Graphics only may be provided in font 8. Attachment D will be updated to reflect this information.
2. Please confirm that Factor 1, Subfactor A – Staffing Plan counts as part of the 15-page limit for Factor 1: Technical Management. Yes
3. The Quality Control Plan (4.23.20) appears to be separate from the proposal itself. Is there a page limit for it, and is it necessary to provide two copies (as identical PDF files) as part of the electronic submission? The Quality Control Plan (QCP) is separate from the Technical Management section and provided post award to the COR. There is a 10-page limit for the QCP. Only one copy of the QCP is required.
4. 3.1.22 - Check and Replace Light Bulbs: Please confirm who purchases the light bulbs, the contractor, or the Government. What is the anticipated annual quantity to replace?
The purchasing of the light bulbs is the responsibility of the Contractor. Annual quantity will be identified by the Contractor and is subject to the quality of bulbs purchased.
5. 3.2.26 - Clean Kennel Areas: Please confirm we are to clean all kennel areas. It was mentioned during Day 1 of the site visit that the contractor will not be responsible for cleaning inside the kennels or stables at Brackettville and Comstock. No cleaning will be performed inside of the actual Kennel(s) and the Stable(s).
6. There is a list of service frequencies on attachment C for Grounds Maintenance, but no quantities. Can the Government provide an Attachment/Technical Exhibit showing the types of grounds service and quantities to be provided for each site? Grounds Maintenance and Frequency requirements are listed on the SOW and Frequency Tables.
7. Would it be possible to provide details regarding flooring and building area types and quantities, specifically restrooms? A Site walk was provided for the Contractor to observe all existing conditions that they will be performing the requirements of the SOW and the Frequency Table(s).
