About this file

This is a Questions and Answers document for the WY FLAP SHE 26(1) Red Grade Road federal contract opportunity. The document does not address specific products or services required, pricing terms, or award details, but rather provides clarifications on technical and administrative matters raised by prospective bidders during the advertisement period from November 2025 through February 2026.

Key clarifications include: Design Data will be posted to SAM.gov in December; the FP-14 specification applies in its entirety, supplemented by Special Contract Requirements (SCR); a pre-bid conference and site visit occurred on November 13, 2025, with no additional sessions planned; materials will not be pre-approved prior to bid opening; the Contracting Officer is Kelly Palmer; signals and AFADs are not permitted; water sources and waste areas have not been identified by the contracting agency; CAD files and staking data are available; soil boring logs are included in the geotechnical report appendix; no asbestos or lead is present on site; the period of performance is mandatory and cannot be extended; and the project does not use pay factors for payment measurement. Additional clarifications address traffic control requirements (see Subsection 156.06 and 156.07), graded subgrade surface acceptability for non-work periods, prohibition on burning slash, portable changeable message sign requirements, topsoil handling procedures, personnel qualification requirements, and imported rock blending criteria detailed in the Geotechnical Report and SCRs. The document concludes that no further questions will be answered.

5 While reviewing the project documents, I was unable to locate specific details for the mulch type required for the disturbed areas.

As the selection of mulch is dependent on the steepness of the slopes, could you please clarify the following:

Section 157. — SOIL EROSION CONTROL, SEDIMENT

CONTROL, AND STORMWATER POLLUTION

PREVENTION PLAN

Mulch 713.05 (This section was missing).

The FP-14 applies in its entirety to the project and is supplemented by the Special Contract Requirements (SCR) within this Invitation for Bid (IFB).

6 Also, will the Hydraulic seeding and Mulching be a two-step process?

The FP-14 applies in its entirety to the project and is supplemented by the Special Contract Requirements (SCR) within this Invitation for Bid (IFB)

4 Regarding bid items A0860 and B0980 Mulching, Hydraulic Method. Both bid items need to conform to 625.08 and 713.05.

Both of these specification sections have options for the type of hydraulic mulch to be utilized. On WY FLAP NAT 505 (Casper Mtn), WY FLAP 740 (Skyline Drive), and WY FLAP 407 (Kortes Road) have all specified the Bonded Fiber Matrix, which is FP-14 713.05(g). The bonded fiber matrix is a near necessity for revegetation establishment via hydraulic methods, in Wyoming.

Additionally, both WY FLAP NAT 505 and WY FLAP 407 required the us of “Biotic Soil Amendment, Hydraulic Method.”

This is also highly recommended for revegetation success in Wyoming.

Will use please evaluate and clarify the bid items regarding the hydraulic mulching, seeding, and potential need for Biotic Soil Amendment?

Bid the per the FP-14, SCRs, and Plans

7 After digging through the bid documents, we did not see a scheduled pre-bid conference or site visit? Will either of these be happening before the bid date?

The pre-bid conference/site visit took place on November 13, 2025. No additional pre-bid conferences or site visits are planned. The project site is open and can be viewed at any time.

January 28, 2026

8 Is there anyone locally that could preapprove our rip rap before the bid date? We have some made and stockpiled in our yard in Sheridan. It meets all WYDOT standards and has been used on numerous highway projects. It was also approved as an Army Corp source and used locally in a couple projects. But there is some discussion in the plans about it being river rock and certain color.

We do not pre-approve materials prior to bid opening.

9 Do you know who the CO is going to be?

The Contracting Officer (CO) is Kelly Palmer

February 12, 2026

10 Are signals/AFADS allowed on this project? If so can they be paid under the flagging item in lieu of physical flaggers?

Signals and AFADs are not allowed

11 Attachment 2 in Appendix D states that it is to be included in the bid. However, it is not included in the Bid Package list found in NOTICE TO BIDDER, I (A-i), and is specifically mentioned as being due within 7 days of CO’s request in NOTICE TO BIDDER II (A-iv). Can you confirm that the FHWA Subcontracting Plan is due within 7 days of CO’s request and not required with the bid?

That is correct. If the apparent low bidder is other than a small business, the low bidder, upon request by the Contracting Officer, shall submit a subcontracting plan within seven (7) days of the request.

12 The bid documents on SAM.Gov include two documents identified as addenda: a Technical Memorandum to serve as an addendum to the geotechnical report, and an Addendum to the Final Hydraulics Memo. Since neither of these are specified as “amendments to the solicitation” it is our understanding that they do not need to be acknowledged in SF-1442, section 19. Is this correct?

The SF-1442, section 19 is acknowledged when the Invitation for Bid (IFB) has been amended, not the Technical Memorandum addendum to the Geotechnical and Final Hydraulics report.

13 Would CFL consider extending the bid date by 1 week? No. We are not extending the bid opening.

14 Has CFL identified a water source for construction water? No, a water source has not been identified.

15 Has CFL identified a waste area for the excess excavated material? No, a waste area has not been identified.

Received February 13, 2026

15 There are two bid items in Schedule B that state “Concrete, Headwall for 24 inch Pipe Culvert”. Please advise

Line item 0480 is a standard concrete headwall. Line item B0500 is a L-shaped head wall (see Sheet T5).

16 Will the contractor be required to have traffic control people present during the weekends?

See Subsection 156.06.

17 Will a graded sub-grade surface be acceptable for traffic when the road is opened for traffic at mid-day and overnight?
