About this file

This document contains questions and answers from a pre-solicitation conference for a federal contract to perform bridge work on two bridges located near Auburn, California. The Ponderosa Bridge project involves removing and replacing an existing single lane bridge over the American River and improving 2.4 miles of gravel road access. The Mountain Quarry Bridge project involves replacing and grading the existing aggregate surface to address drainage issues on an existing pedestrian bridge and replacing the bridge railing to improve safety. Bidders were provided clarification that the same station is referenced by two different numbers on the Ponderosa Bridge plans. Guidelines were outlined for potential excavation for crane access, turnaround areas, and tree trimming/removal required for construction access. The condition of an existing timber bridge and potential slide repair work near the Mountain Quarry Bridge site were also addressed.

Questions and Answers during Advertisement for CA FTBR (1) Ponderosa and Mountain Quarry Bridges

May 10, 2022

Questions Answers 1 At the Ponderosa bridge site, please confirm that station’s 10+35

(sheet C1) and 51+65 (sheet C2) are the same station/location.

Yes, those are the same station/location.

2 Can the rock slope behind the road between station 10+00 to 11+00 be excavated back further, roughly at 1/2 to 1 to accommodate a crane pad and concrete truck turn around?

Refer to Subsection 105.04, 107.02, and 107.10 of the FP-14 and Special Contract Requirements.

3 Can turn arounds be constructed at requested and approved locations?

Refer to Subsection 105.04, 107.02, and 107.10 of the FP-14 and Special Contract Requirements.

4 Will trimming of trees vertically to a height of 14’ be allowed on all access roads?

Tree trimming/removal is allowed where required for construction access, with the exception of the ESAs (mapped aquatic resource areas). Bird surveys are required during certain times of the year, as outlined in the SCRs. Refer to Subsection 105.04, 107.02, and 107.10, and 201.04 of the FP-14 and Special Contract Requirements.

5 Will the clearing of select trees will be allowed to accommodate the delivery of beams and crane access?

Tree trimming/removal is allowed where required for construction access, with the exception of the ESAs (mapped aquatic resource areas). Bird surveys are required during certain times of the year, as outlined in the SCRs. Refer to Subsection 105.04, 107.02, 107.10, and 201.04 of the FP- 14 and Special Contract Requirements.

6 Are there any weight restrictions for the small timber bridge at station +/- 64+50?

This bridge does not have any available load rating information.

7 On the Option X – Mountain Quarry Bridge site, there is an existing slide past the bridge at roughly station 0+0. Will the slide be repaired under this contract to allow access through from both sides? Access from both sides (1 way in and the other out) will be required for Roadway Aggregate material delivery as there is nowhere to turn a 10-Wheeler sized truck around.

The slide area is not within the project limits. The draft NPDES assumed construction access would only be from the northeast trailhead. If the contractor wants to use the other access, the contractor would need update the NPDES permit to include this change.
