About this file

This is a pricing worksheet for RFP #FY26-RFP-21 issued by Charlotte Water in North Carolina for on-call concrete maintenance and repair services. The initial contract term is two years, with the City retaining the option to renew for three additional consecutive one-year terms thereafter. Bidders must provide comprehensive, all-inclusive pricing in United States dollars that covers all aspects of the project and services. The pricing worksheet requires companies to submit unit prices for multiple service categories including full-day task orders, hourly rates, overtime rates, emergency rates, and percentage markups for materials, specialty equipment rentals, and sub-contractor costs.

Price increases are prohibited during the initial two-year contract term. During renewal periods, companies may request price adjustments if submitted in writing at least 60 days prior to the renewal effective date. The City will only approve price increases justified by legitimate, bona fide increases in material costs; increases to compensate for operational inefficiency, labor cost increases, or additional profit are not permitted. Companies must submit written documentation demonstrating the necessity of any proposed increase. All price increase requests must be directed to Wendy Raiford, Charlotte Water Acquisition and Compliance representative, at wendy.raiford@charlottenc.gov. The City retains sole discretion to approve, reject, or terminate any approved price increase if market conditions change, and the contractor must continue performance regardless of approval status.

PRICING WORKSHEET

RFP # FY26-RFP-21

On-Call Concrete Maintenance and Repair Services

Companies shall provide pricing based on the requirements and terms set forth in this RFP. Pricing must be all-inclusive and cover every aspect of the Project. Cost must be in United States dollars.

If there are additional costs associated with the Services, please add to this chart. Your Price Proposal must reflect all costs for which the City will be responsible.

For purposes of this RFP, assume an initial term of two (2) years, with the City having an option to renew for three (3) additional consecutive one (1) year terms thereafter.

PRICE ADJUSTMENTS.

The price(s) stated in this Attachment shall not increase during the initial term of this Contract. Thereafter, price adjustments may be considered, to take effect during each renewal term(s), providing that the Company submits a request, in writing to the City, at least sixty (60) days prior to the Effective Date of the immediate subsequent renewal term. Price adjustments shall adhere to the following terms:

• Price increases shall only be allowed when justified in the City’s sole discretion based on legitimate, bona fide increases in the cost of materials. No adjustment shall be made to compensate the Company for inefficiency in operation, increase in labor costs, or for additional profit.

• To obtain approval for a price increase, the Company shall submit a written request to the Acquisition and Compliance representative, at the e-mail address listed below, together with written documentation sufficient to demonstrate that the increase is necessary based on a legitimate increase in the cost of materials.

The request must state and fully justify the proposed price increase per unit over the price originally proposed.

Wendy Raiford Charlotte Water Acquisition and Compliance wendy.raiford@charlottenc.gov

• No proposed price increase shall be valid unless accepted by the City in writing. The City may approve such price increase for the remaining term of this Contract or for a shorter specified period, in the City’s sole discretion. If the City rejects such price increase, the Company shall continue performance of this Contract.

• If the City approves a price increase pursuant to this procedure and the market factors justifying the increase shift so that the increase is no longer justified, the City shall have the right to terminate the price increase and revert back to the prices that were in effect immediately prior to the increase. The Company shall notify the City in writing if the market factors on which the City granted the increase change such that the City’s reasons for granting the increase longer apply.
